Working in close partnership with the athletics department, a location adjacent to Kyle Field has been identified that meets the objective of the grant for a high-impact demonstration site. This project advances the academic, research, environmental stewardship, and community outreach missions of the University. The DRS discussed this project and received assurance that the Athletic Department had considered the potential for glare from the solar panels and was satisfied that the impact would be minimal and acceptable. The DRS recommends approval of the proposal as presented and commended the proposal for not changing the building’s appearance from the ground level. The DRS appreciates the opportunity to review this project. cc: Design Review Sub-Council Members Please see the responses inserted in-line below. -Robert Balog, PhD, PE, Project PI October 29, 2010 October 28, 2010 MEMORANDUM TO: Dr. Karan Watson Interim Executive Vice President and Provost Mr. Tom Taylor Interim Vice President for Administration SUBJECT: Photovoltaic Energy System Demonstration Project at Netum Steed Physiology Research and Conditioning Laboratory The following report is provided to the Council on Built Environment from the Technical Review SubCouncil regarding the above mentioned project. The TRS members were contacted by email and provided the responses below. The committee recommends approval if all concerns indicated below are satisfied. Transportation Services No issues, except to ensure that there is sufficient coordination regarding normal lay down area and contractor parking needs. [RSB] The Athletics Department fully supports the project and has committed to coordinating parking and other works space requirements for the contractor. Procurement Services The only concern is the potential assumption that approval from the Technical Review Subcommittee of the CBE for this system will automatically approve the sole source justification from a procurement perspective. The user will need to ensure that a complete justification for a sole source procurement must be documented, reviewed and approved through the appropriate channels. [RSB] The issue of a sole-source has previously been approved through the TEES Contracts office and the Office of General Council. Further, the contractor was named as a development partner in the proposal to the sponsor. Facilities Services Project oversight and management of the project should be provided by the Engineering, Design, and Construction group within Facilities Services and the normal 5% project management fee should be assessed to the project. It should also be discussed in advance and agreed which department will be paying for ongoing operation and maintenance of the system. [RSB] The Athletics department has agreed to assume responsibility of the ongoing operation and maintenance of the system. The terms of the grant do not allow payment of indirect costs. TEES along with the PI’s Division has waived indirect cost recovery. The project requests that Facilities Services also waive their project management fee for this important campus demonstration project. Utilities & Energy Management UEM has agreed to install a touch screen monitor in Netum Steed to provide a display and interface for the PV system at no cost to the project. UEM personnel should be included in planning meetings and provide input during the planning and design phases of the project to ensure the proper load analysis is performed, metering installed, and provisions made to properly connect to the touch screen monitor. [RSB] The project PI is in contact with Mr. Jim Riley to coordinate. Security and University Police Prior to installation, it will need to be determined if there will be any concern for the patrons of Kyle Field during a football game with regard to light reflection off the panels. [RSB] There is a known preexisting condition of sunlight refection into the upper deck of Kyle Field from the white cylindrical buildings south of the stadium that are part of the McFerrin Athletic Center Indoor Football facility. The panels will be tilted up and oriented to the southsouth east to prevent any glare into the stadium. Although this reduces electrical generation, the project team felt that is a good design trade off. In the unlikely event that there is a glare, the Athletics Department will cover the panels during games with large tarps. EHS The panels need to be attached such that high winds cannot cause them to become missiles. They should be attached to withstand wind speeds similar to those used in the design of the Indoor Track Facility and the panels need to placed so that any glare from reflection on the panels does not shine towards Kyle Field. [RSB] The panels will be tethered to the building with a safety cable to mitigate any potential for “missiles.” Rodney E.
