CHALLENGES IN ATTRACTING INVESTMENTS
IN PRIVATE POWER GENERATION
Insufficient infrastructure (roads, transmission lines, etc) to
support mega power projects especially coal & hydro
Difficulties in arranging financing for power projects
Constraints in availability of plant & equipment
Law and order problems
Gas availability on long-term basis to IPPs is not certain
Delayed payments to IPPs
Recessionary wave around the world have adverse impact on IPPs
Non availability of trained and experienced human resource
NEW OPPORTUNITIES FOR PRIVATE INVESTORS

Private Power Projects to meet immediate power shortage.
WHY INVESTMENT IN PAKISTAN POWER SECTOR
IS PROMISING & ATTRACTIVE
Due to growing power demand, there is dire need of power capacity
addition.
Pakistan has successfully attracted investment worth billions of
dollars from private sector for power generation
World renowned power players are already operating in Pakistan.
One-Window facility provided at Federal level by PPIB for projects
above 50 MW.
Federal Government guarantees the performance of the power
purchaser and p
p
provinces.
Federal Government provides protection against political force
Majeure and change in law.
Concessionary import duties and tax free regime for power plants
developed under the Policy.
WHY INVESTMENT IN PAKISTAN POWER SECTOR
IS PROMISING & ATTRACTIVE
168 Million population – only
y 50% have access to electricity
y
Rapidly growing economy
Consistent demand growth of electricity (about 8% per annum)
Simplified Policy and procedures for attracting new investments
(Power Policy 2002) with Generous incentives for private investors
Credible track record of PPIB (One-window facilitator)
Full support of the Regulator for International Competitive Bidding
(ICB) Projects
Transparent and competitive Processing of projects
Major international energy companies already present in Pakistan
CONCLUSION & WAY FORWARD
PPIB has been successful in attracting private investment in power generation
Policies need to be evolved to encourage private sector participation in Power
System infrastructure such a Transmission Lines, Distribution system etc.
