Future activities
We intend to continue our support for the SMC Annual Conference and the ICMLC conference as our
major future activities in the coming year. The details will be part of our restructuring plans mention below.

Additional comments
The TC is now in the process of a total review of its goal and technical domain and future plans. It is also
recruiting new members to help expand its domain of activities. This matter is currently discussed among
the TC members and potential members and the VP(TA) will be consulted in due course. We will submit a
proposal for restructuring the TC within the next reporting period.

Goal of TC
The committee on Intelligent Communications addresses various aspects of modern intelligent data
communications. Its mission is to help researchers and developers exchange ideas on expanding current and
building novel intelligent communications systems.
The existing communication systems were originally engineered and provisioned to carry voice traffic
only. They are currently being used for a variety of voice, data, image, and video services. In order to
deliver quality of service promised to the customers, these networks require added intelligent systems and
algorithms. This added intelligence is paramount for old networks to continue their existence. It is also an
essential aspect of the design of future networks that they need to respond to the future needs of the ever
demanding user community.
Some of the successful applications of intelligent communications involve designing advanced
intelligent networks which introduced services such as call waiting, caller ID, differential ringing,
messaging services, personal communication services, and 800 numbers. This included advances in
designing efficient protocols and routing algorithms in packet networks. Current research and emerging
techniques include algorithms for admission and congestion control in data networks, fraud prevention,
denial of service protections, Web search engines, to name a few.

Goal of TC
The goal is to advance the foundations upon which machine intelligence may be based. We recognize that
any non-trivial intelligent system necessarily embodies a collage of soft computing methodologies, which
calls forth the need to integrate the domain-specific technologies in a maximally reusable object system.
Knowledge is necessarily involved towards this end. The representation and acquisition of knowledge is
thus relegated to paramount importance. It follows that the charge of this TC is to explore new directions
and associated methodologies for representing, inferring, and validating knowledge.

The IEEE IRI Conference serves as a forum to integrate knowledge representation and acquisition into a
plethora of applications that stem from interaction with other IEEE societies.
(g) Other technical activities related to your TC
Our TC is actively engaged in breaking the barriers of knowledge acquisition in expert systems,
multimedia systems, neural networks, and evolutionary programming. We have already developed
superior foreign language backend translators in this regard and are currently developing message
summarizers. A superior creative natural language expert system is slated for delivery at the year’s end.
These are all basic R&D projects that serve to fill perceived voids.

Future activities
Our plan for the future can be summarized as follows.
a. Develop knowledge acquisition as a major conference track and journal theme
b. Collaborate with industry in the development of applications, which further the cause of knowledge
acquisition
c. Increase the level of student involvement through “best paper” and related awards.
d. Deploy the learning Semantic Normalizer for language translation applications in Iraq.
e. Develop and deploy a novel learning expert system – the T2K
f. Explore the learning of a brain-like ensemble neural network – the T3K

We have many team members that serve the needs of the DoD as well as various U.S. funding agencies.
Our team is both theoretically and empirically based.

transcranial Doppler.

Organizing sessions for SMC2006. This will be our main 2006 goal.
To seek out Neurological applications of Fuzzy logic and work on a session for the American
Academy of Neurology meeting 2006. Unfortunately this could not be done in 2005 as originally
planned.
Additional comments
One of the goals of this committee is to bring forth the presence of fuzzy logic in medicine and to get both
the medical and engineering communities to interact at the level of publication and national/international
meetings to foster new projects and dissemination of information regarding this work. The participation in
the program for the SMC 2006 meeting is a good carry over from the publication of the special issue of
SMC Part B completed for publication in December, 2005.

Goal of TC
The goal of this Technical Committee (TC) is to provide a forum for exchanging ideas among researchers
and engineers of Soft Computing such as neural networks, fuzzy systems, evolutionary computation, agent
systems, and their hybrid systems. The TC tries to seek opportunities to do that through scientific events,
such as organized sessions at SMC conferences, organized workshops, and publications.

(a) Organized special sessions or tracks for the annual SMC Conference held this year
We collected 36 papers and organized the following 7 sessions:
1) Neural Networks, 2) Fuzzy Systems, 3) Evolutionary Computation and Optimization -1,
4) Evolutionary Computation and Optimization -2, 5) Hybrid Systems, 6) Agent Simulation,
7) Rules and Patterns
(b) Organized tutorial course for the annual SMC Conference held this year

None at this moment. We hope to have several papers as fine outputs through the above mentioned
activities in several IEEE SMC Supported Conferences.

Future activities


We will organize sessions for SMC2006, and a TC member serves as Special Session Chair for SMC2006.
We are trying to collaborate with the SIG on Evolutionary Computation of the Society of Fuzzy Theory and
Intelligent Informatics.

We are planning to have online TC workshops using electric presentations such as power point files or poster
presentations with voice information. We can have discussions on presented research works through online
bulletin board. Anyone who is interested in this workshop, please take a keen attention to our announcement.

Goal of TC
The objective of the Distributed Intelligent Systems Technical Committee is to bring together
specialists to develop systems and applications that exploit the technologies of distributed and
intelligent systems. It promotes research, development, and applications of agent technologies,
building on related consortia and research programs. It also provides a continuing base to researchers
who have been participating in national and international projects by building on the knowledge
created by these efforts. The scope of core technologies includes architecture, agent intelligence, agent
communications, agent collaboration, system optimization, and agent simulation. Applications include
infrastructure systems for manufacturing and supply chains, services, energy, and transportation.

Goal of TC
The scientific and engineering communities have been called upon to help the United States and the world
respond to security challenges after September 11, 2001. The IEEE SMC Technical Committee on
Homeland Security (TCHS) aims to promote and guide information systems, algorithm, and databases
research of relevance to national and homeland security. The TCHS will: (1) organize special paper
session(s) relating to homeland security research in IEEE conferences; (2) conduct annual TCHS meetings
during annual IEEE SMC conferences; (3) collaborate with other professional societies to promote
homeland security related research; (4) collaborate with federal funding agencies (e.g., NSF, DHS, NIJ,
ITIC, NIH, etc.) to develop national and homeland security related research programs and engage in
research projects; and (5) collaborate with government agencies, industrial partners, and local and national
media in sponsoring and organizing homeland security related meetings, engaging in policy discussions,
and facilitating training, education, and outreach programs.

Goal of TC
The primary goal of the Industrial Applications Technical Committee is to promote research, development,
innovations, technical activities, and international collaboration in the area of industrial applications related
to systems; as well as to advance the emerging concept of Fusion of Soft Computing and Hard Computing.
We are just starting new activities related to the fresh field of Artificial Immune Systems and Their
Applications. In addition, this TC is running an established SMCia (Soft Computing in Industrial
Applications) workshop series and its new SMCals (Adaptive and Learning Systems) sister series.

Goal of TC
In the 21st century, the mainstream of technology development is the interdisciplinary integration, together
with the human-centered technology that emphasizes on friendly service for human than the forced
adaptation by human. One case in point is the developing technology of Intelligent Transportation Systems
(ITS) that integrates transportation systems with control, communications and information technologies.
The technical committee on Intelligent Transportation Systems within the IEEE SMC Society is advancing
those developments and promotes ITS related technical activities

Goal of TC
The Robotics and Intelligent Sensing Technical Committee (RIS-TC) is part of the IEEE Society on System,
Man, and Cybernetics (SMC). The RIS-TC strives to maintain SMC’s leadership position in robotics and
intelligent sensing research, provide strategic support to SMC members active in robotics and intelligent
sensing research, and serve as a linkage between members of the RIS-TC and other technical committees
within the IEEE SMC society. In addition, the RIS-TC is committed to facilitate collaborative efforts between
SMC and other IEEE societies and non-IEEE professional societies in advancing fundamental and applied
research in robotics and intelligent sensing.

The Service Systems and Organizations Technical Committee is a professional committee that is
committed to advance the research and applications in the area of service systems and organizations. The

Additional comments
The TC has been approaching various SMC members for collaboration, participation or active support.
Many formal and informal approaches have so far not resulted in any firm commitment. It is anticipated
that the special sessions and the tutorial organized by the TC at SMC 2005 conference in Hawaii would
stimulate more professional interest and participation leading to a more active TC.
