To support the Dual Assurance partnerships in assessing and reviewing delivery
of the Infrastructure Strategy and Capital Programme.
To deliver capital, IT, estate and infrastructure requirements indentified in the
PRG plan within the defined capital envelope.
To define the principles underpinning the physical development of the
University’s Streatham, St Luke’s and Tremough campuses.
To oversee the development Masterplans for all the University’s campuses and to
keep them under review.
To make recommendations on infrastructure strategy to Council and projects over
£2m, to make decisions on the prioritisation of individual projects within the
overall Infrastructure Strategy, and provide direction on phasing, delivery and
timing of projects.
To establish Project Management Groups to take forward detailed planning of
individual projects, and to receive reports from them.
Within a defined framework of authorities, to approve capital expenditure on
individual projects or to recommend approval to Council.
To undertake consultation with relevant internal and external stakeholders and to
support the Leads’ negotiation with the local authority’s planners.
To ensure that the University’s capital development is consistent with policies on
environmental and financial sustainability and equality and diversity, including
whole-life costing.
To meet when necessary once a month.
To receive reports from the Infrastructure Co-ordination Group.
To report to Council via the Dual Assurance partnerships.
To work closely with PRG (who recommend the capital spend) to ensure the
University plans for teaching and research are fully considered in the
Infrastructure Strategy.
To ensure capital spend forecast is closely monitored in relation to cash flow.
To promote and encourage cultural change to improve the efficiency and
utilisation of the estate.
