REQUEST FOR STATEMENTS OF QUALIFICATION (SOQ)
FOR
DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES
FOR EXPANSION OF THE
EUGENE McCRAY & HANDLEY-MEADOWBROOK
COMMUNITY CENTERS
The City of Fort Worth invites the submittal Statements of Qualifications (SOQs) from
qualified firms interested in providing architectural design services in connection with the
expansion of the Eugene McCray and the Handley-Meadowbrook Community Centers.
The City of Fort Worth plans to expand the Eugene McCray Community Center and the
Handley-Meadowbrook Community Center. The expanded program is anticipated to
include new fitness areas, showers, demonstration kitchens, storage and expanding
parking but will be further defined.
The selected firm will provide services including developing the program, estimating
budgets, supporting public meetings, full architectural and engineering design. The City
intends to request competitive bids from qualified general contractors who will perform
the construction according to the plans and specifications proposed by the qualified firm
chosen pursuant to this RFQ. The combined construction budget is estimated at
$1,400,000.
Statements of Qualification must be prepared in seven (7) copies using a cover letter
and Standard Form 330 (Architect-Engineer Qualification); other formats will not be
accepted. The SOQ is limited to 32 pages maximum total. The submittal should
include information showing:

Firm and Project Manager’s experience with fitness/recreation type projects
Firm and Project Manager’s experience with expansion/addition/renovation
projects
Experience working with the City of Fort Worth or other local municipalities
Strategies for maintaining project budgets
Accurate cost estimating and understanding of current local construction
Sub-consultants experience with fitness/recreation type projects
Sub-consultants experience expansion/addition/renovation projects
Client references with names, titles, telephone numbers, project names, and
other pertinent data
The seven (7) copies of the SOQs must be received by the Architectural Services
Manager, Facilities Management Division, Property Management Department, City of
Fort Worth located at 401 West 13th Street, Fort Worth, Texas 76102. The SOQs must
be received not later than 5:00 PM on Thursday, August 13, 2015.
A selection committee consisting of representatives of the Community Center Staff,
Parks and Community Services, and Property Management Department will evaluate the
SOQs. The recommendation of the selection committee will be presented to the Mayor
and City Council for action.
The City of Fort Worth has a policy to ensure the full and equitable participation of Small
Business Enterprises (SBE) firms on contracts of $50,000 or more. The SBE firms must
be currently certified by the North Central Texas Regional Certification Agency

(NCTRCA) and must be located in the six (6)-county geographic marketplace of Tarrant,
Dallas, Denton, Johnson, Parker and Wise. The SBE goal for this project is 19%. To
