DATA: LOCATION MAP See Sheet 4 EXISTING CONDITIONS This unnamed private street is a part of property within 30391 Silverado Canyon Road. The existing15 feet wide private street crosses the existing property from Silverado Canyon Road to the northerly boundary of the property with access to the Cleveland National Forest. This property presently has one dwelling unit. ANALYSIS Thomas and Angela Smisek are requesting that the existing unnamed private street within their property at 30391 Silverado Canyon Road be adopted by the County as a private street and be named as Smisek Ranch Road. The Smiseks have paid all fees associated with the adoption and naming of this private street. This private street is currently not officially recognized by the County as a street hence neither is the street name of Smisek Ranch Road. However, some departments and agencies such as the U.S. Postal Service, Orange County Fire Authority, OC Sheriffs Department, Orange County of Registrar of Voters, and Thomas Bros. Maps, commonly know this private access as Smisek Ranch Road. The Smiseks are requesting an official acknowledgement, or adoption, of this access as a private street and naming of this street for the purpose of enhancing public safety and emergency response. Also, Page 1 of 4 Attachment D COMMITTEE REPORT OF: July 16, 2009 ITEM C the Smiseks are requesting a variance from the standard addressing system which requires a five digit number for this area. An address number of “1” instead of the normally assigned number of “14781” is requested by them for the same purpose of public safety and emergency responses since both Orange County Fire Authority and OC Sheriffs Department currently recognize the property address as “1 Smisek Ranch Road”. Orange County Fire Authority and OC Sheriffs Department have concurred with assigning either address number of “1” or “14781” to this private street. Addressing is not typically an issue for the Traffic Committee and will be addressed separately by Geomatics Division, although staff have no objection to the single digit numbering. PUBLIC COMMENTS AND INPUTS Mr. Riley Clark, on behalf of the applicant, addressed the Committee. Regarding the property, Mr. Clark indicated there are presently two lots and owner is currently processing a lot line adjustment to align the lot line between the lots onto this road and so it will serve both of the properties in addition to providing access to the Cleveland National Forest. The OC Fire Authority does use this roadway on occasion with the permission from the owner. Mr. Clark indicated they want to use address number of “1” as it appears on the owner’s driver license and voter registration. Mr. Clark indicated Sheriff Department did send a patrol car to Smisek’s property to do a house number check and Sheriff officer did know the street name as Smisek Ranch Road but did not know the number. Due to the house number check, Mr. Clark assumes the address number given during that visit is what was entered into the Sheriff’s system. Another resident also addressed the Committee indicating in support of the street naming which helps to serve as a landmark name which currently is recognized by the community. TRAFFIC COMMITTEE DISCUSSION One of the Committee members had concerns if the property was not going to be subdivided in the future otherwise this may open up to others who have large properties to name their driveways as private streets and changing their address. Another member had concerns with the street numbering from the County’s five digit to the requested single digit; she questioned whether there would be any confusion with the law enforcement emergency response since they are used to the five digit numbering; her concern is what address appears on the screen on the 911 calls and someone responding not familiar with the single digit address. Chairman indicated that if we do recommend the private street naming, it will include that Geomatics confirm that the numbering is acceptable. The Committee unanimously agreed to name the road as Smisek Ranch Road and requested that verification is made to determine that the correct address is shown on the emergency response system. One member added a suggestion that the Board look at adopting a policy statement on setting specifications for perhaps length and size of property for these types of cases. BOARD ACTION NECESSARY TO ENACT THIS RECOMMENDATION 1. Approve this report. 2. By resolution, acknowledge the private street as described in Exhibit “F”, attached, and by this reference made hereof, and name private street as Smisek Ranch Road. 3. Direct that a certified copy of the resolution, attested by the Clerk under seal and Exhibit “F” be forwarded to OC Public Works - Geomatics for recordation.
