returns and assisting with taxpayer requests. Professional requirements include
proficiency in Microsoft Excel and Word, and trained experience in governmental

An Account Clerk III performs difficult and complex multi-divisional accounting and auditing duties. The
jobholder assists by supervising, instructing and helping an Account Clerk I and/or Account Clerk II. The
Account Clerk III works with a high degree of independence, and general supervision is provided by the
Director of Finance.
ESSENTIAL DUTIES AND RESPONSIBILITIES – An Account Clerk III is responsible for the billing,
statements, and payment process on behalf of City departments to outside agencies and the public. The
Account Clerk III performs payroll duties as may be assigned. The duties performed on a frequent and
recurring basis by an Account Clerk III include: operates a personal computer, applicable software and
standard office machines and equipment to produce and/or process a variety of materials; enters and
retrieves a variety of data and produces reports; verifies data and generates bills from City departments,
charges, citations, City services and related matters and prepares quarterly collection reports; makes
mathematical calculations; audits open accounts for payments; assigns and maintains reimbursement
project numbers for departments/divisions as assigned; analyzes and makes or recommends appropriate
fund transfers for incorrect posting to fund balances; prepares payroll deductions for employee
insurance; balances amounts to the appropriate statements and reviews a variety of payroll related data
for completeness and accuracy; inputs accounts receivable cash receipts and prepares related
statements; establishes and maintains fund accounts and reconciles same to the general ledger;
prepares the City payroll for processing; posts, assembles, tabulates and compares financial data and
designs and utilizes a variety of forms; is responsible for processing and posting income tax returns,
payments and adjustments; answers resident and business questions concerning filing of income tax
returns and processing; and is responsible for updating tax records. An Account Clerk III establishes and
maintains contact with departmental employees and employees of other City departments. Frequent
interaction occurs with the public, local businesses and/or their representatives regarding bills issued by
the City, and with individuals pertaining to payroll matters. Prepares letters and correspondence and
performs a variety of typing and filing. Provides a wide variety of information to City employees and the
public. Performs other projects/tasks as assigned and may be required to perform unspecified work as
deemed necessary and proper by the Director of Finance.
REQUIREMENTS – An Account Clerk III must be proficient with: English usage; spelling, grammar and
punctuation; business math; computer applications; general office practices and procedures; methods,
practices and terminology used in bookkeeping, financial record-keeping and report preparation;
telephone and customer service techniques; and billing systems and procedures. Must have two years
of experience at the Account Clerk II level or equivalent. An Account Clerk III must be able to: accurately
type at a speed conducive with successful job performance; must be able to operate adding and
calculating equipment with speed and accuracy; and must be able to work a flexible schedule to
accommodate the needs of the Finance Department.
The probationary period is three months, with 45 days for the employee to return to his or her previous
job. Newly hired employees shall be on probation for six months. Physical, polygraph, psychological
and other examinations may be required prior to appointment.
CIVIL SERVICE NOTICE OF EXAMINATION
Notice is hereby given that the Norton Civil Service Commission will hold a 2 part test
for the position of Account Clerk III. Up to 50 candidates will be accepted to sit for the
written test. The written test will be graded on site and the top 15 candidates will advance
to sit for the computer test. Please allow a total of 4 hours for both written and computer
test combined.
ACCOUNT CLERK III
The applicant will serve as an Account Clerk III and may be assigned to the Mayor,
Administrative Officer or Director of Finance. The position requires performing payroll,
accounts receivable, processing income tax returns and assisting with taxpayer requests.
This individual will work under general supervision and may be required to perform
other administrative related assignments and duties as deemed necessary.
Pay Scale:
Hourly Wage Compensation of $16.65 for the first 12 months for
new employee (per AFSCME union contract, Article 34) and will
be considered on probation for a period of 6 months (per AFSCME
union contract, Article 8)

Applicant must obtain a passing score of 70 on the written
Civil Service Examination.
Appointing Authority will review the top ten (10)
qualifying candidates, which may include a background
check.
The successful candidate may be asked to pass a
comprehensive medical, drug, polygraph, and
psychological examinations prior to appointment.
Applicant should also respect and comprehend the
confidentiality of matters in which he or she has
knowledge.
The appointed candidate shall successfully serve 6 months as a
probationary period.
*Veteran’s Credit: Preference credit in the amount of two (2) points will be added to
the passing score of applicants who provide written proof with
the application of Military Service and Honorable Discharge in
the form of a DD214.
*Residence Credit: Preference credit in the amount of two (2) points shall be added to
the passing score of candidates who have resided within the
corporate limits of the city of Norton for one (1) year immediately
prior to the examination and provide proof of such residence.

Total maximum education credits will be four (4) points. Credits
for education must be from an accredited college or university and
shall be credited as follows:

*PLEASE NOTE: Extra credit shall ONLY be added to an Applicant’s
examination grade WHEN the Applicant achieves at least the
minimum passing grade of 70 on the written examination.
