The Young Canadians School of the Performing Arts is one of the premier programs that develops leadership skills. The troupe of 173 students receives training in voice, dance, gymnastics and leadership. We achieved our third consecutive year of revenue growth, officially broke ground on our trade and entertainment complex, celebrated several significant new partnerships, reached out to our community in new and innovative ways, and set new attendance benchmarks at our annual Calgary Stampede as well as other key events throughout the year. Our success was driven by the passion and commitment of our 2,200 volunteers and 1,600 employees – and the support of hundreds of sponsors, along with government and community partners – all working together. Looking back, there were many highlights. A 10-DAY COMMUNITY CELEBRATION Our most significant contribution to our community remains the annual Calgary Stampede, and in 2006 we hosted the best ever Greatest Outdoor Show on Earth! • More than 400,000 Calgarians and visitors watched the Stampede Parade led by Norwegian cross-country ski coach Bjørnar Håkensmoen and Canadian medalist Sara Renner – whose Olympic story of sportsmanship set the right tone for a celebration of community values. More than 40 other Olympic and Paralympic medalists and inspirational Canadians participated in the Parade and nightly in the Grandstand Show’s outstanding “Canada, Moments in Time”, creating a truly national celebration. • Our richer, rougher rodeo brought together the world’s greatest rodeo athletes to compete for an unprecedented $1.6-million in prize money, the richest ride in the sport. The new format reinforced our leadership position in the rodeo world and attracted our biggest audiences ever, with an unprecedented four sell-outs. • Some of North America’s biggest entertainers performed, including sell-out Saddledome concerts by Alan Jackson and Kenny Chesney and a Coke Stage appearance by Canadian singing sensation Nelly Furtado. 12 • With the support of hundreds of volunteers, Calgarians and visitors celebrated the Stampede spirit in every corner of the city – from downtown streets and offices to local shopping malls and neighbourhood parking lots. The Get Your Head in a Hat program gave away 18,000 hats and 100,000 “rewards” for those “caught” wearing their hats – promoting Calgary’s great tradition of dressing western, begun by Guy Weadick almost 100 years ago. A record 1,262,518 visitors came to Stampede Park to participate in our western celebration – almost 90 per cent of whom noted their experience was good or excellent. We also set a new record for revenue, thanks in part to a 17 per cent increase in partner participation – all of which we reinvest back into our youth, agriculture and community programs and facilities. A SHOWCASE FOR AGRICULTURE We started 120 years ago as an agriculture society and we’ve never forgotten our ranching and farming roots. Today, Stampede Park provides one of the world’s most unique agricultural showcases, featuring more than 60 diverse programs spread across 100 days. These agricultural activities include education, youth development, sports, entertainment and business events, industry conferences and trade shows. Among the 2006 highlights was 4-H on Parade in early June, one of several 4-H programs we supported and hosted last year. As the largest stand-alone 4-H event in Canada, this three-day showcase drew more than 1,000 young people from across Alberta. In October, Stampede Park hosted the official opening of the Olds College Calgary Campus, launching the city’s newest post-secondary educational institution. In the next few years, Olds College will remodel the historic Weston Bakery building to create an $8-million, 27,000-square-foot facility for 450 students who will study a variety of agricultural, horticultural, environmental and landbased programs. Our partnership with Olds College will help the Stampede strengthen the connection between urban and rural communities and provide greater support to agriculture producers, consumers and the industry as a whole. Corporate investment in our vision for showcasing agriculture and bringing urban and rural communities together increased as several of our partners added to their level of support for programs like Aggie Days, 4-H, International Youth Livestock, Heavy Horse and Beef Cattle. 2006 ORGANIZATIONAL HIGHLIGHTS 2006 ORGANIZATIONAL HIGHLIGHTS WE BUILD OUR COMMUNITY EVERYDAY Our volunteers and employees are busy building our community every day of the year and in 2006 Stampede Park hosted more than 1,300 events, ranging from commerce to education, from entertainment to celebration. • We partnered with members of the Treaty 7 First Nations to host the Stampede’s first-ever Aboriginal Youth Leadership program, which is a vital component to our goal of revitalizing the spirit of the 1912 Indian Village and reinforces and preserves the importance of the Plains Indians culture. • In November we hosted the second annual Western Legacy Awards, recognizing three individuals who exemplify our western values. Eddie Cochlan was honoured for his sustained contribution to the Stavely community, 12-year-old Lindsey Lehr was chosen for her innovative support of the Alzheimer’s Society and Ryan Hodgson received the youth award for his contributions to the agriculture community through 4-H. • We were proud to host His Royal Highness, The Earl of Wessex, on June 4, who came to celebrate and recognize our commitment to youth. Annually we invest well over $1 million into a variety of programs that provide education and development to thousands of young people through programs like Aggie Days, 4-H, The Young Canadians, Stampede Showband and Stampede School. • In June we hosted the largest oil and gas show in the world, the Global Petroleum Show. • Every day we welcome visitors to Calgary’s only not-for-profit casino, a revenue generating facility that supports 173 different community charities as well as the Stampede’s programs and facilities. • In keeping with our values of neighbourliness and commitment to community, the volunteers and employees of the Stampede worked together to build the second of five new homes for Habitat for Humanity. previously received as a Centennial grant, we can now complete phase two expansion of our trade and entertainment complex by the summer of 2009. • The Calgary Exhibition & Stampede and the Calgary Stampede Foundation developed a shared philosophy and approach to fundraising to support our common objective of preserving and promoting western heritage and values. • We added new infield suites and began construction of the Lazy S Club to help meet public demand for the Park’s hosting and networking facilities. Research completed in 2006 confirmed Calgarians expect us to promote and celebrate our western heritage and values. Values like integrity, western hospitality, commitment to community and pride in our great city and province resonate with Calgarians and are seen to contribute to the quality of life in Calgary. These values will be at the heart of and will inform an exciting new expression of our brand in 2007. OUR FINANCES ARE SOLID Revenue in 2006 was $108.6 million, up almost 13 per cent from $96 million in 2005. Net operating income, including annual support from the Government of Alberta was $6.6 million compared to $5.1 million in 2005. These strong results are essential to help fund community programs and development of the Park. As we move forward with our 2020 vision of building a world-class, year-round gathering place, projects will be funded through internally generated revenues and partnerships with individuals, community organizations and the private and public sectors. NEW MOMENTUM FOR OUR VISION Two years ago, we set out a vision for developing Stampede Park into a world-class, year-round gathering place for Calgarians and visitors. We will build a better community, at a time when community building is vitally important to Calgary. In 2006, we reached some significant milestones in developing Stampede Park. • Calgary City Council approved our Land Use application for development of our 193-acre Park, granted a 100-year extension to our lease and agreed to guarantee $140 million of $160 million total debt capacity. This increased our debt capacity by $100 million, which is vital to our development plan for Stampede Park. We would like to express our sincere thank you to each and every one of you who contributed your passion, talents, effort and resources to the Calgary Exhibition & Stampede in 2006. Our organization is fortunate to have a unique combination of volunteers and employees working together to create tremendous economic and social value for our community. As we have reached out to the community, it has reached back and supported us as never before. We have raised the bar yet again and created a tremendous foundation upon which we will build in future years. • On June 7, with great fanfare and the participation of community leaders and partners, we broke ground on construction of our trade and entertainment complex. • In November, we received word that the Government of Alberta will provide an additional $15 million to support the expansion of the Roundup Centre. GOVERNMENT OF ALBERTA The Government of Alberta, through the Alberta Lottery Fund, provides funding support for the Stampede's facilities and programs. We received our annual $10-million operating grant and the second installment of $250,000 in a ten-year agreement that will provide funds to enhance the Calgary Stampede festival. Alberta Agriculture, Food and Rural Development provided an annual operating grant of $100,000 to our agriculture activities. The Agriculture Initiatives Program contributed $40,000 for the Royal Agriculture Society of the Commonwealth conference and $9,000 for our International Agriculture program. Alberta Economic Development supported the new Rural Routes program with a grant of $5,000. (h) Interest Rate Swap: An interest rate swap (“swap”) is utilized to manage interest rate risk on the Stampede’s long-term debt. The Stampede does not enter into financial instruments for trading or speculative purposes and has not undertaken any similar financial transactions to date. The Stampede believes the swap is effective as a hedge, both at inception and over the term of the instrument, as the term to maturity, the (notional) principal amount and the interest rate basis in the instrument all match the terms of the debt instrument being hedged. The swap agreement involves the periodic exchange of payments (without the exchange of the notional principal amount upon which the payments are based), which are recorded as an adjustment of interest expense on the hedged debt instrument. PURPOSE OF THE ORGANIZATION: (k) Comparative Information: The basic purpose of the Calgary Exhibition & Stampede Limited ("the Stampede") is to preserve and promote western heritage and values. The Stampede is incorporated under the Companies Act of Alberta as a not-for-profit organization and is exempt from income taxes under the Canadian Income Tax Act. The directors of the Stampede are elected or appointed volunteers who cannot be paid in any form for their services under its by-laws. The shareholders of the Stampede, who are also volunteers, cannot receive any dividends, nor can the shares appreciate in value. Shares can neither be sold nor held by persons outside of the Province of Alberta nor in the estates of deceased shareholders. 2. 1. The Stampede has a number of defined benefit pension plans as well as a defined contribution pension plan. In 2006, the Stampede made cash payments to its pension plans for employee future benefits amounting to $2.4 million (2005 - $2.1 million). SIGNIFICANT ACCOUNTING POLICIES: The financial statements of the Stampede have been prepared by Management in accordance with Canadian generally accepted accounting principles for not-for-profit organizations. A precise determination of many assets and liabilities is dependent upon future events and consequently, the preparation of periodic financial statements necessarily involves the use of estimates and approximations. Those estimates also affect the disclosure of contingencies at the date of the financial statements and the reported amounts of assets, liabilities, revenues and expenses. Actual results could differ from those estimates. The financial statements have, in Management's opinion, been properly prepared within reasonable limits of materiality and within the framework of the accounting policies summarized below. (a) Certain comparative financial information has been reclassified to conform to the financial statement presentation adopted in 2006. EMPLOYEE FUTURE BENEFITS: (a) Defined Benefit Pension Plans: Actuarial valuations of the Stampede’s defined benefit pension plans were carried out as at September 30, 2005 and were then extrapolated to December 31, 2006. The next actuarial valuation of the Stampede’s defined benefit plans is required to be completed by September 30, 2008. Information concerning the Stampede’s defined benefit pension plans, in aggregate, is as follows: Basis of Presentation: The consolidated financial statements include the accounts of the Stampede, its wholly owned subsidiary, Weadick Properties Limited (“Weadick”) and its 50% interest in Stampede Entertainment Inc. (“SEI”). The basic purpose of Weadick is to acquire lands for future Stampede expansion and development purposes. Weadick is incorporated under the Alberta Business Corporations Act as a not-for-profit organization and is exempt from income taxes under the Canadian Income Tax Act. The basic purpose of SEI is to present various western and Stampede related entertainment during the annual Calgary Stampede festival and throughout the year via television, movies and live performance. SEI is incorporated under the Alberta Business Corporations Act as a for-profit entity and is subject to income taxes under the Canadian Income Tax Act. The Stampede has joint control of SEI. The Stampede also controls the Calgary Stampede Foundation (“the Foundation”), due to its ability to appoint the majority of the board of directors of the Foundation. The Stampede has elected to disclose all pertinent financial information of the Foundation in the notes to these consolidated financial statements and accordingly, the Foundation’s financial accounts have not been consolidated with those of the Stampede. The Foundation has the primary objective of establishing programs for the benefit of young residents of Southern Alberta to advance their knowledge and understanding of the history, heritage, traditions and culture of Alberta. The Foundation is incorporated under the Companies Act of Alberta as a not-for-profit organization and is a registered charity under the Canadian Income Tax Act and accordingly, is not subject to income taxes. The cost of pension benefits earned by employees is actuarially determined using the projected benefit method prorated on service and Management’s best estimate of expected plan investment performance, salary escalation and retirement ages of employees. Plan obligations are discounted using current market interest rates and plan assets are presented at fair value. Actuarial gains (losses) arise from the difference between the actual long-term rate of return and the expected rate of return on plan assets, the difference between actual experience and actuarial assumptions used to determine the accrued benefit obligation, and from changes in actuarial assumptions. The final purchase price of these properties will be determined at the conclusion of the expropriation compensation hearings. The Stampede has initiated design and construction on a number of projects as part of its Park Development Plan. The funds are restricted to expand the Roundup Centre facility and are required to be maintained in a segregated bank account with all interest earned accruing to the capital grant. All unspent funds related to the capital grant are reported as “restricted cash” in the Consolidated Statement of Financial Position. If for any reason the capital grant, including interest earned, is not fully expended by December 31, 2009, the Stampede will be required to return the remaining funds to the Government of Alberta. 7. In order to accommodate its Park Development Plan, the Stampede will fully exit its horse racing operation on December 31, 2007. The results of operations associated with horse racing activities are as follows: 2006 OPERATING REVENUE (a) Construction of the relocated Stampede Casino is estimated to cost $50.3 million and to be open for operation in summer 2008. (b) Construction of the Lazy S Club in the Grandstand facility is estimated to cost $10.5 million and to be open for operation in summer 2007. (c) Infrastructure projects currently include certain electrical and roadway upgrades and total project costs and timing of completion are being determined. (d) Preliminary design costs for Roundup Centre Expansion, which is expected to open for operation in summer 2009, have been approved and total project costs, which will be funded from the Government of Alberta capital grant (see Note 6), are being determined. (e) Preliminary design costs for the new Agriculture Arena Complex have been approved; however, total project costs and timing of completion are currently unknown. 4. Both the racing discretionary grant and the slot revenue supplement will cease at the exit date. BANK INDEBTEDNESS: (a) HORSE RACING: 8. PROVINCIAL GOVERNMENT ASSISTANCE: The Stampede receives funding from the Government of Alberta through the Alberta Lottery Fund as follows: (a) Operating Grant: The Stampede receives annual general purpose funding of $10.0 million in accordance with the terms of a 2005 agreement with the Minister responsible for the Department of Gaming and the Alberta Lottery Fund. The funding is unencumbered, but is subject to the availability of lottery funds in the annual Alberta Lottery Fund Estimates. (b) Stampede Grant: The Stampede receives annual funding of $250,000 in support of the Calgary Stampede festival. The grant, which expires in 2014, is required to be maintained in a segregated bank account together with all interest earned.
