RECORD OF PROCEEDINGS CITY OF MUNROE FALLS REGULAR COUNCIL MEETING HELD TUESDAY, FEBRUARY 3, 2004 AT 8:00 P.M. Mrs. Case called the meeting to order at 8:00 p.m. Mrs. Cingle gave the opening. Councilpersons present: Jeannine Case, Laura Cingle, Dave Bertsch, Tom McLaughlin, Cathy Laubaugh, Warren Schneider and Marvin Mills. Also present: Mayor Larson, Director of Finance David Bailey, Fire Chief Jim Bowery, Police Chief Steve Stahl, Ted Gordon and Deputy Clerk of Council Amy Locy. Councilpersons absent: None Approval of Minutes: Mr. McLaughlin made a motion to approve the minutes from the Committee of the Whole meeting held Tuesday, January 20, 2004. Persons to Appear Before Council: None REPORTS OF OFFICIALS Mayor's Report: 1. A storm water meeting will be held Thursday with the Summit Soil and Water Conservation District (SSWCD). Residents have been notified regarding this issue. 2. Stow/Munroe Falls Band is having a reverse raffle on February 20, 2004 to raise money for band uniforms. Contact Lisa Keller. 3. Nominations for the Grand Marshall of the July 4th Parade are being accepted. 4. February 12th is "Back To School" for the Mayor and Chief Stahl. 5. Dam modification meeting was held with DOES and Tom Teodosio. The Army Corps of Engineers has forwarded the project to the National Historical Society for approval. If the site is declared historical, a supplemental plan will have to be submitted. Mayor spoke of meeting with the Park Board to discuss a concession area and/or canoe rental. 1 RECORD OF PROCEEDINGS CITY OF MUNROE FALLS REGULAR COUNCIL MEETING HELD TUESDAY, FEBRUARY 3, 2004 AT 8:00 P.M. Mrs. Case said that she thinks that Council should be updated more because the City owns the dam and there is a lot of liability that goes along with that ownership. She also mentioned that Metro Parks was approached previously about concessions and canoes, and Metro Parks did not want involved at all. Mrs. Case asked about the gas aggregation program. The Mayor explained that a new contract would be signed with Vectran Sources, Inc. Residents will see savings as well as receive better customer service than they got from Shell. Mrs. Laubaugh asked for the exact cost per unit of the gas and the length of the contract. The Mayor said that the exact price has not been struck yet. He also explained that the contract is for an initial 12-month period. He said that FAQs would be online for residents and at each desk downstairs for those that answer the phone. Mrs. Case mentioned that new residents might need to be educated on our aggregation programs. She suggested Mark Burns give an evening program that interested residents could attend. Mrs. Case brought up information received on a Govt. Officials Academy. Anyone interested should see Dave Bertsch. Mr. McLaughlin mentioned Issue 25. James B. McCarthy is asking the Council for its support of this CSB issue. Mrs. Case said that the Mayor will ask a representative from CSB to come to the next Council meeting to give further details. Law Director: No report President of Council: No report Motions for Council: None Director of Finance: 1. Currently working to get acquainted with new office and staff. 2. Mr. Bailey thanked Ted Gordon for all the help and support he has given over this transition period. Service Director: Mr. Brooker was not present at this meeting but did turn in a written report. The Mayor said that he has gotten very positive feedback from residents regarding the roads. Most residents are satisfied/happy with the general condition, salt, plowing, etc. He also explained that the City is in good shape right now with salt. Police Chief: 1. Metro Parks will begin the "deer over-population program" in our area starting at the end of February and going through March. Fire Chief: 1. Department received notice of approval for the $3,000.00 reimbursement grant. REPORTS OF COMMITTEES Community Development: 1. Planning Commission will hold a lights and signs workshop on Saturday, February 7, 2004 at 10:00 a.m. Finance/Audit: 1. Check registers dated 1-26-04 and 1-29-04 were reviewed. 2. City of Hudson is raising taxes to 2% and Munroe Falls stands to lose about $28,000.00 from that change. Mrs. Cingle made a motion to authorize the Director of Finance to pay the bills as reviewed in check registers dated 1-26-04 and 1-29-04. Mr. McLaughlin seconded the motion. Discussed Prop. Ord #2004-03 - appointment of Jack Morrison as Law Director. 2. Prop. Ord #2004-06, creating position of Deputy Director of Finance, was discussed. 3. Discussed Prop Ord #2004-07 - appointing Ted Gordon as Deputy Director of Finance. 4. Bureau of Worker's Compensation Department of Safety and Hygiene has been contacted to see what help they can offer the City. 5. Warren Schneider going "Back to School" at Fishcreek Elementary. 6. Information from Wichert Insurance re: City liability insurance will be passed out to each Council member. Public Safety: This committee has not met since the last Council meeting. Mr. McLaughlin asked if the City needs legislation regarding the new concealed carry on City property law. Chief Stahl said that he is currently reviewing that new law and will know more soon. He did say that signs should be posted at ALL City property including Guise Park Lodge, City Hall, Brust Park, etc. Chief Bowery made a comment about the EMS concerns of taking a patient to the hospital that is caring a weapon. Chief Bowery said that he would get with Chief Stahl about this issue. Mrs. Case asked if the County facilities are automatically covered. Metro Parks, however is not County property. Chief Stahl said that it is Metro Parks serving Summit County. Economic Development: 1. Discussed Mulberry Gardens (new retirement facility on South Main St.) 2. Mrs. Laubaugh joined the Stow/Munroe Falls Chamber of Commerce and the Chamber's Economic Development Committee. 3 RECORD OF PROCEEDINGS CITY OF MUNROE FALLS REGULAR COUNCIL MEETING HELD TUESDAY, FEBRUARY 3, 2004 AT 8:00 P.M. 3. Tom Haag of SGS Tool Company will be hosting the business breakfast in March. The date for that breakfast is March 11, 2004 at 7:30 a.m. 4. Discussed the option of having a business breakfast 4 times per year and other plans for the Committee in 2004. 5. Business packets and the information that should be included was discussed. 6. The Stow Munroe Falls Community Showcase will be April 3 and 4 at the high school. Volunteers are needed to man the booth. 7. River Day was discussed. There is a need to get businesses in the City involved. Ideas for other community days were discussed. 8. Discussed offering "business awards" to businesses in the City. 9. Breakfast for businesses and leaders of the City will be held Friday, February 27, 2004 at Crooked River Grill. Parks & Recreation: This committee has not met since the last Council meeting.
