Background to Project
1.
The Classification Automated Information System (CLAIMS) was approved by the
SCIT Information Technology Projects Working Group (ITPWG) in its first Session in
September 2001. CLAIMS is a project closely related to the progress of the IPC reform, the
main goal of which is to enhance the searchability of patent information on the basis of the
use of the reformed IPC and its advanced level.

CLAIMS will provide links to the global Master Classification Database to be set up by
the offices of the Trilateral Cooperation. It will provide tools for computer-assisted
classification (pre-classification and re-classification) of patent documents. Translation
memories should be developed to support the translation of the advanced level of IPC into
French, and to support the translation into other official, but not authentic languages. These
tools should have an interface to the current IBIS system (“virtual IPC”).

The previous IPC (International Patent Classification) related project, IBIS, is the
foundation for the CLAIMS activities (see documents SCIT/ITPWG/1/13 and PBC/3/3).

The present document contains a progress report on the development of the CLAIMS
Project.

The project is on time. However, the preparatory work for launching Phase 1 of the
project proved to be longer than expected.

Summary of Progress Since Last Report

The tender for the publishing framework maintenance resulted in various bids, which
were evaluated in March; and a company was selected and recommended for the final
contract.

The “Outpointers Recalculation” sub-project was finished on time in April. This was
done in the framework of the maintenance of the XML publishing framework.
8.
An initial test of the Trados Translation Memory was carried out in cooperation with the
PCT Translation Section. This was just an “immersion” in the use of the translation
memories.
9.
Literature research was finished and two prototypes of the IPC computer-based training
were created. These examples can provide a good foundation of the development of the IPC
self-learning tools.
10. The procurement and development strategies for the project have been developed and
adopted. A Rapid Application Development (RAD) methodology adapted to WIPO’s needs
is to be used. As for the procurement, CLAIMS Technical Support Services (TSS) was
discussed, prepared and launched, resulting in 13 companies being invited to submit bids to
supply technical expertise.
11. Preparatory work for the merging of IBIS beta3 and beta4 under Cocoon 2 was carried
out in June, resulting in the actual merger of the two including the batch pre-processing for
the complete subclass display.
12. Two web-boards were prepared to follow the technical progress of the project and to
support the IPC-related web discussions.

There are no special issues to be mentioned.

The use of Rapid Application Development is well suited to the needs of the project.
Products/Workpackages or Deliverables to be Produced in the Next Reporting Period
15. The “beta5” version of IBIS should be made available for the IPC reform community by
the beginning of September 2002. The expert evaluation of the literature study on the
automatic categorization and the first examples on the automatic categorization are expected
by the end of September 2002.
