The 1999 British Invasion: CIDD British Debate Tour of the States
Greetings prospective hosts,
What follows is information relevant to the 1999 British CIDD Debate Tour. If you
need anything else, please feel free to contact me. In the following pages, I will
provide: 1) biographies for the debaters, 2) possible topic areas and formats, 3)
hosting recommendations, 4) emergency contact information, and 5) the
complete itinerary. If I have left out any pertinent information please let me know.
I have requested pictures, and they are on their way.
As for the hosting fee, the NCA will be sending invoices directly to you, and you
can pay the $600.00 fee (as indicated in the call for hosts) directly to the NCA. If
you do not receive an invoice, please let me know. The funds you provide cover
the debaters’ airfare, which has been quite steep given the geographic
distribution of the tour hosts.

Christopher Ruane:

Self-written biography:
Christopher Ruane studies law, focussing on corporate theory and corporate
governance. His concern for corporate governance means that he will be
working for Procter & Gamble after returning from the USA tour. He is one of
several hundred Glasgow debaters to have found employment at this firm.
In job applications, he claimed that his five key personal values were ability,
initiative, application, co-operation and integrity. He now claims simply that his
personal value is dependent upon the generosity of his bank manager.
His debating career is being reported to the Civil Aviation Authority, as it mostly
consists of near-misses. He was Runner-Up at the British National Competition
and twice a Worlds Quarter-Finalist. He has traveled abroad extensively
representing his university, including placing 4th individually at Yale. He is also a
keen traveler during university holidays; last summer he spent time doing pro
bono work at a constitutional rights centre in the United States under the
auspices of a University project.
When asked why he wanted to do the American tour, he pointed out that U2
doubled Ireland's GDP with theirs. Asked why he wants to do the American
Debating Tour, he replies that he wants his university debating career to
culminate in a way which would enable him to use his talents in a productive way
for mutual good. He can forgo the 200-foot video screen...

Self-written biography:
Simon was a good kid. He just got mixed up in a lotta bad stuff. Before starting
school he lived in the then West Germany for a year, and still nurtures an
appetite for the German language, culture, sausages, national costume etc. At
junior school he amused himself by arguing with teachers and spotting inherent
contradictions in what they told him. It never worked. He had a small group of
imaginary friends, but these tended to gang up on him and exclude him from their
games.
At twelve, Simon started life at the local boys grammar school, thirty miles out of
London and twenty-two miles from the nearest counselling services. Behind its
leafy bars he was introduced to tobacco, misogyny and radio-controlled cars, but
rejected it all in favour of debating. Avoiding the common trap of wanting to be a
pilot, train driver or accountant, Simon fell prey to a burning enthusiasm for zookeeping. It took two weeks work experience underneath well-fed parrots to
convince him that the naturalist in him had to die.
Fortunately, he stumbled across history as the perfect alternative to working out
what he wanted to do. It has served him well for three years of an Oxford
degree. Now he tells himself he wants to become a faceless bureaucrat at the
Foreign and Commonwealth Office, and to undertake further study in
International Relations.
2) Topics and format: You may use any of the topics listed below, or may
provide one yourself. As soon as you have decided upon a topic, please tell me
so that I may inform the debaters. What follows is a message sent to me by the
British organizer, Trevor Sather:
Simon and Christopher will debate 'anything, anytime, anywhere'. British
debaters usually hear the topics 15 minutes before the debate starts, so
the idea of preparation is fairly anaethemic to them. So hosts can choose
any topical motion they want. However, if hosts do want to choose from
this list, then you may find the team actually producing a performance with
some cogent thought and research behind it, rather than a stream of
eloquent gags at each other's expense.

This House felt safer during the Cold War.
This House would lower the drinking age in the USA to 18.
This House believes that culture should be protected from the free market.
This House would rather have a monarch than a President.
This House would protect the rights of smokers.
This House calls for greater control of firearms.
This House would legalise all drugs.
This House believes that Europeans are right to reject Genetically
Modified foods.
This House would censor the Internet.
This House believes that NATO should police the world.
Format: According to the British organizer, “The team is happy to do any format
of debate (as long as it's explained to them) -- this includes cross-examination or
points of information. The usual compromise has been a mixture between US
and UK styles, with four main speeches each followed by a cross-ex period, and
then one reply speech from each side). Some hosts may want to have a floor
debate between the main and reply speeches. A vote usually but not always
follows.”
In terms of partnerships, the debaters would be willing to be split, and paired with
their US counterparts. So, each team would have one UK and one US person.
Or, you can do 2 US vs. 2 UK. For people who have less experienced debaters,
you might want to split up the UK team and pair them with your students. Let me
know if you are going to do this so I can inform the debaters.
To provide a little more detail about the forms, since we have some new hosts,
here are some options.
A. Traditional CX/policy style: You can use a 10/3/5, a 9/3/6, or an 8/3/4
model. For public debates, I would go with the shorter speech times
since most audiences have the attention span the length of a sitcom.
(So the CX becomes commercial breaks). This model would not call
for audience involvement, although you can always throw in a question
and answer period at the end. Also, you might need to rewrite the
topics so that they are in policy form. Or, you can use policy format,
but a Parli style topic. Anyway, this would mean:

B. Non-audience participation Parli style: Here, you would not have
affirmative and negative sides, but government and opposition sides.
The Government’s burden is to affirm the resolution while the
Opposition negates it. The Government team is composed of the
Prime Minister and the Member of Government. The Opposition team
is composed of the Leader of the Opposition and the Member of the
Opposition. Speech times are:

Note, there are no CX periods. “Instead, points of information and
points of order are used by the debaters. Generally, after the first
minute and before the last minute of all constructive speeches, the
opposing team may offer points of information to the speaker who
holds the floor. The purpose of these statements or questions is to
clarify a point the speaker is making, advance a point for the opposing
team, or highlight a weakness in the other team’s case.” Points of
order are directed to a judge, used most during rebuttals to object to
new arguments or point out a misrepresentation of an argument (from
Galizio and Knapp’s Elements of Parliamentary Debate). Since these
debates will be public, my guess is that you will not have a judge to
whom points of order can be directed, so they are likely not to be used.
This format is meant to foster interaction between the debaters. This
form can also be followed by an audience question period.
C. Audience participation Parli style: This approach would use the same
time limits, but would allow points of information to be presented not
only by the debaters, but also by the audience. If you use this
approach, make sure you explain to the audience that they are
encouraged to participate, and what the rules are for interruption.
Also, I would plant a few people in the audience who are ready to ask
questions so that others in the audience are encourage to participate.
If you do use this approach, you might want to lengthen the speeches
so that more time is available for the audience to speak. Also, please
remember that a speaker is not required to yield the floor.
D. Make up your own format: if you do not like any of these, feel free to
develop your own format. All I ask is that you inform me of this so that the
debaters can be forewarned.
3) Hosting hints:
Having just returned from the CIDD Japan tour, the vagaries of travel are still
fresh on my mind. While I am certain all of you will be extremely hospitable
hosts, there are a few things I wanted to make sure you consider.
A. Laundry: Make sure you check and see if the debaters have any
laundry needs. I have tried to schedule longer stops at those points in
the tour when I suspect clean skivvies might be scarce. Make sure
you at least offer to point the debaters in the direction of a laundry-mat.
B. Food needs: I asked if there are any special food considerations, and
at this point have not been informed of any. However, please make
sure and ask if either of the debaters is operating under any food
constraints.
C. Necessities: Just as with clean clothes, hygiene products tend to run
out. So, check and see if the debaters need a quick stop at a
convenience store.
D. Housing: The debaters are expecting to have to share a hotel room;
however, if you have the money, they might appreciate rooms of their
own. A room of one’s own is not a requirement, but if you are feeling
generous, it might be nice. If you are putting the debaters up in a dorm
room or student apartment, that is acceptable, but hotel rooms are
always appreciated.
E. Entertainment: The debaters are interested in a variety of topics and
events. However, there might be some occasions where they simply
want to sleep in. On those occasions where they have energy, please
be creative with your entertainment offerings. Each of our areas has
its own unique character, and it would be great for the debaters to get
a sense of that character. Museums are great (if there is time), but a
drive through the countryside is also interesting (depending on the
countryside). The British organizer of the tour offered the following
comments: “By its nature, the tour starts to throw up ‘repeat’
experiences towards the end. . . . [Y]ou might tell the earlier hosts
to plan more sightseeing etc. for them, but that the later hosts could
leave more spare time so that S & C can indicate what it is they haven't
done and would like to. Obviously they are entirely happy to follow
their hosts' suggestions (and grateful to have them). . . .”
F. Events: Feel free to schedule the debaters for a range of events. In
other words, do not limit yourself to debates, although they are the
central part of the tour. Some hosts are considering doing the
following things:
1. judging: use the debaters as judges at a tournament
2. workshops: the debaters could teach mini-workshops on
parliamentary debate
3. guest lectures: both of the gentlemen are quite knowledgeable
about British politics, and it might be fun to have them as guest
speakers in a British Politics or Comparative Politics class.
(This is also a way to get money from other departments of your
university.)
G. Travel arrangements: While both debaters are seasoned travelers, they
are not familiar with the vagaries of US air travel or the distance of some
of the locations to the nearest airport. Thus, please make sure and check
their tickets and double check departure times with the airlines the day
before departure. Even in the week it took to schedule the tickets, 5 flight
times changed, and one flight got cancelled. Please make sure the
debaters make their flights. In many instances, they are scheduled to
debate on the day they arrive at a new location, so it is imperative that
they make the flight on which they are scheduled.

5) THE ITINERARY: When the debaters arrive at each stop, their host should
provide the specific itinerary of events for that particular location. In some cases,
the debaters will be travelling between locations by car. The precise transport
times should be provided by the location host. I have included the complete
itinerary so that, if need be, a host can speak to the next host.

Phil Voight, from Gustavus Adolphus College in St. Peter, will be meeting
them at the airport on Friday afternoon at 1:44 p.m. as indicated on your
itinerary. He and the folks from Gustavus will host them on Friday and
Saturday -- they are making their own plans, and perhaps you have already
heard some details from them.
On Sunday morning Phil and a couple of his team members will bring
Christopher and Simon down to Mankato where they will meet me and a
couple of my team members for breakfast. At that point we at Bethany
Lutheran will become their hosts. They will be lodging in our campus guest
house on Sunday, Monday, and Tuesday nights. We have scheduled a public
debate for Sunday evening at 7 p.m. featuring Christopher and Simon along
with two of our debaters, Leah Olson and Jon Loging, both experienced in
NPDA and Phi Rho Pi debate circles. Quite likely we will create teams
consisting of one British and one American debater on each, and follow an 88-8-8-4-4-4-4 format. The topic is yet to be decided. We are advertising this
widely and hope for a good turnout.
On Monday during the day, we hope that Christopher and Simon will be
willing to visit some of our classes as informal guests, to discuss topics
relevant to their backgrounds and experience. We'll also ask them to spend
some time with our debate team, most of whom are raw beginners. Details of
these visits are still being arranged.
On Tuesday we are seeking to arrange for them to visit our colleagues at
Minnesota State University, across town. The MSU people might wish to
create some activities involving them. Again, these plans are evolving.
Tuesday lunch will be at The Indigo, in the Centennial Student Union.
Afternoon is still in planning. At 4 p.m. the debaters will meet with
our brand new parli debaters. At 6 p.m. we will have a public debate in
Amrstrong Hall with Simon and Christopher each partnered with one of
our team members (Seth Micheal Smith [Semi finalist at Interstate
Oratory in 99] and Ann Gerbensky. We are publicizing this through
campus newspaper, radio, and local media. In addition, numerous classes
are suggesting that students attend, so turn out should be good.
The format of debate will be World's style (British Style) with no
audience participation. The topic will be cultural diversity.
We hope the plans sketched above will provide the anchor points of a
positive and exciting experience for Christopher and Simon, as well as for
us. We want to keep the schedule somewhat flexible, in order to take into
account their desires and needs, some of which we may not know until we
are together. But we believe we can promise them a good time.

airport in time for their 1:00 p.m. flight to Nashville.

When the British debators are staying in Omaha, they will be
residing at a guest house on campus. We are planning an event that takes
place on Wednesday the 29 at 7:00. They will preform an exposition debate
against one of our teams. We will probally have a brief question and

We had an absolutely marvelous time with Simon and
Christopher. They were wonderful to have around, and we had a great
turnout for the exhibition debate.

I will pass the info along. We were a bit late getting the debate
rolling but once we did the crowd found it very enjoyable. We had
over 100 in attendance. The resolution was "This house believes
that the British Isles are but a colony of the United States." They
are both very charming and intelligent.
They should have a relatively interesting weekend full of perverse
spectacles. You see, it is homecoming. Need I say more.
Seriously, they will be going to a piano recital tonight and the
football game tomorrow. Other than that I just set up an account
for them at the library and the school cafe.

It was a very good experience--Simon was under the weather and missed the
debates at Webster and UMSL, but he felt better after we insisted he get

own in the debates. Apparently Washington held two debates, so it was a
busy stay in St. Louis with 4 debates.

Pick Up in Pittsburgh: you will be met at the baggage claim by two Clarion
University students, on the lookout for well-traveled debate types. Allison
Rilling (curly brown hair and glasses) will probably be wearing a blue golf
shirt with the Clarion Speech & Debate logo, and Ken Kemmer will be ready
to help with luggage. I will meet up with you after dinner back in Clarion
(about a 2 hour drive from the Pgh airport). We will have you until Monday
at noon, when Ken will drop you off at the airport.
The Debate: will be held on Sunday, Oct. 11th. We had been planning on
using the culture/free market topic, but have just scratched it. Faculty
(myself included) will likely go on strike in the near future (negotiations
have ended, both parties are wide apart on many issues, and our faculty
union recently took a strike authorization vote), and we have decided that
we must change the topic to something linked to the negotiations. The
likely topic will be the use of temporary faculty (one of the sticking
points). We will have a packet of info ready for you, and there will be
plenty of time for you to meet with the other team. We have not set sides,
and will not likely do so until you are here. Sorry for the short notice,
but this campus needs a debate on the negotiations.

Catherine, I dont know if you have heard from North Texas or Baylor yet
so I am taking this opportunity to let you know what is planned for the
north Texas swing. I will pick the boys up at the airport on Monday
the 18th and they will be UTD"s guests until Wednesday morning. At that
time, I will drive them half way to Waco and hand them off to the
Baylor folks. They have a debate at Baylor Wed. evening (Oct 20th) and
then Baylor will get them back to North Texas and North Texas will get
them to the airport on Friday. While at UTD, they will be asked to do
a parliamentary debate demonstration against Collin County Community
College (they finished 12 in the country last year in parli) at 12:30
Tuesday (oct 19th) in the afternoon and then a public debate
demonstration at 2:30. We plan to entertain them each evening with
good old Texas hospitality so it should be a nice two days for them in
Dallas to catch their breath and even sleep late a day or two. Let me

Just wanted to tell you how enjoyable our demonstration parli debate
was! They were terrific! We sort of put them on the spot asking them
to do a public debate format as well but they were very flexible and
well received by the audience. Now they are off with our senior
debaters doing laundry, etc. before dinner. Will hand them off to the

evening of Oct. 25. Marist will then deliver the team to King's who
have their debate scheduled for Oct. 26.
King's will deliver the team to us at Scranton who plan our debate the
evening of Oct. 27. I will take care of getting the team to the airport
the morning of Oct. 28 for their next set of schools.
My team here at Scranton has a question -- can they choose their own
topic, or do they have to select one of the topics from the list you
sent to everybody? If they can select their own topic, do we then

British Debaters Charm Audience
"This will be the closest I'll ever get to playing the role of Prime Minister," world
champion debater Simon Milnes said as he took the podium of
the imaginary House of Parliament --actually Millard Lecture Hall on the
Northwest College campus. Don't count on it. If his skill as a
communicator and string of successes at international debate tournaments is any
indication, this 21 year old Oxford Law student just might make it
to the top someday.
Milnes and fellow law student Christopher Ruane of the University of Glasgow
are six weeks into a ten week tour of the United States
challenging American college students to public debates. On Thursday,
November 4 the British National Debate Team took on two
Northwest College debaters in a test of wit, knowledge and speaking skill.
Judging by the applause and enthusiastic response by the audience of more than
100--many who lingered long after the debate--both teams passed
the test with flying colors.
It was the only time in the ten week tour that the British would face off against a
member of the United States Debate Team. Last year Northwest
College student James Stewart was chosen to represent our nation by the same
organization that brought the British to Kirkland. He was one of
only two Americans chosen for this honor. Stewart traveled to Europe last March
for six week of debates in England, Ireland and Scotland.
Stewart still holds the title because the new United States Debate Team has not
yet been selected.
Joining Stewart in representing Northwest College was Eagle Debate Team
Captain Joshua Brittingham. The pair played the role of Opposition
against the British who were assigned the Government side in the debate. In
accord with the World Trade Organization meeting to be held in
Seattle the end of the month (the largest such meeting ever held in the US) -- the
evening's topic was "This house Would admit China into
the World Trade Organization."
Officiating the debate was NC assistant debate coach Katy Stenger--a Ph.D.
candidate in political science at the University of Washington. Stenger
played the role of Madam Speaker of the House.
Both teams showed exceptional skill in arguing their cases with rational proof,
smooth style and entertaining charm. Brittingham argued that
China should not be admitted until that nation agrees to abide by WTO policies.
"Now it is like a bunch of kids in a play pen," he
illustrated."China is outside the play pen, crying to be let in while throwing rice
cakes at the other kids. I say, they can't be let in until they play
by the rules."
The British argued that China will become isolationist and less likely to reform if
they are denied entry into the trade federation.
The debaters sat at opposing tables in the lecture hall. One table was draped
with a British flag and the other with an American flag. Dressed in a
kilt with his family plaid and wearing his school tie, Ruane remarked that the
contest reminded him that our two nations can still get along,
"in spite of that incident in Boston Harbor." He referred to the poster seen
around campus announcing the debate with the revolutionary
war head line "The British Are Coming!"
The conflict between Britons and Americans this time was resolved civilly and
with good humor.
After the debate members of the Eagle debate team took the British students
down the hill to the lake front Woodmark Hotel for
desert, coffee and--of course--tea.
The next morning Ruane and Milnes left for Maine for more debates with
Americans.
What is next for the Eagle Debaters? Next week six students fly to Colorado
Springs to do intellectual battle at the Air Force Academy. More than
30 schools--including Stanford and West Point--will attend the prestigious 41
annual debate tournament.
Then the same weekend three teams will travel to McMinnville, Oregon for one of
the nation's oldest tournaments, the 57th annual McHaffney
tournament at Linfield College. Northwest College has won first place and third
place at Linfield alternatively each year for the last five years.
The following weekend two teams will attend the Southern California State
University Northridge Epicenter Classic in Los
Angeles.
On December 3-5 the team will attend the Oregon State University debate
tournament. Northwest has won second place and
first place the last two OSU tournaments.
The first week of January James Stewart and Paul Nystrom will travel to Sydney,
Australia for the World Universities Debating
Championships. More than 300 teams from all over the globe will attend hoping
in becoming a world champion. This year
NC has a good shot at becoming the first non Ivy League school to win at
Worlds.
