Printing of the annual Lodge Program Plan Book is the first responsibility of the new lodge leadership each year. The first step in creating
a good program is to lay out the entire year’s plan in advance and let everyone know about it. To do this the Lodge Chief should work
closely with his officers and adviser to determine the Lodge’s goals and objectives for the coming year, for these dictate the program.
From this initial planning session a Lodge program book is created. The plan book should include a calendar of events, describe the
program of emphasis [goals], and serve as a guide or plan throughout the year. (Guide for Officers & Advisers 2002, p 9)
The publication deadline for the new Lodge Key 3 is Dec 31 of each calendar year.

2006 Goals
The goal of Tukarica Lodge is to achieve Honor Lodge recognition for 2006. We propose to achieve
this through incorporating the purpose of the Order of the Arrow as an integral part of the Ore Ida
Council through positive youth leadership under the guidance of selected capable adults.
To fulfill this mission, the Lodge Executive Committee has established the following goals:
 Induct 120 new Ordeal members.
 Fifty percent Brotherhood attainment.
 Finish and present camping CD in time for the University of Scouting.
 Complete the Fire Bowl and Docks projects at Camp Morrison before camp opening.
 Send 4 youth and 2 adult Arrowmen to NLS.
 Send a delegation of 40 youth to W1C Section Conclave in Lewiston.
 Send a Lodge Ceremonies Team to Section Conclave.
 Send a contingent of 10 members to NOAC.
 Publish the Cougar Tracks quarterly.

Dear Members of the Order,
We would like to welcome you to OA leadership. This program book is created to help you plan
your year in the OA, and support your local unit in promoting camping, and providing the servant
leadership worthy of an honor member of Scouting’s National Honor Society. Plan on being an
active member of your lodge and chapter; every Arrowman should be a member of a committee.
We encourage you to visit our website address, which is on the cover of this book. In it, you will
find additional information on every aspect of the Order of the Arrow and the Lodge.
Your example will help recruit additional members to our lodge and help older boys find their role
in scouting. This is a youth led organization; the decisions you make will help make a better
program. Always be prepared to lead, guide, and serve in your unit, chapter, lodge and section.



To recognize those campers—Scout and Scouters—who best exemplify the Scout Oath and Law
in their daily lives and by such recognition cause other campers to conduct themselves in such
manner as to warrant recognition.

To promote Scout camping, which reaches its greatest effectiveness as a part of the unit's
camping program, both year-round and in the summer camp, as directed by the Council
Camping Committee.

projects. Lodge officers should not be burdened with all the
details of committee meetings and related projects

Appendix 1: Lodge OA Troop Representative Program
OA Troop/Team Representative
The Order of the Arrow Troop Representative or Team
Representative is a youth liaison serving between the local OA
lodge or chapter and his unit. In his unit, he will serve as a
communication and programmatic link to and from Arrowmen,
adult leaders and Scouts who are not presently members of the
Order. He will do this in a fashion that strengthens the mission
of the lodge, purpose of the Order and the mission of the Boy
Scouts of America. By setting a good example, he will enhance
the image of the Order as a service arm to his unit.
Basic Information
What Is the OA Troop/Team Representative?
The Troop/Team Representative program was begun in 1999,
and is a program of the Order of the Arrow that has been
officially adopted by the Boy Scouts of America. The OA
Representative is now an official leadership position within the
troop or team, and boys can earn time towards their leadership
rank requirements, just as with Den Chief, Troop Scribe, or any
of the other leadership positions.
What Are the Responsibilities of the Troop/Team
Representative?
There are numerous possibilities for the job description of the
OA Representative. The beauty is that it is flexible enough to
allow your unit to fine-tune the exact responsibilities. However,
the most basic tasks of the Representative will be to coordinate
service opportunities within the unit, to coordinate unit
involvement with the Order of the Arrow, including Unit
Elections, Camp Promotions, and Inductions, and request lodge
and chapter resources to help meet unit needs.
Who Can Serve as a Troop/Team Representative?
Anyone in the unit who is under the age of 18 can serve as the
OA Representative for the unit, provided he is a dues-paid
member of the Order of the Arrow. He should be appointed by
the Senior Patrol Leader or Varsity Team Captain, and will be a
member of the Patrol Leaders' Council and attend lodge and
chapter meetings.
How can 18 to 20 Year-olds be Involved?
Youth Arrowmen who are 18 or older can serve as a lodge or
chapter chair or as a liaison for the Order of the Arrow
Troop/Team Representative program. They can play a critical
role in the Lodge Structure for the program.
How can I get the Badge of Office?
The OA Troop Representative and OA Team Representative
badges of office are available from BSA National Supply.

Job Description, Duties and Qualifications

Encourages year round and resident camping in the
troop.

Encourages older Scout participation in high
adventure programs.

Encourages Scouts to actively participate in
community service projects.

Assists with leadership skills training in the troop.

Encourages Arrowmen to assume leadership
positions in the troop.

Encourages Arrowmen in the troop to be active
participants in the lodge and/or chapter activities and
to seal their membership in the Order by becoming
Brotherhood members.

Sets a good example

Enthusiastically wears the Scout uniform correctly.

Lives by the Scout Oath, Scout Law and OA
Obligation

Shows Scout spirit

Will There Be an Adviser for the Troop/Team
Representative?
As with all positions in the Order, the OA Representative
should have an adult as his Adviser. This adult needs to be 21
years of age or older, a dues-paid member of the Order of the
Arrow, and be appointed by the Scoutmaster.
Does This Position Count for Rank Advancement?
Scouts may use the Order of the Arrow Troop/Team
Representative position to meet the leadership position
requirements for the Star, Life, and Eagle ranks. As BSA
publications are revised and updated, they will include this new
position.
