THAT a new position of Deputy Director of Community Planning and Development in the Community Planning and Development Department be created and filled. B. THAT this report be released at the March 11,2013 Regular Meeting of Council. . • __..•_ - - --- ..._ - - - PURPOSE: The purpose of this report is to recommend to Council the creation and filling of a Deputy Director position in the Community Planning and Development Department. This matter is being presented to Council for consideration during an Executive Meeting in order to discuss personnel matters, in accordance with Section 90(1)(c) of the Community Charter. • BACKGROUND: Over the past three months the organizational strengths and weaknesses of the Community Planning and Development Department have been reviewed to identify the resources and organizational changes needed to address future needs of the department. The review has clearly identified four specific areas for improvement: • • • • Succession planning in the department; Increased technical strength in the Development Services Division; Communication and coordination within the Development Services Division; and Increased focus on long-term and policy planning. To this end, it is recommended that the Departmental Organizational Chart be revised to clearly define functional streams of service delivery in the following areas (Attachment A): • • Customer Service Development Applications Page 2 of 3 Approval for Creation and Filling of a Deputy Director Position in the Community Planning and Development Department February 22, 2013 • • • Development Engineering Inspections and Code Compliance Long-Term and Policy Planning The Planning Services Division is currently led by Deputy Director, Marcy Sang ret which has effectively delivered land development applications of all types and complexities. Part of the reorganization will include the establishment of a long-term and policy planning section that will focus on issues such as revising out-of-date bylaws and establishing clear corporate planning policies and plans to guide future development. Bylaw updates such as these, in addition to the establishment of other planning policies, will form a streamlined framework to guide development applications and approvals in an effective manner. Council Policy: Filling of exempt positions is approved by Council though a Report for Consent section of our Regular Council Agenda. In this case, because an additional Deputy Director's position is being recommended, Council has the opportunity to discuss the matter In Camera. • DISCUSSION: After analyzing the current department organization and existing personnel in the various positions, one of the more urgent weaknesses identified is not having sufficient senior people available for leadership and succession planning purposes in the Development Services Division. Similar to the Engineering Department and the Parks, Recreation and Culture Department, the creation of a second Deputy Director would provide these critical functions along with strategic planning to proactively address future development issues. The additional Deputy Director position being recommended will be created by reclassifying an existing vacant exempt position. The additional senior staff member will lead the Development Services Division to deliver effective and efficient technical support of land development projects, including improved delivery of plan checking and building inspection. Once the new Deputy Director is in place, the organizational structure will be re-evaluated and the filling of remaining exempt vacancies will be brought to Council for authorization. Implications: Financial Implications - This is an existing full-time position being reclassified to the Deputy Director's position, and is within the Community Planning and Development Department base budget due to reclassifications and vacancies that are no longer required.
