Our Vision
To be the focal point of surf lifesaving activities within
the City of Rockingham, providing beach patrol services
to Secret Harbour Beach and to other swimming
beaches within the City as determined by resources and
qualified members.
Our Mission
We exist to provide surf lifesaving patrol services to
Secret Harbour Beach, and to other swimming beaches
within the City of Rockingham as determined by the
availability of resources and qualified members.
To achieve this mission we must:
• Maintain high standards of education and
vigilance.
• Continue our proud record of no lives lost during
surf lifesaving patrols.
• Be highly regarded by the local community as a
volunteer service provider.
• Foster and promote the ideals of healthy lifestyle to
our members and the local community.

Did You Know...
While we have been around over one hundred
years as a movement, that is wasn’t until 1939 Surf
Life Saving decided that all patrolling members
should wear red and yellow quartered caps.
And what about our Flags...
The red and yellow colours found their way
into surf life saving clubs from the international
code of naval signals, in which the sign for ‘man
overboard’ is a square divided diagonally between
red and yellow. Flags and signs have always
been used to signify either safe or dangerous
areas to swim, but it wasn’t until the 1930’s that
the red and yellow colours came to represent Surf
Life Saving in Australia. In 1935, red and yellow
replaced the blue and white flags which had been
used in the 1920’s to mark safe bathing areas.

Presidents Report
The season of 2012/2013 has been a year of consolidation
and consideration of the way forward. The club has
increased membership to some 820 members and this
puts more pressure on our infrastructure and resources,
I can say though that the membership has taken this in
their stride and I see many new faces helping out and
assisting where they can. The efforts and commitment of
all members is definitely seen and appreciated.
My role as president allows me to promote Secret
Harbour (SH) in the Surf Life Saving Community and
this year has been no exception. The year commenced
with the launch of the season at Trigg Island SLSC where
I discussed our club with other club presidents and the
politicians invited. It was also an opportunity to look at
the recent refurbishment and additions made to the Trigg
Island club.
Continuing on the theme of club redevelopments I was
fortunate to attend with Building Upgrade Committee
(BUC) a tour of the recently completed Fremantle SLSC
and the under construction Coogee SLSC. This certainly
gave us all food for thought with regards to our own
proposed redevelopment as the two are poles apart in
features but both functional. I was also fortunate to be
invited to the recent opening of the Mandurah SLSC and I
would recommend if you have the opportunity to visit it is
a very functional building for a club of their size.
The 30 year celebration at SHSLSC in March 2013 to me
was a highlight as this really put into perspective where our
club has come from and acknowledged the work of past
Presidents and committees in establishing our club to its
present position. The presentations certainly highlighted
the struggle to establish the club in its infancy and the
work done when the club was financially strained and
close to closure. All of the past Presidents and Committees
need to be acknowledged and from the current Board of
Management we appreciate and thank them for their hard
work and diligence.

other clubs and SLSWA. The common theme was their
recognition of our efforts and willingness to work with us
in further improvement and knowledge sharing not only
for our benefit but theirs also.
The BOM have worked tirelessly this year and provided
support to each other and myself. As with all management
groups we have our opinions and differences but
unwaveringly the interests of the club are at the forefront.
Their efforts have set the benchmark for future Boards
and the structures and procedures instigated during
the period have provided stability that will set the club
towards a sound structural and financial future.
I want to take this opportunity to congratulate Garry
Williams on his appointment on the SLSWA board. In
addition to this we have members participating on SLSWA
committees Digby Wilson, Carolyn Wilson and Rick Lowe.
Their involvement will certainly further enhance SHSLSC
profile in the surf lifesaving community.
Also finally to the members of Secret Harbour Surf Life
Saving Club I sincerely thank you for your support and
positive comments over the year. This club only exists for
the members and I am proud to say that where we are
now has been due the efforts of you all and I know the
continued efforts, contribution and enthusiasm will carry
the club into the future.

Vice Presidents Report
It is again with great pleasure I pen this report and
thanks to the club members in my third season as
Vice President of our great club.
What a year
We now have 800 plus members; the highest ever
for the club with approximately half of those being
juniors. We have achieved record membership levels and this is now providing the Board with a few
challenges. We are looking to engage more members in operational roles to improve our services to
members and the community and the results from
a club wide survey run at the end of the 2012/13
summer season confirm we are on the right track
with this strategy.
We are extremely pleased to hold a strong financial
position and the club credits this to our sound
financial management and our grant application
strategy to name two. As we move forward it is
our financial planning that will contribute to the
attainment of our future needs.
We were awarded the SLSWA Patrolling club of the
year for the third year running and came third in the
Laedral Club of the year also for the third year running. The club was also pleased to have individual
finalists in several categories at this year’s SLSWA
Awards of Excellence.
We have raised the profile of the club within the
Rockingham community. Our efforts at Penguin
Island are worthy of mention and our activity is being recognised at the Local and State Government
level.
I take this opportunity to thank my direct reports
from the Board of Management who have contributed significantly and achieved outstanding results.
This is a hard working dedicated group of people.
Additionally we were pleased to welcome on board
and thank Nick Le Plastrier for taking on the role of
Project Manager- Assets.
As the club develops we need input from the members to make the club the best it can be. With the
New Building on the horizon this gives us a great
opportunity to further develop on what the club has
achieved to date. With this in mind we have set up
several different committees and I encourage the
members to join one or more and have an influence
on the development, direction and future growth of
our wonderful club.
I have deliberately kept my report short this year
but am more than happy to discuss any aspects of
the club and its activities with members as needed.
As we move forward and if the members choose I
look forward to another year as Vice President and
am ready to strap myself in for the ride that will be
Secret Harbour Surf Life Saving Club 2012 -2013.

Club Captain’s Report
Well it’s been another sensational Season for Secrets with
us continuing to provide a highly professional lifesaving
service to the Rockingham Community. Over the years the
Club has been responsible for over 1050 rescues, 1556
first aid cases and 9770 preventative actions.
Our service to the community has again been praised by
the City and we have again been recognised as the WA
Patrol Club of the year for the third year in a row. An
outstanding effort by you all.
Many of you probably don’t realise but the service you all
provide is worth in dollar terms about half a million dollars
to the community. This is not surprising when you consider
the number of hours you provide not only in patrolling our
beaches, but also in training and water safety.
I would also recognise it’s been a big year for our 8
patrol teams with us being rostered for 7 patrols over the
season due to Easter (55 days – Patrol 8 dipped in only
being rostered for 6). It’s hoped with a possible move to
10 patrol teams over the 54 patrol days for the season
13/14 (not including Easter, with Christmas Day being
a voluntary day) that most of us will be rostered for 5
patrols. If achieved, this is seen as a great step forward
and is a testament to our growth, and your commitment
and hard work.
There’s been a lot happening behind the scenes with us
working closely with the City of Rockingham in developing
its Community Risk Program and in reviewing the Cities
beach closure procedures. As a result of this work, Surf
Lifesaving is recognised as a ‘combat’ agency in the Cities
Risk Assessment that renders assistance to the City in
times of Storms, Tsunami and sea searches just to name
a few examples.
We have developed a number of our youth as Patrol Vice
Captains including Alethea Spiers, Danica Bates, Daniel
Andrew, Alannah Wilson, and Sarah Anderson and I’m
sure the lifesaving Committee will be considering some
of these members as prospective Patrol Captains in the
coming seasons under the mentorship of our senior
members.
We have again provided a service at Mercy Point with
Peel Support Operations carrying the majority of the
8
load, with members spending some 405 hours at the
sandbar. This season only 36 rescues were conducted
but a massive 2100 preventatives were carried out with
over 60 000 people coming into contact with either a
lifesaver or lifeguard during this season. Rescues were
down from over 200. This is a significant achievement and
considered a direct result of the Education Program put in
place by the Club. I’d like to specifically thank not only the
Peel Support Operations Team for their commitment but
also the following members for their assistance: Alannah
Wilson, Daniel Andrew, Megan Williams, Sharee Hart,
Chloe Hart, Liam Bates and Jamie Thomas.
The Club Penguin Island Education Program was supported
by BHP Billiton Kwinana has been nominated for National
Recognition for the SLSA Awards of Excellence to be held
in October and also for the WA Healthier Community
Awards which is due to be announced in July, with $10000
to be awarded to the winner. The Clubs commitment
in kind to this program is estimated to be worth some
$72000 to the community.
Additionally the Club through the engagement of Peel
Support Operations has provided early morning patrols
(0630-0900) at Penguin Island in support of the Abalone
Season. Again this service has gained high praise from
Council, via the Local Emergency Management Committee
(LEMC), Department of Environment and Conservation
(DEC), Fisheries and SLSWA.
Our lifesaving equipment is in the best condition it has
been in for a number of years with us acquiring our Can
Am ATV at the end of last season as a direct result of
our commitment to Penguin Island, the arrival of our
new IRB (thanks to QR National), we’ve just purchased
4 new rescue boards, the SLSWA Board has provided
us with a new Defib (we now have 4), we received 2
Club Captain’s Report cont’d
new radios at the end of last season via a Telstra Grant
(we now have 8 not including the Support Ops Radios
which makes 10), replaced our IRB fuel Bladders and this
season we will receive a new IRB and motor from State
Government Funding and in season 2014/15 will receive
a new Can Am ATV. We will also be purchasing another
Tohatsu Outboard Motor to replace our aging Yamahas
thanks to sponsorship from International Power GDF-Suez
in Kwinana who have provided us $6000 specifically for
the purchase of a motor. Of course we have received
a brand new Colorado 4 x 4 from Rockingham Holden,
which is pivotal to supporting the lifesaving service that
we provide. So if you are in the market for a new or used
car – call in and mention you’re from the Surf Club.
Rick and I have been doing a lot of planning for season
13/14 specifically with consideration to increasing our
number of patrol teams; patrol makeup, patrol times and
keeping a close watch on what is happening at Mercy Point
post the release of the Coroner’s report. We’ll be looking
for your input over the next months, so we can be ready
for the coming season. The Coroner has given us high
praise in the service we have provided to the community
and has recommended DEC engage SLSWA and the Club
on not only how a service might be provided in the future
but also on facilities, Education of DEC staff, and signage.
Those that utilised the IPAD well done – you have captured
a pictorial history of our patrols over the year and I’m sure
you will recognise some of your handy work through this
report. Also thank you to those that posted comments on
Facebook while on patrol using the IPAD – it was great to
see you promoting patrols – real time. It is hoped we can
expand the utilisation of the IPAD with the recording of
incidents and wireless printing over the next season.
It’s unbelievable how much the club has grown in such a
short time and this year I was overwhelmed on the first
day of nippers when the kids poured over the sand hill
down to the beach – it was like an endless stream. On
that day we had over 1500 people on the beach and what
a spectacle it was. I take my hat off to Alexis and her band
of Age Managers, water safety and parent helpers that
make our nippers program what it is.
And who would have thought Secret Harbour would have
2 National medallists and a World medallists this year –
Well done Rob Bates, Jessica Bussey (National Record)
and Joe Ford (World Medallist – Go Yak).
As many of you would be aware, I was appointed to the
SLSWA Board of Management in April and unfortunately
will not be nominating as Club Captain due to possible
conflict of interest. It’s been an honour and a fantastic
experience being on your board for the past 4 seasons.
The club has come a long way since I first joined the club
in 2005 with only around 300 members, to where we are
now with over 800. With our growth, it’s been pleasing to
see that member involvement has increased allowing us
as a club to do much more than we have ever been able
to achieve.
Your responses to our recent Club Survey were inspiring
and have given the current BoM a great insight into what
you our members want and I’m sure that information will
be highly valued by the incoming BoM
Keep up the great work, our best years as a club are ahead
of us.
See you on the beach

Life Saving Report
What a great surf season once again at Secret Harbour, the
efforts from our members in patrolling and keeping our
beaches safe is a credit to all. The 2012-13 has once again
seen a significant number of visitors to Secret Harbour
beach during our agreed days of patrol and a significant
number of hours patrolled by our members.
Attendances at Secret Harbour Beach have had a slight
drop off this year to over 65000 from its peak in 2011-12
to almost 74000. Over the past 3 years visitors to the area
has remained consistently over 65000 people.
Once again the club has maintained its record of no
drowning’s between our flags.
Along with our increased visitors also comes the continual
need to educate the public, something our patrols continue
to do very well. This is indicated in the number of
preventatives where our members have continually been
proactive in guiding and talking to the public.
Our recorded rescues are down from last year, which
again is testimony to the diligence of our patrols and
professionalism of our members. The decrease in rescues
and preventatives can also be attributed to the favorable
conditions seen at our beach over the past summer; it is
also a good indication on how much of an influence our
10
regular patrols have been in the education of the general
public. Although overall attendance has dropped slightly
over the last season there has been a significant increase
in swimmers (up by over 5000). We are very proud of the
vigilance and professionalism of our volunteers.
Fortunately this season conditions were favorable but
there were some days that provided some challenges
for our patrols and there were a number of suspected
spinals during the season with five of them classified as
serious, and out of those five there were 3 that resulted in
damage to the spine. All spinal incidents were dealt with
appropriately and it was commented on each occasion by
the professionals at the hospital, how SHSLSC had done an
outstanding job in dealing with all the injuries. And due to
the prompt action of our members the outcomes for the
injured people are looking good into the future, a credit to
all our members involved.
Our overall patrol hours recorded this year have continued
to increase, up by more than approx 400hrs over last year
to 5780hrs. This is significant amount of hours for our club
and a statistic all our members can be extremely proud of.
Throughout the season we were again able to sustain an
average patrol of 12 rostered members and provided multiple
roving patrols. We provided greater surveillance through
the use of the IRBs and sustained patrols at the Penguin

Members along Rockingham Beaches and Penguin Island

Our consistent numbers also allowed for us to extend our
patrols well into the afternoons on occasions during the
hotter months. Our rostered patrols also ensured we had a
greater spread of qualifications on the beach at all times.
There has been some people who deserve a special thanks
and this includes all the patrol captains and vice captains
this season who have provided guidance and oversight to
their patrols, thanks VC’s: Stephen Bridges, Alethea Spiers,
Daniel Andrew, Sarah Anderson, Danica Bates, Dave
Howarth, Ian Phillips and Mark Dove and the PC’s: Peter
Traeger, Carolyn Wilson, Rick Lowe, Sharee Hart, Megan
Williams, Paul Bird, Dave Vaughan and Grant Stirling
Also thanks to the trainers and assessors who have kept
our members current and assisted them in gaining new
qualifications throughout the season.
The Peel Support Operations also deserve special thanks

for their efforts in not only supporting our beach when
conditions required it but for the ongoing efforts in
supporting Penguin Island.
And to the Tonkins, Matt and Jess who have each
patrolled over a 150 hours each in season 12/13 a
significant effort, well done.
The season could not have been a success without
its patrolling members and I thank each and every
one of you young, old, new or seasoned. I certainly
understand the pressures of modern society and we
are all volunteers giving up our precious time to help
others and keep the public safe, your efforts do not
go unnoticed.
We are held in the highest regard by SLSWA, Local
and State government and have been winners of the
patrol club of the year 3 years consecutively. You are
a credit to yourselves, your club and the community
thanks you for your support now and into the future.

We had another record year for club membership, with a
total of 816 members for the 2012/13/season.
The financial results were not as strong as recent
years, with reduced income from functions, grants and
sponsorship combined with an increase in costs as the size
of the club grows. The year ended with a profit of $15,332
and $249,058 in the bank. Our balance sheet however
remains strong and we are well placed for the future.
There were two main events which impacted the financial
results, Revenue was reduced by $10 000 correcting an
over claim of grants from Rockingham Council and costs
were increased by an additional $9 000 depreciation on
changeover to a new utility vehicle generously provided
by Rockingham Holden.
The audit has concluded on target and has allowed the
financial reports to be provided in time for the AGM on the
28th July. We are constantly looking at ways to improve our
systems and thanks to a grant we are able to implement a
new version of our financial accounting software that will
enable better access and faster reporting.
The administration of the club is ever increasing. We are
very lucky to have a team of volunteers, without whom
the club would not be able to run as smoothly as it does.
They are Caroline Bates, Barb Sarich, Greg Stroot, Jo
Thodis, Kristen Booth, Sarah Lowe, Megan Anderson,
Karen Bridges and Sharon Phillips. Sharon was recognised
for her efforts this year, with her nomination and final
shortlisting for SLSWA Club Administrator of the year.
This recognised her outstanding efforts and the additional
volunteer hours she has invested in the running of the
club. I also wish to thank Kim Wade for her services to the
club as the previous Director of Finance and Admin.
As the club continues to grow we need more members
to take an active part in shaping the clubs future by
contributing their time and experience. There are a number
of roles and committee positions available. You will be
donating to an organisation of dedicated volunteers who
provide a unique service to our community.

SECRET HARBOUR SURF LIFE SAVING CLUB INC
NOTES TO THE FINANCIAL STATEMENTS
FOR THE YEAR ENDED 30 APRIL 2013
NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES
The Committee have prepared the financial statements on the basis that the Secret Harbour Surf Life Saving
Club Inc. is a non-reporting entity because there are no users dependent on general purpose financial
statements. The financial statements are therefore special purpose financial statements that have been prepared
in order to meet the financial reporting requirements of the members.
The financial report covers Secret Harbour Surf Life Saving Club Inc. as an individual entity. Secret Harbour Surf
Life Saving Club Inc. is an association incorporated in Western Australia under the Associations Incorporation Act
1987.
The following is a summary of the material accounting policies adopted by the Association in the preparation of
the financial report. The accounting policies have been consistently applied, unless otherwise stated.
Basis of preparation
The financial statements have been prepared on an accruals basis and are based on historical costs. The
accounting policies set out below have been consistently applied to all years presented unless otherwise stated.
Accounting Policies
(a) Income Tax
The Association has obtained tax-exempt status under current Australian Taxation legislation.
(b) Inventories
Inventories are measured at the lower of cost and net realisable value. Cost is determined by the
purchase price of the inventories.
(c) Property, Plant and Equipment
Each class of property, plant and equipment is carried at cost less accumulated depreciation and
impairment losses (if any).
Plant and equipment is measured on the cost basis less depreciation and impairment losses.
The carrying amount of plant and equipment is reviewed annually by the committee to ensure it is not in
excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis
of the expected net cash flows that will be received from the assets’ employment and subsequent
disposal. The expected net cash flows have been discounted to present values in determining
recoverable amounts.
Depreciation
The depreciable amount of motor vehicles is depreciated on a reducing balance basis. The depreciable
amount of other assets is depreciated on a straight line basis.
The depreciation rates used for each class of depreciable assets are:
Class of Fixed Asset
First aid room equipment
Merchandise and Office equipment
Depreciation Rate
10% to 20%
100%
Rescue, Training and Comp equipment
10% to 100%
Social hall, bar and canteen
10% to 100%
Motor vehicles
25%
19
The assets’ residual values and useful lives are reviewed and adjusted, if appropriate, at each balance
date.
An asset’s carrying amount is written down immediately to its recoverable amount if the asset’s carrying
amount is greater than its estimated recoverable amount.
Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These
gains and losses are included in the income statement.
(d) Cash and Cash Equivalents
Cash and cash equivalents include cash on hand and cash in banks.
(e) Revenue
Revenue from donations and Interest revenue are recognised upon receipt of the funds.
Grants received for recurrent expenditures and member’s subscriptions are recorded as income in the
year in which they are earned.
All revenue is stated net of the amount of goods and services tax (GST).
(f)
Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of (GST), except where the amount
of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST
is recognised as part of the cost of acquisition of the asset or as part of an item of the expense.
Receivables and payables in the balance sheet are shown inclusive of GST.

INDEPENDENT AUDIT REPORT TO THE MEMBERS OF SECRET HARBOUR SURF LIFE SAVING
CLUB INC.
We have audited the accompanying financial report, being a special purpose financial report of Secret
Harbour Surf Life Saving Club Inc. (the Association), which comprises the statement of financial position
as at 30 April 2013, the income statement for the year ended 30 April 2013, notes comprising a summary
of significant accounting policies and other explanatory information and the statement by members of the
committee.
Committee’s Responsibility for the Financial Report
The Committee of the Association is responsible for the preparation of the financial report and have
determined that the basis of preparation described in Note 1 to the financial report is appropriate to meet
the requirements of the members of the Association.
The Committee of the Association responsibility also includes such implementation of internal control as
the Committee determine is necessary to enable the preparation of a financial report that is free from
material misstatement, whether due to fraud or error.
Auditor’s Responsibility
Our responsibility is to express an opinion on the financial report based on our audit. We conducted our
audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply
with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain
reasonable assurance whether the financial report is free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in
the financial report. The procedures selected depend on the auditor’s judgment, including the assessment
of the risks of material misstatement of the financial report, whether due to fraud or error. In making those
risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair
presentation of the financial report in order to design audit procedures that are appropriate in the
circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s
internal control. An audit also includes evaluating the appropriateness of accounting policies used and the
reasonableness of accounting estimates made by the committee, as well as evaluating the overall
presentation of the financial report.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for
our audit opinion.
Independence
In conducting our audit, we have complied with the independence requirements of Australian professional
ethical pronouncements.
Auditor’s Opinion
In our opinion, the financial report presents fairly, in all material respects, the financial position of Secret
Harbour Surf Life Saving Club Inc. as of 30 April 2013 and its financial performance for the year then
ended in accordance with the accounting policies described in note 1 of the financial report.

Building Upgrade Committee Report
The Building Upgrade Project has been running for six
years and has now reached a point where the following
program has been scheduled to project completion.
Until 07/13

12/13 - 03/14
04/14 - 04/16
05/16

of construction contract
Staged construction program
Project completion
It should be noted as each stage of construction reaches
completion those completed areas of the new clubhouse
will be made available for use by the Club during the
remainder of the construction period.
This program is approximately six months longer than
was predicted in the Feasibility Study prepared by
Creating Communities in October 2010. Most of the
additional time can be attributed to the demolition of the
commercial buildings adjacent the existing clubhouse
and the opportunity this has presented to the project.
The impact of this will have been clarified by the time of
the Annual General Meeting when a further report will
be provided.
Project Management
There are three levels of project management now in
place.
Project Reference Group
This is a City of Rockingham subcommittee where the
Club is represented by Max Hannah, Ron Wade and
Digby Wilson, along with personnel from the City, the
Secret Harbour Residents’ Association, Surf Beach Board
Riders and the Architect. Chairman of the PRG is Cr
Chris Elliott.
Building Upgrade Committee
This is the Club’s ad hoc committee that has been
in place since the Annual General Meeting in 2007.
Original elected members of the BUC are Billy Bevan and
Max Hannah. Ross Onions was then appointed by the
Board in 2008, Ron Wade and Digby Wilson were then
appointed by the Board in 2012.
Technical Reference Group
This group has been in place for most of the project period.
Its role has been to consider and advise on technical
and construction matters pertinent to the project,
particularly during the period when the Feasibility Study
and Business Plan were being researched by Creating
Communities. Membership of the TRG has varied over
the years depending upon availability of personnel and
the particular matters under consideration. The role of
Chairman of the TRG was initially filled by Billy Bevan
until the Board appointed Ron Wade in 2012.
The TRG has now formed eight subcommittees (see
below) to assist in detailed planning and transition
process into the new clubhouse facility. Formation
of these subcommittees is underway and their work
will begin as soon as revised concept designs become
available from the Architect.
Member Participation in the Project
Members willing to participate and contribute to the
project can now do so by joining one of the subcommittees
listed below. The subcommittees will be chaired by a
BUC member to streamline communication. Board
members will be invited to join subcommittees relevant
to their portfolio on an ex officio basis.
The eight subcommittees and membership (to date) are:
• Administration/Merchandising
Digby Wilson (Chair)
Robyn Bevan, Frances Meadley, Sharon Phillips
• Life Saving/Patrols/First Aid

Additional Items for Attention
Apart from the TRG subcommittees outlined above, work
still remains for the club in a variety of areas:
28
Supplementary Funding
Discussion at recent PRG meetings has included
reference to the budget set by the City of Rockingham
for the project. As always, the budget will be tight
and concessions will need to be made, particularly
since the BUC has determined that maximisation of
the clubhouse dimensional area is to be the major
consideration in all deliberations. Therefore, any
additional funding that can be added to the budget will
be a major advantage to the project.
Notes and suggestions on this topic contained in the
2011/12 Annual Report are still very relevant to the
overall success of the project.
Governance Model
Governance is the way we structure and manage club
activities, vision, mission and goals. The Feasibility
Study and Business Plan developed by Creating
Communities in 2010 suggested the club may elect to
modify the current governance structure to manage
the new facility. The plan developed by Creating
Communities made reference to some commercial
operations that may assist the club with a level of
financial independence in the future.
In addition to the models in the Business Plan the club
has sought and will continue to seek advice on this issue
from different sources including corporate governance
consultants, City of Rockingham, other clubs including
North Cottesloe, Bunbury, Scarborough and more
recently during the Aussies and the SLSA Masterclass
leadership program, some of the super clubs (we are
allowed to dream) including Kurrawa and Northcliff.
different from what we have known in the past and at
present. The existing strategic plan was approved by
members in general meeting in 2005 when membership
was about half of today’s and work on the Building
Upgrade Project was referred to as :
A Memorandum of Understanding between the club and
the City of Rockingham regarding facility operation and
management is being developed through the Project
Reference Group.
Clearly, the above point in time has well and truly arrived
and we can now look forward to participating in the
formulation of a revised strategic plan to guide the club
for the next five to ten years.
A Project Manager – Assets (club volunteer position) has
been appointed by the Board
In conclusion, we congratulate those who have
contributed to this project to date and to its ultimate
success. Appreciation is also extended to the many City
of Rockingham personnel who have had belief from the
beginning and provided essential expertise and input.
The club has secured funding to run a governance
workshop for Board Members season 2013-14. Subject to
space allocation the workshop will be made available to
committee members and office bearers within the club
Strategic Plan
There is no doubt life in the new clubhouse will be vastly
“Initiate and establish strategies for the funding of a
project to refurbish and extend the clubhouse facility.”

Sponsorship and PR Report
Last year as I stepped down from my role as Surf Sports
Director after 4 seasons in the role, it was with great
sadness yet excitement. After some trepidation I took on
the vacant PR & Sponsorship portfolio. I was reassured
to know Rob Bates would continue with his Grant’s officer
position. Rob has been instrumental in raising many funds
for the club particularly in securing funding through grants.
Such as:
QR National (now Aurizon) for a new IRB & motor.
GOLD sponsors

commitment to the club redevelopment
BHP Billiton Nickel west for their continued support of
the youth program at Secret Harbour Surf Lifesaving Club.
They also support the development and distribution of

educate visitors and the local community of the danger of
crossing the sandbar at Penguin island
Rockingham Holden who kindly commitment to supply
the club with a fabulous new patrol dual cab Colorado

Australia in March 2014.
Go For Cup
An annual 9 hole golf event held on the 31st Dec. A fun
way for club members to enjoy the last day of the year
together. With the many stories of golf shots good and
bad and the interesting events that happen on the way
round. Add some fund-raising to the day and we have a
winner. Thanks to Ron & Kim Wade for their dedication of
organising this again for 2012.
Sunday Bbq’s
Another big thank you to Jo Thodis for leading the sausage
sizzle team on Sunday’s. For all that have helped on a
Sunday, not only have you raised some funds, but feed a
lot of hungry people as they come off the beach!
Good Sports Accreditation
Congratulations to the Secret Harbour Surf Life Saving
Club, for receiving the level 1 ‘Good Sports’ accreditation.
An initiative by the Australian Drug Foundation , which
recognises the club for a responsible attitude towards
alcohol and provides a safe environment for members,
their families and supporters (such as non-smoking
environment).Thank you to our members and Sophie
Griffin the Licensee, Rob Burford the bar manager, Ingrid
Ostle House & Social & all those that have obtained their
RSA and worked behind the bar
As we move towards the new redeveloped clubrooms,
increasing funds will be vital. If anyone has any great fundraising ideas or sponsorship possibilities and would like to
assist I am all ears.

Training & Education
It has been another busy year in the education front for
Secret Harbour with a change of Directors of Education
half way through the season. Peter Traeger stepped aside
due to work commitments and the reigns where handed
over to me, Garry Hart. Being only a new member to the
club, I had a lot to learn, but I have been lucky to have
the support of the training team to help me get my feet
on the ground. We have been quite blessed on one hand
and not so in the other during the Surf Year of 2012/13.
SLSWA have made insurmountable changes to the training
requirements. They have made the trainers and assessor
qualifications easier to obtain within surf. The following
people volunteered their time to train and assess our
members, and as a club we really appreciate their time
and expertise, with the following people obtaining their
trainers or assessors qualifications:New Trainers
•
Danica Bates
•
Chloe Howarth
•
Daniel Andrew
•
Aleathea Spiers
•
Sara Anderson
•
Mark Thomas
•
Corey May
•

New Assessors

Paul Bird
This year the team trained some 146 awards and requalified
another 294 awards. This represents a significant
commitment by our collaborative team of Trainers and
Assessors who consist of Garry Williams, Digby Wilson,
Paul Bird, Ian Phillips, Mark Dove, Rick Lowe, Carolyn
Wilson, Megan Williams and Sharee Hart. The success of
these awards could not have been achieved without your
dedication.
The Adults SRC course coupled with the junior course
saw 64 new qualified Surf Rescue Certificates on Secret
Harbour Beach. This and other opportunities are certainly
testament to the continuous training and assistance all
volunteers give to train up and coming new lifesavers
wearing Red and Yellow serving our community on Secret
Harbour Beach; how proud we are!! SRC’s on our beaches
32
is imperative as we continue to develop and grow as a
Club, both educationally and strategically. SRC’s all had a
wonderful time in learning many new skills in first aid, CPR,
Board and tube rescues, while experiencing other facets
of ‘life on the beach’. The older and more knowledgeable
Cadets were able to step up and assisted with training.
Within the community there are various ongoing
commitments our trainers and assessors continue from
season to season.
Maranatha Christian College - This season we
continued our partnership with Maranatha Christian
College, now South Coast Baptist College through
the support of Corey May and will be further developing
this fantastic program with some 32 SRC’s graduated in
2012. They are also about to embark on completing their
Recreational Skippers Ticket (RST) within the next few
weeks.
Bethanie Waters Lifestyle Village - We have also
continued to develop a commercial partnership with
Bethanie Waters Lifestyle Village to provide ongoing
CPR training to residents thanks to Megan William’s
commitment. I assisted Megan in this program and what a
remarkable, enlightening, fulfilling experience and a great
way to get our Brand out in the community.
Local Football Associations - Digby Wilson is also putting
our brand into the community with the training of local
football coaches in CPR and first aid. If you know some
organisation in the community that would be interested
please bring it to our attention.
The ongoing support of the clubs training and education
team ensures the quality and delivery of our programs are
excellent. The up skilling of our members in awards is one
of the keys to putting our highly professional patrols on
Rockingham Beaches and to provide a safe environment
for all to enjoy our great Australian outdoor lifestyle that
draws us to the beach. With everybody’s assistance during
training and during patrols we, as a club have formed
a solid educational framework for all to save lives and
build better communities. I look forward to the upcoming
season.

House and Social Report
Numerous people came on board for house and social
this year.
Firstly, a huge thankyou to Jo Thodis for her dedication in
coordinating the Sunday morning nipper BBQs. Although
the Sunday BBQ is not usually run by the social area of
the club, Jo went about organising every Sunday’s crew
to ensure one of our biggest fundraisers of the year was
continued. Her huge brigade of helpers has done an
outstanding job once again. Thank you.
This year saw new and old traditions come together. We
bought back the members draw on Friday night, later
changing to Sunday afternoons to help promote and entice
all our nipper parents into our wonderful club. Another
night saw us donning our best outfits and heading to our
very own casino for the night; Yep Burswood came to us.
Well not really. Black Jack Knights did and it was fantastic.
Well done to Tracey Poad for her efforts in arranging
everything involved for the night, and I am sure I speak
for all who attended it was loads of fun.
This season saw our club turn 30. Thirty years of
community spirit and service has come upon us. We
celebrated with a big party at the surf club and yummy
catering from Prestige.
Once again New Year’s Eve saw the annual golf day come
and go and the wearing of some much to be desired
costumes. Everyone had an awesome time and as usual
there is a need to for some hidden photos to be found
around the club. Hee hee.
Presentation night in May marked the end of another huge
season for our team. With thanks to all the girls for their
efforts cleaning, decorating and of course making the
night another huge success. Many thanks go to Maysala
Curry in Rockingham City for their yummy food and our
great bar person Sammy Bridges for again volunteering
her time to look after all who attended.
Many thanks goes to the many people in this club and
to those who run the BBQ, cleaning, bar and all other
aspects of the House & Social team keeping this club
running. We are a team and it has been this team effort
which has and will continue to see us grow ever stronger.
Many opportunities lie within us all to put just a little effort
34
in each season, to make our club, your club, bigger, better
and safer. As we grow so do our needs. And our needs
depend on all parents to help us through the year.
On that note, it has been a great 3 years for me as Director
of House and Social, but the time has come to move on
to other things. There is a great committee of people to
take charge of the fun stuff in our club so please do not
hesitate to become a part of it.
Ingrid Ostle
Director of House and Social
Youth Development
Season 2012/13 was my first season as the Youth Director
and apart from trying to keep up with everything going
on and making sure things ran as smoothly as possible, I
must say I had a great time. It is always wonderful to see
a beach crowded with kids and their families having a go
and smiling as they learn or achieve a skill in the surf or
on the beach.
Our nipper numbers are increasing each year giving the
club a wonderful depth of abilities as seen in our carnival
participation teams and the results we had. This year we
started for the very first time a mixed age Junior March
Past team who only got together and began training half
way through the season and they performed amazingly by
obtaining a Bronze medal at the Junior State Championships.
Thanks so much to Robyn Bevan for training them and to
the kids for working so hard.
This season we had 8 of our Nippers/Cadets receive the
honour of attending TOAD and Rise-Up camps, which
are run by Surf Lifesaving WA. They were calling for
nominations for 2 Nippers/Cadets from each club and we
managed to have 5 and 3 respectively gain a berth so well
done to those who attended I believe they had a great time
learning and excelling at various activities while away.
Another first this season was the U14 Surf Rescue
Certificate Camp held at Pt Peron. What a great weekend
even if the storms did come through and hamper our
water work. The kids bonded, played some interesting
forms of basketball and rugby, ate large amounts of food,
ran obstacle courses and finally crashed into bed. One of
the best weekends ever! They all now patrol our beach
and do a sterling job of it.
A huge thank you must go out to all the Age Managers
who had to cope with much larger groups of nippers this
season. They always do such a great job and make the
whole experience one of fun and inclusion for all the kids.
A wonderful group of people I hope will be back again for
more next season. The other people who need mention
here are all the parents who helped with water safety, the
BBQ and beach set up/pack up, the more we have the
easier the work so again thank you.
Junior club captains this season were Danica Bates and
Daniel Andrew, both of whom were also Age Managers
and competitors so well done and thank you for your
support and help.
The festivities at the End of Season break up were so
much fun especially when one of the piglets from the
Animal Nursery got away and was chased down by some
50 plus children, so funny to watch. We tried something
a bit different this year so as to make the club our hub
for the break up and I think the day went rather well with
lots of smiley faces all round, again thanks a million to all
those who helped me pull that together as we had over
300 nippers and siblings attend .
A final thank you must go out to the fabulous people who
sponsor the Youth Program; BHP Billiton Nickel West
who without their financial support we would struggle
to buy equipment such as the foam nipper boards that
are available for the Nippers to use and practice on. We
appreciate your assistance and hope we can be partners
into the future.
Thanks to all involved this season and see you on the
beach.

Surf Sports Report
Secret Harbour Surf Life Saving Club has yet again come
to the end of another busy season, and is already in the
process of planning the next season. Clubs do not survive
without the people who volunteer and dedicate their time
and various skills, to promote their club. The club benefits
from these skills immensely and provides members with
new and exciting opportunities to constantly learn new
skills and push themselves to take on new tasks with
guidance and encouragement, albeit as a competitor, an
official, a manager or coach. This season has seen us
competing at club level, premiership and boat series’, IRB
competitions, metro and country carnivals, state, national
and international championships.
Secret Harbour Gold
This is an annual club event and was again a fun filled
event for the club and kindly sponsored again by Frogmat
Environmental, thanks to Max Hannah and Fran Meadley.
Well done to all the competitors who participated in this
race and took on the 1km swim, 2km board, 2km run and
4km ski, either individually or as a team.
Carnivals Hosted
This season Secret Harbour SLSC hosted the State Board
Riding Championships. This saw a total of 4 medals
brought home. Well done to our two competitors; Lee
McGovern and Rohan Pugh. We are looking forward to
once again hosting this seasons’ championships. SHSLSC
also hosted two navy boat series’ throughout the season,
which ran smoothly thanks to all the volunteers and
provided spectators with much excitement.
Country Championships
This is one of the clubs highlights during the competitive
season and always brings out the competitiveness of all
athletes participating, despite our best efforts we came
second again to Bunbury. It’s satisfying to see a range of
competitors from all ages and disciplines competing in
this iconic fun and friendly competition. This season saw
us bring home 14 bronze, 9 silver and 13 gold medals.
Good work team.
Masters State Championships
Congratulations to all of you who trained and competed
religiously throughout the season and well done on
collectively receiving 2 gold, 1 silver and 2 bronze
medals.
36
W.A State Championships
The State Champs this year was a tough competition and
good work to everyone who competed. Our competitors
this season managed to win a silver and a bronze medal.
Another successful season for pool rescue, Caroline Bates
and a small group of approximately 11 competitors put
Secret Harbour on the radar. The competitors form U/12’s
– Masters, attended state champs with the result being 8
gold, 2 silver and 12 bronze medals. We are expecting great
results for next season as training has already began.
IRB championships saw SHSLSC melding with North
Cottesloe and receiving a silver medal.
National Pool Rescue Championships
A small group of accomplished competitors attended the
national championships in Brisbane and excelled far and
beyond with Jesika Bussey receiving a gold medal and
setting a national record in the U/15 100m manikin tow
and Rob Bates wining 2 silvers in the Masters 50m and
100m manikin tows.
Junior State Championships
The Junior states was again held at Fremantle SLSC where
we came 10th out of 20 clubs that competed hence
maintaining last year’s results. This year saw us develop
and present our first junior all age march past team, which
won a bronze medal against other veteran clubs of this
event. Thanks to the Bird family for initiating the team and
Robyn Bevan for coaching them.
Cockburn Crawl
The Cockburn Crawl is a 1600m ocean swim hosted
annually by the club at the Rockingham foreshore in
February. We were pleased to have approximately 100
competitors enter this year’s event, which is the best
outcome we have had in several years. The event was
proudly sponsored by the City of Rockingham and partners
Act Belong Commit. Thank you to all the members who
volunteered to assist with the coordination and running of
the Cockburn Crawl.

Australian Championships (Aussies)
The championships this year were held at Kirra on the
Gold Coast. SHSLSC was represented by two athletes; Joe
Ford and Jesika Bussey. A huge thanks to Caroline and
Digby Wilson for officiating at the competition and Megan
Williams for her assistance in the IRB’s.
The World SLSC Titles (Rescue2012)
How exciting it was to have an international event at
our doorstep (Adelaide)! Congratulations to Joe Ford
for wining a bronze medal in the open ocean surf ski
event which was a 17km downwind race. We were also
represented by Steve Ford. Thanks again to Caroline and
Digby Wilson for officiating.
Club Points Championships
Club points is a chance for all clubbies to have a go at all
the various surf sport disciplines including the surf swims,
runs, board races and ski paddling races run each Sunday.
This year once again proved a challenge due to our busy
lifesaving agendas and it was great to see juniors having
a go.
Club Championships
This is the day where the true competitiveness of our
clubbies really shows. The trek to the dog beach proved
worth it when all was said and done and the competition
got underway. Thanks to Garry Williams who sacrificed
his opportunity to compete as he coordinated the water
safety for the day’s events.
Coaches
Thank you to all coaches who gave up their valuable time.
Mark Dove, Alexis Grayson, Caroline Bates, Ron Wade,
Ross Onions, Brendan Privilege, Tina Runion, Barry Jarrett,
Carolyn and Alana Wilson.
Like all sports, competing and participating involves
numerous people to organise, set up, run, collate and
clean up. Even if not hosting an event, we all have a
roster to fulfil with surf house. This includes; water safety,
first aid, officiating, and team managing and ensuring
the necessary equipment is brought to each event. I
personally would like to thank everyone who assisted and
volunteered to help fulfil these rosters and more. This was
my first season as Surf Sports Director, as I have only be

Officiating
A big thanks must go to all those members who dedicated
their time and effort to officiating. This year we ran an
officials course and we now have 10 new officials. Thank
you very much to Carolyn Wilson for running the course
and Digby for helping. Carolyn Wilson has done our club
proud pursuing her passion for officiating, seeing her chief
judge in the open male arena at Aussies, and officiating at
nearly all of the competitions this season regardless of the
disciplines.

Boat Captain’s Report
The 2012/2013 season, ‘actively’ beginning in August for
most crews on the Ergo’s and transitioned into the boats
by September. When October rolled around the Secret’s
crews were ready for every challenge. Secret Harbour
held 2 boat carnivals throughout the Navy series.
The first competition was held in December and provided
competitors with a 2-meter swell and a sunny 30-degree
day, while the second in January again saw a good swell
and beautiful day. The success of both events would not
have been as successful without the assistance of so many
people at the Club, including trailer movement, set-up
and pack-up, thank you to all involved. Notable mentions
include the Peel 4WD Club, for boat movement, the Social
Committee, Sarah Lowe and Sarah Pugh for catering, with
water safety by Ian Noorman, Andrew Williams, John
Cahill, Like Stafferton and our own rowers.
Both events’ providing plenty of thrills & spills to be
laughed about over a beer at the end of the day! This
season also saw the culmination of all past male and female
Boaties and sweeps from previous years in a wonderful
celebration, we are hoping for another next season being
the 25 Year Celebrations.
38
This season we had three main teams including the
‘Secret Harbour 6-Packs’, Secret Agents’ and ‘Secret
Gems’. With two boats in operation al season and each
crew on the water up to four times per week, we would
like to thank Garry Hart and Lee McGovern for their
work on the ‘red & blue’ boat, ensuring its sustainability
throughout the season. While there are some successes in
individual races, the challenge of competition, dedication
and commitment really came to fruition when the teams
attended the SLSWA Country State Championships and
Masters Championships in March 2013.
The ‘Secret 6-Pack’s’, including Rob Bates, Nick McIver,
John Turner, Garry Hart and Ian Lund, swept by Ron Wade,
knows and appreciates the rewards of hard work. This
team, at the beginning of the season had a variety of
surf expertise, however with devotion and commitment
were able to successfully demonstrate their endurance
and teamwork reaping their rewards. It was not until their
last race day of the season they achieved their ultimate
– to medal at Country State’s. Competing against all the
other country clubs including Esperance, Bunbury, Albany,
Broome, and Geraldton, they were successful in winning a
Silver Medallion for the season.
Boat Captain’s Report cont’d
For the past few years, the ‘Secret Agents’ have trained
in awesome swell, caught the ‘wave of the day’ and still
continue to challenge any crew to a race. With Brendan
Privilege as Sweep, Pete Salleo, Garry Williams, Rick
Lowe, Matt Osborne and Chris Leece, the crew train in any
condition, rain, surf or shine. Their dedication throughout
the season placed the commitment bar high for other
crew’s to aspire to. By January the crew were again reeling
in their success by reaching the finals for the day. While
the crew didn’t medal, the race and desire to win was still
very real, coming a close fourth.
Ross Onions (Sweep), and the ‘Secret Gem’s’ crew
including Kellie Turner, Sharee Hart, Karen Clay, Megan
Williams and Kylie Brennon were competitive during the
Navy Series, with the Country States being the Pinnacle
of their success. After training every Tuesday, Thursday
and Sunday morning at 5.30am, sometimes in storms and
lightening, they had no time to talk. By the end of the
series, the team had won two Bronze medals in ‘Ladies
Country State Championships’ and ‘Masters – 160’s’.
On behalf of the Boat section, we would like to thank
Rohan Pugh in the coordination of the Boat section over
the past two years. As he continues on with his other
sporting passions we wish him all the very best and
hope we will see him sweeping or rowing again in the
near future. A very big thank you to Megan Williams
for organising the Boaties dinner and congratulations
to Garry Williams for receiving the annual ‘Boat Award’
for 2013.
As one season draws to a close, training for the next
season has already begun. With a Boat committee
newly established, the potential to buy a new boat
at Aussies ’14 and fundraising required, fitness every
Monday, Wednesday and Friday with squad training
beginning in July we hope to have a very competitive,
fit and social squad. Squad training is for anybody that
has their Surf ‘Bronze Medallion’ and would like to have
a row. If you are interested in rowing or sponsoring a
boat or crew during 2013/14 please contact our new
Boat Captain, John Turner.
Thank you
The Boat Committee
