Éco-Peinture, known as the
Société québécoise de gestion écologique de la peinture,
is the organization responsible for the recovery and reclamation of leftover paint and paint containers in Québec. Created
in 1997 by some of the most important players in the paint
industry at that time, the organization has been involved in
implementing one of the most effective post-consumer paint
networks in Canada. Visionary and innovative, paint producers
located in Québec were pioneers in this project that extended
its reach across the entire province.

Several years after the creation of Éco-Peinture, the government of Québec adopted a regulation respecting the recovery
and reclamation of discarded paint and paint containers. This
formally recognized Éco-Peinture as the accredited organization to meet regulatory requirements. Fourteen years later,
Éco-Peinture has 57 members.
The recovery program implemented and developed by
Éco-Peinture is a unique model involving more than 700 municipalities, nearly 500 paint retailers, and several industries,
businesses, and institutions. The Éco-Peinture network consists of 1,200 drop-off points available throughout the province
of Québec. “Our recovery network has reached its maturity and
has been more effective than expected in the last few years,
since the collection results of leftover paint and paint containers have far exceeded six million kilograms every year,’’ says

the beginning of the program, Éco-Peinture has been part of
the recovery and reclamation of more than 60 million kilograms
of leftover paint and containers.

For this year’s business sessions, we were fortunate to have
with us gentlemen of the stature of Dr. Ian Lee of the Sprott
School of Business, who provided an upbeat and positive
economic outlook for the foreseeable future in both Canada
and the United States. We heard from Martin Lavoie of the
Canadian Manufacturers and Exporters Association about the

Finally, there was an update on the state of post-consumer
paint recycling in Canada from Doug Wright, President of the
Alberta Management Recycling Authority and Mark Kurschner,
President of Product Care. Both showed the tremendous work
being done on effective waste diversion and recycling on behalf
of paint companies across Canada, with more than 22 million
kilograms of paint recovered in 2012.
The Board of Directors met during the conference on issues
related to the Association’s strategic plan, ongoing regulatory
initiatives, progress related to post-consumer paint initiatives
in Ontario, the new bylaws necessary to comply with the new
Not-for-Profit Corporations Act, nominations to the board, standards development approaches, and an operational plan review.
Also during the conference, two technical committees met on
key technical issues on the Association’s agenda. The Health,
Safety and Environment Technical Committee met to review the
status of initiatives, such as the ongoing work on the Globally
Harmonized System for Chemicals Management, CMP and
Code of Practice for MEKO, the status of regulatory efforts
concerning nanomaterials, and provincial and international
regulatory initiatives. The Stewardship Committee focused on
the status of the Industry Stewardship Plan for a new program
operator for post-consumer paint in Ontario. Alison Keane from
the American Coatings Association updated the committee
on the work of PaintCare in the United States. She noted that
programs continue rolling out state by state across the United
States, with five states completed and two in the process of
completion.

ANNUAL CPCA CONFERENCE AND AGM 2013
This year’s conference marked the 100th anniversary of the
Association, so it was fitting to host it in the nation’s capital,
at the historic Fairmont Château Laurier Hotel. The hotel celebrated its centennial last year, providing an excellent backdrop
of political history and beauty for the Association to celebrate
its 100th year as the voice of the Canadian paint and coatings
industry.
This year featured a strong social and entertainment program to
help celebrate this important milestone. The weekend started
out on a high note, with a sunny day and a tour of the Gatineau
Hills. It was an excellent opportunity to witness the changing
of the leaves and the colourful landscape that is the National
Capital Region. The tour ended with a stop at the Governor
General’s residence and a tour of the landmark home of more
than 95,000 square feet and the surrounding property. For
many, this provided a unique opportunity to see the home of
Canada’s representative to the Queen, the Head of State, and
other traditions established by this institution, such as the Order
of Canada, various medals of merit including civilian medals and
historical pictures highlighting Canada’s evolution as a nation.

To commemorate the centennial, there were more items than
usual on the conference program. First, the Association produced its Anniversary Booklet highlighting the past, present,
and future of the industry and the Association’s role. There
were also letters of congratulations from the Prime Minister
of Canada and Minister of Environment. A new tradition was
inaugurated for the Past Chairs, with the unveiling of a Past
Chair’s Pin, which was designed by a local Ottawa jeweller and
features a graphic of the new logo. The pin was presented to
former Chairs of the Board in appreciation of their dedication
and service to the Association and the industry.

Welcome Remarks
Dale Constantinoff, President & CEO of General Paint
Corporation and CPCA Chairman of the Board, kicked off the
business sessions with a warm welcome to attendees. He
noted the significance of the Association’s 100th milestone
and reaffirmed the importance of having a unified voice to represent the industry. Mr. Constantinoff noted that he has seen
great change in the Association over the past several years, all
of which have been for the better. To remain relevant in our
business, he said, we must all continue to adapt to change
and move forward strategically. This was an underlying theme
in all the business sessions. New regulations, advancements
in technology, cross-border business, and related productivity
challenges were just a few of the topics that were addressed
throughout the day.

Daniel Lavoie, of the Canadian Manufacturers and Exporters
Association, presented a detailed analysis of Canada’s manufacturing challenges. He noted that manufacturing is vital to
Canada’s economy and discussed how the CME was helping
shape public policy with respect to outside challenges, such as
globalization, as well as demographic and technological change.
He pointed to current initiatives by industry imploring the federal government to address important issues that include R&D
tax incentives, finalization of the Canada Jobs Training Grant
with the provinces, extending the Capital Cost Allowance to be
in line with similar rates in the United States, and the ongoing
need to ensure regulatory alignment with the U.S.
Harmonization of regulations between Canada and the United
States is high on the political agenda of both countries; and it
is monitored at the most senior levels of government. Robert
Carberry, Assistant Secretary of the Regulatory Cooperation
Council with the Treasury Board of Canada, spoke to the importance of RCC’s current action plan of 29 issues. Mr. Carberry
highlighted the unprecedented dialogue between Canada and
American regulators about ongoing alignment and spoke to the
importance of stakeholder engagement for those with an interest in having our respective regulations aligned.
Michel Girard, Vice-President of Policy and Stakeholder
Relations at the Standards Council of Canada, addressed the
ongoing requirement for increased standards development.
His presentation noted the critical importance of standards
development in both Canada and the United States and how
they are playing an increasingly important role in regulations
on both sides of the border. Mr. Girard noted the value of SCC’s
accreditation and explained the various accreditation programs
of benefit to industry. He also discussed current trends in standardization, such as the increase in international and regional
standardization activity relative to the decline in production of
country-specific standards. Finally, he noted the important role
of standards that are now referenced in various federal regulations, such as the 1,100 standards referenced in regulations
administered by Health Canada and Environment Canada.
Over lunch, keynote speaker, Barry McLoughlin, President of
McLoughlin Media, treated attendees to a special presentation.
With many years of experience training senior corporate executives, politicians, and government officials, he spoke authoritatively on the need for corporate executives to be ready to deal
with a crisis situation. He noted several bad examples of what
not to do in such instances and the importance of having a
crisis communications plan in place. One of the tactics noted
was the need to step up immediately in such situations, take
responsibility, and move forward with a definitive action plan.
While many large companies have the funds and staff in place
for such an approach, many still do not execute well when such
crisis situations develop.

The second phase of the Chemicals Management Plan (CMP)
is well underway and the afternoon portion of the business
program provided an opportunity for an update on the current status of the CMP. Environment Canada’s Astrid Telasco,
Director of the Products Division in the Chemicals Sector, and
Greg Carreau, Executive Director of Program Development and
Engagement, presented an engaging discussion on the many
salient issues of importance to the paint and coatings industry.
The presentation addressed the various approaches to Phase
2 of the CMP, including the substance groupings, the polymer
approach, and the rapid screening process. Both acknowledged
the importance of the Association’s work with the Paint and
Coatings Working Group and pointed to it as a model of collaboration between industry and government, one that others
have since followed.
During the final business session, Doug Wright of the Alberta
Recycling Management Authority and Mark Kurschner of
Product Care gave a presentation on post-consumer paint recycling. Mr. Wright spoke about Alberta’s current paint-recycling
program, noting its similarities with other product stewardship
organizations. He pointed to accountability as the lifeblood
of the stewardship program and stressed the importance of
transparency for stronger consumer credibility. Mr. Kurschner
detailed the long history of Product Care operating programs
across Canada. He spoke to the transition planning now underway between Product Care and Stewardship Ontario with respect to industry’s desire for a new program operator for paint
and coatings in Ontario. Once the plan is approved by Waste
Diversion Ontario, it is expected to begin on January 1, 2014.
Annual General Meeting
In his report, the Chair pointed out that the Board was pleased
the Association was on course with its strategic plan. He called
upon members to approve a resolution to proceed with passage of the new bylaws to conform to the new Not-for-Profit
Corporations Act. He noted that the Board had reviewed the
bylaws and consulted with legal counsel to ensure that we can
formally submit the bylaws to Industry Canada for a certification
of continuance.
Tim Vogel, Chair of the Finance & Audit Committee and
Association Treasurer, presented the audited financial statements, which were approved by the members. He provided an
overview of the Association’s finances and noted that revenues
were stable, as membership continues to increase. Darrin
Noble, Chair of the Governance and Nomination Committee,
presented the slate of directors for fiscal year 2014 and noted
a number of new nominees approved by the members as part
of the new slate.

Chair’s Reception and Industry Awards
Technical Committee meetings took place for the Health,
Safety and Environment Committee as well as the Stewardship
Committee. The HSE Committee addressed a number of issues
related to the Chemicals Management Plan and others that are
being addressed by the Paint and Coatings Working Group.
Some of the issues covered included the ongoing deliberations
on the Globally Harmonized System for Workplace Chemicals,
the new Code of Practice for MEKO, additions of chemicals to
the VOC Exclusion List under CEPA Schedule 1, and the submission on the Regulatory Cooperation Council’s Action Plan.
The annual Chair’s Gala was attended by 120 people and
hosted by the Chairman of the Board, Dale Constantinoff.
Mr. Constantinoff presented the annual industry awards following the presentation of new Past Chair pins to the Past Chairs
joining in for the dinner. The special pin was expertly designed
and crafted by a local Ottawa jeweller to represent the new
Association logo. This marks the beginning of a new tradition for
the Association. The Past Chair’s pin will be presented henceforth to all Past Chairs. Recipients of the pin included Doug
Thiemann of Home Hardware (2002-2003), Brian Palardy
of Benjamin Moore (2004-2005), Brian Edwards of DuPont
(2007-2008), Pierre Dufresne of AkzoNobel (2009-2010), and
Dale Constantinoff (2011-2014).
The Stewardship Committee reviewed the ongoing work being
done with respect to the application for an Industry Stewardship
Plan in Ontario. This effort seeks to replace the current program
operator for post-consumer paint recycling in the province with
Product Care. An extensive effort continues with respect to the
transition plan, including work with Stewardship Ontario, public
consultations with Waste Diversion Ontario, meetings with stakeholders throughout the province, and much more. The goal is to
have a new program operator in place in Ontario to commence
operations on January 1, 2014. Alison Keane, of the American
Coatings Association, provided an update on the current postconsumer paint program, PaintCare, rolling out across the United
States and now running, or about to run, in seven states.

Valerie Tunstall worked in the paint industry for over 37 years,
beginning her career with DuPont as a student in 1974 and joining the company full-time in 1976. She has been a dedicated
CPCA Health and Safety and Environment Committee member
for over 19 years. She regularly participated in HSE committee
meetings and was always ready to support committee decisions
and actions. She has been the CPCA delegate on the Health
Canada Current Issues Committee (CIC) since 2005 and has
participated in numerous CIC meetings with respect to GHS
WHMIS deliberations.

This monthly feature profiles our valued members and highlights the work they do in the sector and their contributions
to economic growth and sustainability. This month, Cano
Coatings is profiled.
Located in Calgary, Alberta, Cano
Coatings began in 2001 by providing builders with an acrylic direct
applied finish system for residential and commercial construction. As they looked to expand their
product line, they began working with a local wood I-joist manufacturer who wanted to offer a distinctly coloured “protected”
I-joist. These I-joists were to be manufactured and coated inline,
the first process of its kind in the world. The coating developed
by Cano focused primarily on fire protection (a known weak
point for wooden I-joists) and was branded PinkShield. It has
been in use by the building industry since 2009.
In addition, Cano has partnered with the Canadian Breast
Cancer Foundation (Prairies/NWT) and several high profile renovators including Mike Holmes, who has showcased
PinkShield on his series “Holmes Makes it Right,” and Scott
McGillivray, of “Income Property,” both seen on HGTV.
PinkShield is also used in Cano’s product “PKboard”, which is
a fire rated structural sheathing. PKboard has gained acceptance in the 2010 Alberta Fire Code, which requires protection
of adjacent buildings during construction. It has been used in
hundreds of homes throughout Alberta, and Saskatchewan recently adopted a similar code. Cano Coatings offers the ability
to factory coat dimensional lumber with PinkShield for use in
the construction and renovation market.
Cano Coatings has grown immensely since 2001 and the company is happy to offer a line of products used in the residential
and commercial building industry, all offering added protection
for many Canadians.

Theoretical Concepts
The course is designed to provide the theoretical basics of coatings technology for young people who are just entering the industry, or who have been working in the industry for some time
but who want to upgrade their status in the industry by earning
a Diploma in Coatings Technology.
Industrial Paint Applicators
In view of the complexity of most industrial coatings, the course
is recommended to industrial paint applicators who need to be
able to appreciate the composition, performance capabilities
and handling of the products they purchase and use.
Training courses are now online and will enable members’ staffs
and partners to get training as needed. Once the training is completed, successful candidates will receive a Diploma in Coatings
Technology. This is an opportunity for members to provide necessary skills training to retain effective staffing levels. The three
levels of training available via CPCA are shown at right.

Since 1977, Martin Ménard has
been the Canadian Account Manager at Celanese Emulsions.
Martin began his career at National Starch and Chemical
(Nacan), which became Celanese Emulsions in 2006. After
serving as a QA/QC technician at the Québec emulsion site in
Boucherville, he moved to another technical position at the
Brampton Nacan Headquarters, prior to being appointed
Technical Manager. When Celanese acquired the Emulsions
Division of National Starch, Martin was appointed Account
Manager. He is now responsible for Canada and strategic accounts in the Northeastern U.S. (There is a rumor at Celanese
that Martin was born just beside their Reactor 1.)
Since 1982, Martin has been an active member of CPCA
and AQIP (Québec Paint Industry Association). He was AQIP
president for six years. He is a member of the AQIP Board of
Directors and has supported and participated in many AQIP
and CPCA information sessions and social activities. Martin
also helped organize all annual AQIP golf tournaments. During
his time as president of AQIP and with the assistance of André
Julien (Chateau) and Karin David (retired from CPCA), the
paint-recycling project began to emerge in Québec, which led
to the development of Éco-Peinture.
