WHEN PALAWAN 2012
On October 25-27, 2012 , World Heritage Eduaction and Education Encounter with spearhead
its final leg on Puerto Princesa, Palawan. With the theme “Youth, Social Media and Natural
& Cultural Heritage Preservation”, one hundred youth leaders, campus journalists, young
photographers, bloggers, SK leaders and local government executives in-charge of youth, arts
and culture will foster new partnerships and develop innovative social media platforms to
address heritage preservation in policy and practice, specifically on the issue of UNESCO
World Heritage Sites in the Philippines.

WHEN SECRETARIAT
The WHEN Palawan 2012 is being hosted by National Association of UNESCO Clubs in the
Philippines in cooperation with UNESCO National Commission of the Philippines and
supported by the Local Government of Puerto Princesa, Palawan.
The Secretariat is based in the Department of Foreign Affairs, Pasay City, Philippines.

Registration Information
Registration fee is inclusive of program materials, accommodation, and meals for the
duration of the conference only and tour at the Puerto Princesa Underground River. Airfare
shall be shouldered by the participants or by their agency/institution.

IMPORTANT: If you paid by depositing directly to the NAUCP Bank Account, DO NOT forget to
bring your deposit slip as proof of payment upon registration on the first day of the conference.
You may also scan the deposit slip and send it together with this confirmation slip via e-mail.
Otherwise, your claim to payment will not be accepted. It is the responsibility of the delegates
to ensure that the organizers receive the full payment of the registration fee without any
deduction for bank charges. Your registration is only completed upon full payment of the
registration fee. Please note that discounts are only applicable for full payment transaction
prior to the conference. In case you are unable to attend the conference, request for
cancellation or substitution must be received in writing by the National Association of UNESCO
Clubs in the Philippines or email us at least 30 days prior to the start of the Conference.
Approved requests will be charged 25% of the registration fee of P 1500.00 for
cancellation/service fee. Request for cancellation made less than 30 days before the
conference will not be refunded.
Cultural Solidarity Night (October 25, 2012)
Participants are encourage to prepare a cultural presentation during the Solidarity Night with
the length of 3 to 5 minutes. Cultural presentation shall provide an overview of the place and
origin where the participants came from. It includes but not limited to folk dance, folk music,
poetry reading and dramatic presentations.
Puerto Princesa Underground River Heritage Encounter & Tour
This is part of the registration fee that participants paid which includes services of van land
transfer, tour guide, entrance fees, boat rentals, environmental fee, buffet lunch and travel
insurance. It is important that participants shall confirm their participation on or before
September 25, 2012 in order for the Secretariat to process permit in entering the
Underground River with the Local Government of Puerto Princesa. After this date, there will
be no assurance that participants will be allowed to enter the Underground River. No
reimbursement shall be paid to participants if his/her name is not included in the Official List
submitted to the Local Government of Puerto Princesa. Our Insurance provider for the trip
also requires the list of names so that insurance certificate of eligibility shall be provided to each
participants.
Optional Post Conference Tour
Optional post conference tour includes Honda Bay Island Hopping Tour on October 28,
2012. If participants wished to participate in this tour, additional Php 2,000.00 will be charged
that includes overnight stay on the 27th of October in A & A Hotel, lunch at the Honda Bay
Island Hopping Tour and insurance.
Accommodation and Conference Venue
WHEN Palawan 2012 is pleased to offer A&A Hotel Plaza for the accommodation of guests
and participants and the venue of the conferences. Please note that The Secretariat will arrange
the room assignments based on first come first serve registration of the participants. Air-
conditioned room will be shared by five (5) participants with separate beds. If you arrived on
October 24, 2012, a day before the conference, please inform the secretariat, there will be no
additional charges for accommodation on this date except if you will extend on the October
27, 2012. Check-out time on October 27, 2012 shall be at 12:00 NN. Facilities of the hotel may
be used for free when the workshop is not going on. Plenary and session halls will be
announced at the day of the conference.
Food
Meals are variety of vegetables, sea foods, and meat. Participants with special dietary concerns
(e.g. allergies, vegetarian) should indicate in the Registration Forms. There will be three (3)
Buffet Breakfast, three (3) lunch, two (2) dinner and six (6) snacks during the whole duration of
the conference. There will be no prepared food on October 24, 2012 if you arrived a day
before. Meals stub shall be provided, if lost participants shall purchase new meal stubs.
General Information
Geography
Palawan is a narrow archipelago composed of 1, 780 islands located in the western border of
the Philippines. It is considered geographically remote from other provinces in the Philippines
and some of its islands are closer to Malaysia. Palawan is the country’s largest province, with a
total land area of 1, 703,075 hectares. Its boundaries are the South China Sea in the west and
the Sulu Sea in the east.
Topography
Palawan has an irregular coastline of almost 2,000 kilometers long and has numerous coves and
bays. It has vast tracts of tropical rainforests and mountain ranges are covered with thick
canopies.
Population and Language
Although it is the country’s largest province in terms of the land area, Palawan is sparsely
populated. According to the 2007 figures from the National Statistics Office, the Palawan is only
at 755, 412. There are 52 dialects spoken in the province. Tagalog, Cuyono, Ilonggo, Palawano
are among them. English is also widely spoken.
The official language for the conference is English.

Travel
For International participants and Local participants booking their own air-tickets, please inform
the WHEN Secretariat of your flight details.
Conference official vehicle will fetch the participants from Puerto Princesa Airport to the
conference venue. Please note that information of flight details is important for this
arrangement. Just look for the sign “WHEN-PALAWAN” once you arrive at the Puero
AIRLINES
Princesa Airport Arrival Area, then the secretariat will guide you on where the official van is
located at the parking area.
Travelling by Air
The main entry point to Palawan by air is the Puerto Princesa Airport. There are direct
flights from Manila to Puerto Princesa daily through Philippine Airlines, Cebu Pacific, Zest Air
and Air Philippines.

Travelling by Sea
There are major domestic shipping lines that ferry passenger regularly from Manila to
Puerto Princesa and vice versa. Sea travel usually takes 24 hours and passengers have the
option to take economy or luxury accommodations.
Philippine Time
Philippine standard time is eight hours ahead of Greenwich Mean Time.
Climate
Palawan is generally typhoon-free. Warm weather prevails from March to May while heavy
rainfall is experienced from July to August, mainly because of the southwest monsoon. The
coolest months are from December to February.
Attire and Clothing
Participants should wear smart casual or semi-formal attire during the conference and cultural
attire on the Solidarity night. Participants with the best cultural dress or costumes during the
CULTURAL SOLIDARITY NIGHT on October 25, 2012 shall be given prizes and certificate of
recognition.
However, light casual wear or sporty jeans, rubber shoes, WHEN Official Shirt and conference
ID must be worn during the Puerto Princesa Underground River tour. WHEN Official Shirt
may be purchased at the registration booth during the conference at Php 300.00 or $ 6.00

Public Transportation
Getting around Puerto Princesa, one may take a colorful jeepney, bus, shuttle van or tricycle at
a minimum fare. Please inform the secretariat if you will be going out the conference venue
especially in the evening for security reasons.
