PMS: Goals Form
The first phase of the PMS is the setting of goals and success indicators for the current school year. The
organization is empowered to set its own goals and direction. Each organization also determines how
they are supposed to meet the goals through various efforts, programs and projects. The success
indicators that will be set help determine if the goals are met or not. At the end of the school year, the
performance of the organization will be assessed and evaluated based on these goals and success
indicators.

Indicate in the tables below the GOALS, SUCCESS INDICATORS, and possible efforts to
address the goals for each of the Organization Development (OD) and Core Competencies (CC)
aspects.
Goals are milestones that are set by the organization in order to achieve success. The goals are the more
concrete translation of the organization’s thrust and vision. For the purpose of the Performance
Management System designed and implemented by the LS-Office of Student Activities, goals refer to the
target outputs of the organization for the school year.
Success Indicators (SI) validate the success through various measurements and give proof that the
organization was successful by the end of the year. SIs serve as milestones in terms of achieving the goals
which they support; as such, SIs are helpful in monitoring the performance and the pacing of the
organization. Identify three (3) SIs per goal.
Efforts refer to undertakings, activities, projects, programs and/or interventions of the organization. For
greater efficiency and effectiveness, create and identify efforts that can address at least two (2) goals
simultaneously.
Use the Performance Management System for Student Organizations Phase 1: Goal-Setting document as guide in
accomplishing this Goals Form.

Aspects of Organization Development
Organization Development (OD) acts as the support mechanism - providing tools and systems that help
the group be more effective in carrying-out their CCs, but ultimately, in making the organization more
sustainable. There are five aspects of OD that are essential for student organizations to operate efficiently,
effectively, and sustainably – Leadership Development, Internal and External Communication, Project
Management, Membership Formation and Financial Management. Identify and set goals for at least two
of the five aspects your organization wants and needs to focus on.
OD: Leadership Development (LD)
LD refers to the organization efforts to train and develop the current leaders and also the potential set of
leaders who may take higher positions and bigger responsibilities in the organization.

OD: Internal Communication (IC)
IC focuses on the communication flow within the organization. These include, but are not limited to,
information dissemination, feedback giving, conflict management, etc.

OD: External Communication (EC)
EC focuses on the communication flow of the organization with outside parties. Outside parties refer to
the beneficiaries, alumni, partners, sponsors, benefactors, etc.

PM refers to the system and processes followed from the planning, execution, and evaluation stages of
efforts undertaken by the organization.

OD: Membership Formation (MF)
MF refers to the systems and processes that support, enhance, and monitor the members’ development in
the organization. MF has four elements which the organization has to consider: Recruitment,
Involvement, Development, and Retention.

FM refers to the systems, processes, and efforts that generate and mobilize financial resources of the
organization in support of its goals.

Core Competencies
Core Competencies (CC) are the particular strengths and niches of the organization that define who they
are and what they do. The CCs also concretize the identity of the organization relative to its community.
The CCs directly serve to bring the organization closer to the realization of their vision and mission.
