920 Memorial City Way, Suite 425 Functional Job Title Houston, TX 77024 Supply Chain Analyst I *ASC Job Category 713.997.8080 Materials Supply Position Description Applies advanced Supply Chain and Project Management principles to provide advice on the supply chain issues associated with the acquisition of highly-complex goods in an Inventory Optimization Unit for responsibility of Store-Stock and Direct-Charge materials needed by direct- and indirect-production requirements; with Incidental Services, if required, by making independent assessment decisions that affect the following: Cost # to reduce production costs, ensure timely and reliable deliveries per customer quality requirements; Responsiveness # to respond to changes in demand at reasonable costs; Security # to ensure that supplies venturing through the supply chain travel without disruptions due to external threats; Sustainability # provide products through the chain that are controlled with minimal resource impacts for today and the future; Resilience # to develop a system that identifies, monitors and reduces supply chain risks and disruptions with fast reactions and cost-effectiveness; and Innovation within the Supply Chain # to provide end-users with a stream of products and services that address more than current needs, deliverability, and distribution efficiencies. Key areas of recommendations will be provided in the areas of Supply Chain Analysis; Transportation and Distribution; Strategic Procurement; Supply Chain Project Management; Supply Chain Design and Manufacturing Strategy; and Supply Chain Transformation and Innovation. Minimum Requirements A. Education: Bachelor's Degree in Supply Chain Management (SCM), Business, Operations Management, Engineering, Computer Science, MIS or closely related Degrees, or Building Construction & Contract Management. MBA or graduate-level degree in Supply Chain Management, Engineering, Project Management, or Operations Research; with one (1) each being desirable. Certifications: Certification as a #Certified Professional in Supply Management (CPSM)# by the Institute for Supply Management (ISM) or designation as a #Certified Supply Chain Professional (CSCP)# by the Association for Operations Management (APICS); with one (1) each being desirable; with equivalent certifications from the ISM, APICS or CIPS being acceptable. Certification in #Certified in Production & Inventory Management (CPIM)# by the Association for Operations Management (APICS) is desirable; with equivalent certifications from the ISM, APICS or CIPS being acceptable. Certification as a #Six Sigma Black Belt# being preferred. B. Prerequisite Work Experience: Ten (10) years Supply Chain Management experience within a Petrochemical Operating Company, Manufacturing Plant Operation, or Engineering-Procurement-Construction (EPC) Environment as a Buyer-Planner in an Operational-Manufacturing setting or as a Contract Representative in a ProjectProcurement-Management organization; or other related material activities. C. Other: Working knowledge of SAP Materials Management (MM) and SAP Business Warehouse (BW) modules or similar Enterprise Resource Planning (ERP) Software Package Working knowledge of Microsoft Office; Accounting Ratios used in Financial Statement Analysis; and Project Management Principles Previous experience with Primavera or Oracle software would be advantageous for individuals assigned to repetitive capital equipment procurements containing detailed commissioning requirements. (Primavera is a project management software package that is used for the management and control of project related tasks. Resources within this software that represent Materials, Labor and Capital Equipment are scheduled in terms of tracking time and costs for the project). Duties & Responsibilities A. Performs Customer & Supplier Relationship Management Analysis support at a mastery application level by: seeking out end-user needs and addressing them; assess potential profitability increases through cost effect applications of supply chain processes; determining the products that best-meet the customer#s needs from inventories considered to be #modular# in use; maintaining end-user loyalty through providence of reliably-proposed supply chain solutions; providing transparent links between the end-user and the customer; developing long-term relationships with suppliers who can satisfy end-user needs; and by providing a communication link between the end-user and the supplier in all supply chain proposals and tasks. B. Applies Customer Service Management Principles at a mastery application level by: ensuring all the supply chain management responsibilities of logistics, shipping dates, exception notices, manufacturing milestones accomplishments, and all cross-functional tasks to keep the end-user satisfied are met and communicated in a timely manner. C. Conducts Demand Management Analysis at a mastery application level by handling the uncertainty of variability of supply and demand for goods to keep supply and demand in balance; avoiding unnecessary inventory buildup or shortages by: creating time-series forecasts; ensuring the accuracy of time-phased reorder-point schedules; calculating reserve stock requirements of supply through time-estimates & beta probability distribution; calculating reserve stock requirements against variability of demand through use of the normal probability distribution; and through the establishment of inventory metrics for a given Customer Service Level. D. Ensures Perfect Order Fulfillment by: ensuring the delivery of the right product at the right time of the right quality in the correct packaging by the correct mode of transportation with arrival of the correct paperwork; focusing on customer order & item fill rates; while maximizing inventory turns for a given inventory or project need through the creation of procurement plans at a project staging or inventory material service center (internal or external supplier) location. E. Monitors Manufacturing Flow Management with suppliers at a mastery application level by: regulating the outcomes of well-managed manufacturing results with suppliers against engineer-to-order Company requirements by: ensuring the timely arrival of quality products, as defined by the conformance to customer requirements; timely execution of production milestones (e.g. engineering data conveyance from customer to supplier, preliminary design review, critical design review, hardware procurement; hardware manufacturing, assembly, software configuration, supplier internal test & inspections, system readiness review, system packaging, shipment, product installation & commissioning; site acceptance testing, and performance acceptance testing for six months); information flow management; cash flow management; and control of critical lower-tier suppliers. F. Conducts Procurement Instrument Analysis at a mastery application level by ensuring that: a review of the document(s) reveal compliance with established policies & procedures; the buying activities & strategies are appropriate; supply chain management principles of the award manage risk at acceptable levels with balance of risk against cost goals; communication of order progress is effective, appropriate and cost-effective between the supplier and end-users; consulting with the end-user on the most-appropriate supply chain agreement or procurement instrument has been or is about to be awarded; business acumen between buyer and seller is maintained at a professional level; and that process improvements are evaluated in an after-the-fact project closeout report.
