Enhancing Inter-University Consortium under Indonesian Germany Scholarship Program Andriyono Kilat Adhi SEAMOLEC BACKGROUND The Indonesian Ministry of Education and Culture and the German Government has close co-operation in the field of education and science Since 2011 both parties agree to enhance the cooperation with the implementation of the Indonesian-Germany Scholarship Program (IGSP) funded by Debt Swap for development. The objective of IGSP is to increase the quality of higher educatioin in Indonesia especially human resource development through Debt Swap Program VII. 2 The Government of Germany committed to swap the Indonesian debt up to EUR 18,768,936 for the post graduate scholarship in Germany from 20112015 In 2012 IGSP has granted 14 young lecturer from several Indonesian Universities to obtain PhD Program in German University. Since 2013 the number of PhD scholarship holder has increased steadily – until now reaching 42 PhD candidate The rise in number still need to be improved 3 All 42 scholarship holder will take PhD program in several difference German University Institut Teknologi Bandung, Universitas Indonesia, Institut Pertanian Bogor, Universitas Gadjah Mada, Universitas Syiah Kuala Aceh, Universitas Hasanuddin, Universitas Tanjungpura, Universitas Padjajaran, Universitas Jenderal Soedirman, Universitas Lambung Mangkurat, Institut Seni Indonesia Yogyakarta, Universitas Diponegoro, Universitas Brawijaya, Universitas Islam Indonesia Yogyakarta, Universitas Kristen Duta Wacana Solo, Universitas Paramadina, Universitas Katolik Atma Jaya Jakarta, Swiss-German University Tangerang, Universitas 17 Agustus 1945 Cirebon, Universitas Widyatama, and Universitas Internasional Batam 4 The next join selection committee of IGSP scholarship program will be held 18-19 November 2013 in Jakarta to increase the number of PhD candidate, the Indonesian Ministry of Education and Culture has also developed Fast Track Scholarship program for young scientist with excellent performance to fulfill the objective of IGSP The outstanding potential candidate from several study program and university will accomplished the undergraduate and magister program only for 5 years. 5 Another important program to enhance the research capacity building, the ad-hoc committee of IGSP established new scheme proposed for the second batch of IGSP, through strengthening linkages between Indonesian and German academic institutions One of the proposed Consortium is Inter-University Consortium for Global Health, here in Gajah Mada University. 6 Program Developed by Ad-hoc Committee of IGSP Human Resource Development for Magister and PhD Program for 2000 candidate (Capacity building for University lecturer and assistant lecturer) in 10 years. This Magister and PhD program will be held in Germany as the second phase of IGSP in the scheme of Debt Swap for Development between Indonesia and Germany. . 7 Enhancing the research capacity building in Indonesian University. The program will invite 100 Professor and Associate Professor from German University to Indonesia The co-operation between scientist and Professor as well as Associate Professor from both country should conduct and develop new research topic and agenda. Establish research laboratory in 10 universities in Indonesia as manifest of synergy between faculty and professor from both country.
