Job description Designation: Tri-borough Corporate Services Programme Manager Job grade: Position Number(s) : N/A Department: FCS Section or Service : Transformation Organisation Development & Responsible to (designation): the role is responsible for the overall delivery of the programme to the Corporate Services Programme Sponsor, Mike More. The role is also responsible for delivery of specific functional workstreams to each respective Executive Director Lead (Executive Directors of Finance and BiBorough Transport & Technical Services) and through matrix working line management by the Director OD & Transformation. Employees directly supervised (if any): Responsible for leading a core programme team of five comprising a Business Change Lead, two part-time Business Change Consultants, a Transformation Analyst and a Programme Support Officer. Responsibilities are discharged through influence at senior levels; matrix working with departmental Business Leads/Directors, and other programme/project managers of related programmes (e.g. Managed Services (Athena), ICT Procurement, Total FM, ICT Integration). Financial Impact: Will directly manage any investment agreed for the programme. 1. Job Purpose: Manage the overall delivery of a large-scale transformation programme to implement combined working arrangements and shared services across Tri-Borough Corporate Services functions in line with the programme vision and objectives. This also includes the management of dependencies with other related programmes that form important enablers to the delivery of the programme’s vision, e.g. Managed Services (Athena), Total FM and ICT Procurement. 2. Description of duties: • • • • • • • • Leading a core programme team of Business Change Consultants in supporting corporate services Directors develop and implement target operating models following the approved Business Change approach. Managing the communications with all stakeholders for the programme at all levels including up to board level. Planning and designing the programme and proactively monitoring its overall progress, resolving issues, managing risks and initiating corrective action as appropriate. Managing both the dependencies and the interfaces between projects. To establish a strong working relationship with the Tri-Borough PMO and other programme managers as demanded by the interdependencies between the Tri-Borough Corporate Services and related programmes . Producing Project Initiation Documents for new projects and taking a lead role in facilitating the initiation of new projects. Ensuring that the delivery of each project is to the appropriate levels of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements. Defining and managing the programme governance structure and status reporting channels (e.g. Leaders Group, Members’ Steering Group, Programme Board). Quality assurance and managing the overall integrity of the programme - focusing inwardly on the internal consistency of the programme and outwardly on its coherence with other programmes delivering combined working arrangements across the three boroughs. Facilitating the appointment of individuals to the project delivery teams. Managing third party contributions and costs to the programme. Extensive knowledge of programme management and project management methodologies. Proven experience of working in a complex, political, multiple organisation environment.
