Minutes of meeting held on Monday 9th July 2012 @ 7.30pm in the Lecture Room of the Rothley

12/43 The Minutes of meeting held Monday 18th June 2012 (as noted on PC Website
www.leicestershireparishcouncils.org/rothley ) were proposed OJ by seconded by SGB and
agreed as a true record of the meeting.
12/44 Declarations of Interest. E Fothergill, B Popple & B Simons declared an Interest as
Trustees of the Rothley Centre Management Trust.
12/45 Police Report (PC Ed Stevenson)
Crime Update – circulated by e-mail
Burglaries are still an issue though they have fallen slightly. We are still dedicating patrols and resources to
try to tackle these. Other than those we have very little crime across Rothley. No crimes at all reported in
Swithland for this period.
On 7th July, between 12-4pm, we are conducting a beat surgery at Bradgate Pk, Newtown Linford with the
AA whereby we will be fitting anti theft screws to number plates free of charge. Please come along.
Theft:21/6 – Swithland Lane, plants stolen.
Burglary:21/6 Swithland Lane, Attempt made, no entry.
Damage:23/6 – Town Green St, paintwork damaged on car.
Ironically it was discovered just before the meeting commenced that the PC Office had been broken in to
and cash taken.

Report on discussions re School.
BS reported on a meeting with Wm Davis (builders) to discuss their recent public exhibition
to build 300 houses on land between Mountsorrel Lane & Loughborough Road Rothley –
where they would also provide a link road to divert some of the traffic currently passing
through Rothley. The PC expressed concerns with a replacement school proposed on the
Brookfields Farm site offered by another builder – the main problem being the site and
access limitations. Wm Davis understanding these concerns intimated that they may be
prepared to fund a replacement school within their proposed development and also provide
a property for use as a doctors surgery. Further discussions will take place & Davis’s have
spoken with the chair of governors of the school to acquaint him with their intentions.
Joint Neighbourhood Plan Report.
Reps of both Rothley & Mountsorrel PC’s met to review the findings of the recent survey &
also the CBC core strategy proposals – noting that there is now a proposal to build a new
2000 property community on land in Wanlip between the A46 & Rothley which appears to
have some support from Charnwood. Until there is a specific application it is difficult to other
than object in principle.
HW questioned Holmes Antill’s involvement in the proposed new development mentioned
above – although this was already known by the council – and requested Mr Antill to give
written advise to the council on how they should now prepare to formalise a neighbourhood

plan together with a list of actions that need to be taken to address issues raised. Agreed
that HW would liaise with Mr Antill to obtain the written information requested.
Brookfield Farm Development.
HW once more raised questions regarding the balancing pond installed under advice on the
above development – reminding the council that his earlier concerns had not been
addressed to his satisfaction. Over the past few weeks the area has been subject to intense
rainfall resulting in many areas being flooded over the last week-end. His concern is that
throughout this time the level of the balancing pond has remained constant below the
apparent release valve – if this is the case what is the pond achieving and where is the
excess water going if not exacerbating the flooding. Clerk instructed to ask the question of
the Severn Trewnt Water Authority, The Environment Agency, Persimmons (the
developers) and the Charnwood Planning Department.

12/52 Village Hall Committee Report (Chair Elizabeth Fothergill)
Agreed to accept quotation from Cyril John Ltd to redecorate the village hall at a price of
£3500 + VAT commencing late July/early August allowing time to undertake reflooring
before regular hirers return at start of Autumn term. Other minor work to kitchen to meet
OFTSTED & hirers requirements and deal with a plumbing problem.
EF requested that the cleaning of the village hall be placed in the hands of professional
cleaners to maintain standards being achieved following refurbishment work. Clerk to
explore options and refer back to August meeting.

 Anon letter stating that cars continue to get stuck on the traffic cones on the
Woodgate/Howe Lane corner asks for them to be removed as they are a hazard and
suggests that the drivers should sue for the damage caused to their vehicles. The
cones are there to force driver to comply with the no left turn sign on Woodgate –
which is one way. The restrictions are signed and the road configured in such a way
as to make a left hand turn “difficult” – but obviously not impossible. Unfortunately
the complainant gives no way of responding and has sent similar letters earlier.
