Background 1.1.1 Defence requires up to date records of the estate. Updates are to be provided in a form that allows upload of data to the Defence Estate Information System (DEIS), currently Interim Business Intelligence System (IBIS). The Estate Data Tool is a template for providing data records in the prescribed format for updating to IBIS. 1.1.2 This document has been prepared by Directorate of Estate Planning and Upkeep in collaboration with Directorate of Data and Information Governance, in Defence Support Operations, to provide information on the structure and operation of the Estate Data Tool. 1.1.3 The Estate Data Tool is an excel spreadsheet used for providing data to describe items on the Defence Estate including Properties, Buildings, Land Spaces, Infrastructure and Equipment. It can be used for providing details on new items and for modifying existing items. The tool is provided by DSRG to facilitate the provision of Defence estate data from various sources including Capital Works projects, Estate Works projects, consultancies and other data updates in a format for loading into IBIS. 1.1.4 IBIS is structured to record estate information according to the estate classifications and applicable attributes as defined in the Defence Estate Data Dictionary, more commonly known as the Estate Register Information Model (ERIM). Accordingly descriptions of all new items on the estate and updates to existing items must comply with the data structure in the ERIM and is supplied through the Estate Data Tool. 1.1.5 Table 1 provides references to relevant instructions and tools on the Defence Estate Quality Management System website (DEQMS) for the key processes for creating and updating Defence estate information. Estate Data Structure 2.1 Estate Register Information Model 2.1.1 The Estate Register Information Model (ERIM) defines a classification model for categorising all elements on the Defence Estate. Estate Class is used to identify the required attributes for the item and its technical and regulatory requirements. Each attribute has an attribute identifier. In many cases, data entry is controlled by a Value List that specifies the range of valid entries for that attribute. 2.1.2 The Estate Data Tool provides the ability to update attributes of an item. The applicability of attributes is determined by Estate Class and the specific record to be updated is identified by its unique Estate Identifier. 2.2 Estate Classifications 2.2.1 All items on the Defence estate are classified by Estate Class in a four level classification model. Estate Classes are derived from applicable legislation and Defence requirements for classifying military training facilities, training ranges and target equipment. 2.2.2 Classifications have been applied to existing Defence Estate data, covering the following first level estate classes (Estate Class 1). 2.2.3 Property Land Space Building Level Space Infrastructure System Infrastructure Equipment System Equipment Hazard Estate Class 2, Estate Class 3 and Estate Class 4 classifications indicate the hierarchy within the overall estate class system. In total there are over 1000 Estate Classes, each with a unique Estate Class Identifier (Estate Class Id) that typically comprises four parts according to a four-level Estate Class hierarchy. Examples of estate classes are shown in Table 2. Each attribute has a unique 4-digit attribute identifier for referencing purposes. 2.2.5 Many attributes are common such as 1020 Asset Name and 1012 Physical Parent (location) for all Estate Classes. Others attributes are more specific to relevant Estate Classes only. By example 2025 Height applies to buildings, flagpoles and masts estate classes. In many cases, attributes are controlled by allowable values from a pick list. 2.2.6 More information on the ERIM is provided at the Estate Information page of the Defence Estate Quality Management System (DEQMS) site at www.defence.gov.au/estatemanagement/lifecycle/EstateUpkeep/EstateInformation.asp. 2.3 Data Relationships 2.3.1 Defence estate data uses two methods for defining the relationships between items on the estate. Physical relationships that define the physical location of the item and functional relationships that define links between items and a common functional outcome for a system or facility. 2.3.2 These relationships shown at figure 1 are a key element to ensuring integrity in the estate data using the Estate Data Tool. This enables the item to be physically located in the Defence estate database. Only those estate classes that contribute to a common functional system or facility have the 1011 Functional Parent and 1013 Functional Parent Type attributes. 2.3.4 The diagram at Attachment A shows the linkages between records for an example item of Equipment located in a Building and, within the building, on a known Level and a known Space, that operates within an Equipment System located in the same Building. Where an Equipment item is located in a Building, but the Level and/or Space location is not known, the Equipment’s Physical Parent would be the Building. If the Equipment System in which the Equipment operates is located across multiple buildings or is not in a building, the Physical Parent of the Equipment System may be the Property. These relationships also apply for Infrastructure, Infrastructure System and Land Space items. 3 2.3.5 Maintaining the relationship between the physical and functional records is vital to the integrity of the data supplied through the Estate Data Tool. Physical Relationship 2.3.6 The physical relationship represents the location of a child item on the estate. Attribute 1014 Physical Parent Type is populated with the Estate Class 1 descriptor of the physical parent and attribute 1012 Physical Parent is populated with the Estate Identifier of the parent location for the item. 2.3.7 Every item on the Defence estate must have a physical parent, to ensure its location is known. Data records without a physical parent cannot be located or managed. Figure 2 shows how the Physical Relationship is defined in the Estate Data Tool. Buildings tab is shown, same for all tabs. 2.3.8 Attachment B provides more detailed examples of the Physical Parent Types expected for selected Estate Classes. The ERIM describes these relationships for all estate classes, on the Estate Classes tab. Functional Relationships 2.3.9 The functional relationship shows the link between an item and a common functional parent, such as a system or facility. Functional systems are used to define a grouping of items that together deliver a common function. Attribute 1013 Functional Parent Type is populated with the Estate Class 1 descriptor of the function parent. Attribute 1011 Functional Parent is populated with the Estate Id of the parent functional system/facility. 2.3.10 Figure 3 shows how this relationship is shown on the Estate Data tool, using the example of an Equipment Item (Equipment-Visual Aid-Airfield Lighting Circuit) as part of an Equipment System-Airfield Lighting as its functional parent. Only selected Equipments, Equipment Systems and Infrastructure items perform within a common functional system or facility. The ERIM identifies those Estate Classes for which there is a mandatory requirement for a functional parent. This is to ensure the data supports appropriate functional representation of the estate and to provide the link to the maintenance requirements specified for the functional parent and all of its child items. 2.3.12 Attachment C shows the expected relationship between functional parent estate classes and child estate classes as defined in the ERIM. Also shown are those child Estate Classes that require a corresponding functional parent. By example for ES.Hy.CW Equipment System – Hydraulic – Cold Water, a cold water pump E.Hy.01.05 : Equipment – Hydraulic – Delivery – Pump must have a functional parent Equipment System ES.Hy.CW. This means that every instances of E.Hy.01.05 is expected to have a corresponding functional parent. Hazards 2.3.13 Hazard records include Physical Parent to show the primary source of the Hazard. Attribute 7510 Impacted Estate is used to show links between the Hazard and other items on the Defence Estate affected by the Hazard. Associated Asset Id’s 2.3.14 Attribute 7700 Associated Asset Id’s provides another opportunity to link an item on the estate with other items on the estate where required. Attribute 7700 allows for multiple entry of the unique Estate Id (attribute 1035) of the items being linked. 3. Business Context 3.1 Roles 3.1.1 There are a number of estate information scenarios where the Estate Data Tool is utilised, primarily the creation of new records and updating existing records. Each are described in the following section. 3.1.2 Roles used to describe the scenarios are: Supplier – the agency supplying the new data, whether for new records or updates to existing records. The Supplier includes Estate Works projects - PDS or contractor/sub-contractor; Capital Facilities & Infrastructure projects - CFI staff, PMCA, HC, MC, Designer, Constructor or Sub-contractor; Operational Updates – EMOS and other Base Services providers; Estate Planning – EP staff or consultants; Engineering and Environment Policy - EE staff , EFS staff, or consultants; Estate Data Quality & Assurance – EMOS, Region EFS Staff; Estate Appraisal – conducted by EMOS; and Property Services Contractor Directorate of Data & Information Governance in DSO – the agency that issues and approves new Estate Identifiers for use in IBIS and other Defence Estate Information Systems and approves new estate items on the IBIS database; 5 3.1.3 EMOS – under the Estate Information Management function in Management Integration & Coordination, the EMOS is required to maintain up to date estate information. This includes the assessment, validation and de-confliction of new and updated data and the upload of data into the Defence Estate Information Systems (IBIS, Objective and NSIMS); and Directorate of Estate Planning and Upkeep in DSO – responsible for approving updates to estate information on IBIS as submitted by the EMOS, originating from the Suppliers. Figure 4 shows the actions, tools and responsibilities for creation of new records for items on the estate and updating existing records. The Estate Id is attribute no. 1035 in the Defence Estate Data Dictionary. The Estate Id is manually determined to ensure integration with existing numbering conventions in place for the particular Defence Property. 3.2.2 The process for requesting an Estate Identifier is provided from the New Estate Record link on the Estate Information page on DEQMS. It uses the Estate Id Form. The primary detail is the Estate Class 1 of the item (eg Building, Infrastructure, Equipment) and for buildings, land spaces and infrastructure items, the Site location within the property where the new items is to be located. This may require contact with local EMOS or DSRG staff to determine. Detailed instruction for the Request Estate Identifier Form is provided at Attachment D. 3.2.3 The form is to be submitted to the DSO Directorate of Data and Information Governance (email dsrg-dso.ddig@defence.gov.au), who will respond with the next available unique identifiers appropriate for the property, site and estate class in question. 3.2.4 DDIG will then allocate all issued unique Estate Identifiers in IBIS, preventing duplicate numbers being created. All subsequent updates must quote the DDIG issued unique Estate Id. Further details are required for the record to be displayed in the estate register. 6 3.2.5 The Supplier is advised of the new Estate Id’s for use in all project related reference material and subsequent updates to Estate data. The Estate Id Form is returned with the Estate Id’s populated. 3.3 New Estate Items – Create New Estate Record on IBIS 3.3.1 The process for establishing an estate record for a new estate element on the Defence Estate is provided from the New Estate Record link on the Estate Information page on DEQMS. This process can occur at various stages in a project lifecycle. 3.3.2 Early in the project lifecycle, there may only be limited information about the item for creation of a shell (or incomplete) record with only the minimum mandatory Estate Record fields populated. Early establishment of shell records provides opportunity for longer lead times for assuring greater accuracy and assessment of in-service requirements. Shell records can be created using the Estate Data Tool, populating the mandatory Estate Id column and the set of New Record columns. The Estate Data Tool can only cover data for one Region per file, due to EMOS footprints. 7 3.4 Update Existing Estate Record on IBIS 3.4.1 Later in the project lifecycle or during the “operate and maintain” phase, as additional information on the estate item becomes available, the supplier is able populate more attributes on the Estate Data Tool. The additional detail may include the following: 3.4.2 Updates to existing estate data are generated by a variety of activity on the estate including: 3.4.3 refine the allocation of estate class; technical specifications (capacity, materials, function); more accurate location or links to other records – physical or functional parents; the role of the item in a functional system (equipment system or infrastructure system); or warranty details. Adding to an initial shell record during a project lifecycle; Finalising details of estate elements as part of project commissioning; Correcting data quality issues such as invalid data and missing attributes; Applying changes to data rules; Disposing and decommissioning of items on the estate by changing status; Operational updates in the life of the item; Hazard management activity; Allocation of building spaces and occupancy; Estate appraisal updates; Fire safety survey updates; Land management reports; Leasing updates; Assets first found; and Updates arising from consultancies and other studies. The data updates are to be recorded on the Estate Data Tool, which is to be sent to the relevant EMOS for loading into IBIS. Request IBIS Extract Data 3.4.4 Extracts of Estate data can be provided in Estate Data Tool format. Requests for these extracts are to be prepared using the Request IBIS Estate Data Form to define the scale and extent of data to be included. Attachment E provides instruction for completing this request form. 3.4.5 Requests are to be submitted to the relevant EMOS, who will run the report from IBIS. As an interim process, the request is to be sent to Directorate of Estate Planning & Upkeep email DSRG-DSO.DEPU@defence.gov.au. 3.4.6 The resultant data will be extracted into the Estate Data Tool template and sent to the requestor. 8 3.4.7 Figure 5 shows an example for the Fire Station at HMAS Cerberus. Request IBIS Estate Data Form For building 0066/A0007 at property 0066 (HMAS Cerberus) Estate Data Tool returned, populated with existing data Figure 5 Pre-populated Estate Data Tool Update Extracted Data 3.4.8 Updates can be directly entered into the Estate Data Tool, subject to the controls in the tool, described in the following sections. 3.4.9 Where the mandatory Estate Id column is populated, the corresponding record will be updated to IBIS. Empty cells will not be updated. Populated cells will be updated. The update is to Overwrite the previous contents of the field in the database with the contents of the cell in the Estate Data Tool. This is illustrated at Figure 6 below using a comparison with Figure 5. Previous contents are retained as history, but are not directly visible from the standard IBIS interface. If no change to existing content, no update is made. Emptying a previously populated attribute will empty the contents of that attribute (contents become null). As above, but in order to preserve visibility of previous comments/history, updates should be appended at the end of the existing contents, commencing with the date. For example: If existing content is 29/2/12 Old comments Update should be 29/2/12 Old comments, 31/4/15 New comments These are groups of attributes where the attributes relate to each other. Updates to these attribute groups must update ALL applicable details as the update is an overwrite of the previous content. For example: If a Building has existing Defence Group records, the update is to include all applicable Defence Groups, current and updated, which may be more, fewer or the same number of Defence Group Records. These are also groups of attributes where the attributes relate to each other, but they relate to inspections. Update to these attribute groups must record all applicable inspections since the previous update, so that the latest inspections and inspection types are recorded as the most recent contents for these attributes. Compliance reporting in IBIS will provide visibility of previous inspection records. Table 3: Data update notes 3.4.11 The Estate Data Tool can only cover data for one Region per file, due to regional nature of the EMOS role. 3.4.12 Once an update is complete, it is to be sent to the relevant EMOS for validation and eventual upload to IBIS. 10 4. Using The Estate Data Tool 4.1.1 The Estate Data tool template is available from the Estate Information page on DEQMS. To assist navigation between tabs, the Home tab provides a quick linking diagram to enable jumping between tabs as shown at Figure 7. The columns represent attributes (fields) in the Defence Estate database as prescribed by the ERIM. The header rows describe each attribute, using the attribute naming and numbering convention defined in the ERIM. The purpose and method for data entry is provided for each attribute. Details of all attributes in ERIM are provided on the ERIM Attributes tab. 12 4.4.2 The rows represent records in the Defence Estate data tables. The Estate Data Tool template includes a row for every Estate Class in the ERIM, distributed according to the family of estate classes for the tab. For example the Buildings tab includes all 94 building Estate Classes and the Eq.Hydraulic tab includes all 33 Hydraulic Equipment estate classes. 4.5 Attributes 4.5.1 The attributes are clustered together according to when they are most likely to be initially populated. Data updates and data quality initiatives may result in any attribute being updated, independent of the column sequences in the Estate Data Tool. Mandatory Attribute 4.5.2 There is one mandatory attribute 1035 Unique Estate Id. Only those rows where the mandatory column 1035 Unique Estate Id is populated with an Estate Id known to IBIS will be loaded. Estate Id’s known to IBIS are those already existing in IBIS plus new Estate Id’s issued through the Estate Identifiers process as defined on the New Estate Record page on DEQMS. “New Record” Attributes 4.5.3 The group of 8 attributes on the Estate Data Tool to be populated for establishing shell records in IBIS. “Commissioning” Attributes 4.5.4 The group of attributes on the Estate Data Tool to be populated/updated by the Supplier at the latest as part of commissioning, handover and takeover phase of the project. These attributes typically relate to operating conditions and technical specification of the item. These attributes can be provided at any time prior to commissioning in accordance with the project plan for delivery of estate information. “In Service” Attributes 4.5.5 The group of attributes on the Estate Data Tool to be maintained by the EMOS or DSO relating to Estate Upkeep and other operations and maintenance services under the EMOS contract, including maintenance levels, Estate Appraisal and performance targets. The Supplier may be able to provide this information and should do where possible. EMOS/DSO are responsible for ensuring these attributes are populated. For example some of the Estate Appraisal attributes relating to criticality and target performance standards can be populated by Suppliers. “When Applicable” Attributes 4.5.6 The group of attributes on the Estate Data Tool to be provided by either the Supplier or EMOS as appropriate. These attributes may not need to be populated as part of the commissioning process, but may be required for in-service operation and maintenance purposes. They include leasing, decommissioning, heritage and Government Furnished Equipment details that are applicable only when the circumstances for the item require it. 13 4.6 Not Applicable Attributes 4.6.1 Not all attributes are applicable for all Estate Classes and do not all need to be populated at once. Where the cell shows “n/a”, that attribute is not applicable for that Estate Class and cannot be updated. 4.7 Pre-populated Attributes 4.7.1 Where the cell is coloured it is applicable to the Estate Class. Some cells are prepopulated where the result can be predicted from other aspects of the data rules. A prepopulated cell can be overwritten with more accurate information as required. 4.8 Attribute Formats 4.8.1 For compliance with the ERIM and to assist the quality of estate data updates, the Estate Data Tool applies various controls on the columns in the spreadsheet according to the formatting requirements of each attribute. List Format 4.8.2 These attributes are restricted to a list of allowable values. The Estate Data Tool applies the allowed values list in accordance with the ERIM. Details of all Value Lists including instruction on when to use which value are provided on the ERIM Value Lists tab. Text Format 4.8.3 These attributes are populated with free text, with a maximum length of 255 characters unless specified otherwise. Date Format 4.8.4 These attributes are populated in date format, in YYYYMMDD format. Numeric Format 4.8.5 These attributes are populated with numbers only. The unit of measure is given in the attribute description. For example attribute 1210 Remaining Life is in years and attribute 2055 Maximum Load Rating is in tonnes. 4.9 Attribute Controls 4.9.1 In accordance with the ERIM, most attributes allow only one entry per attribute, however some attributes allow multiple entries. There are also attributes that relate to each other in a group. These scenarios are supported in the Estate Data Tool as follows. Single Attributes 4.9.2 One instance of the attribute applies to each item on the estate. Eg estate id, asset name, physical parent. Data is entered directly into the cell in Excel. Multiple Attributes 4.9.3 There can be multiple instances of an attribute. Eg Training Purpose, External Wall Material, Floor Finish. Data is entered by double clicking in the cell. For text attributes, this opens a dialogue box similar to the example at Figure 8. Enter text at “Enter Attribute and press Enter:” section. Choosing Enter will transfer the entered text to the “Entered Attributes” section. Choose Submit to apply the multiple entries to the cell. 14 Figure 8 Data Entry For Multiple Text Attributes 4.9.4 For list attributes, double clicking in the cell will produce a dialogue box enabling multiple selection of the allowed value from the value list relevant to the attribute. Figure 9 shows an example for attribute 3160 External Wall Material Figure 9 Data Entry For Multiple Value List Attributes 4.9.5 On choosing Submit, the cell is populated using formatting that allows the import process to recognise the data as multiple instances of the attribute. Grouped Attributes 4.9.6 There are instances where a group of attributes relate to each other. That is, the attributes apply as a group and all attributes are to be populated together. Details of the makeup and application of these groups of attributes are provided at Attachment E Grouped Attributes and are summarised at Table 5 below. 4.9.7 Attribute groups in the Estate Data Tool are: Attribute Group Description Warranty Details A group of 7 attributes (DLP/warranty start and end date, contractor name, phone, email, contract terms and comments) that together define the DLP/warranty terms. Updates are to record all applicable DLP/warranty details (up to a maximum of 10 records). Defence Group A group of 3 attributes to identify each Defence Group Division - Branch (s) that occupies or has primary use of the Building. Updates are to record all applicable occupants for the building. 15 Attribute Group Description Asbestos Containing Materials Description of the status of Asbestos Containing Materials only applicable to A.14 ACM in accordance with requirements for Asbestos Hazard Incident Records. Updates are to provide details of inspections made since the previous update. Airfield Lighting Circuit Details A group of 13 attributes that describe each light type for an Airfield Lighting Circuit including function, light type, qty as described in Airfield Ground Lighting Configuration Manuals. Updates are to record ALL light types (up to a maximum of 10 records). Pavement Layer Details A group of 4 attributes for describing each layer of an Airfield Pavement including Layer Number, Material, Thickness and Strength. Updates are to record ALL applicable pavement layers (up to a maximum of 10 records). Hazard Details 12 attributes for describing each risk associated with the Hazard. Updates are to record ALL applicable risks associated with the Hazard (up to a maximum of 10 records). Registrable Plant Crane & Hoist Inspection Details of each Crane/Hoist Registrable Plant Inspection type and date for estate classes applicable for Registrable Plant. Updates are to provide details of inspections made since the previous update. Registrable Plant Pressure Vessel Inspection Details of each Pressure Vessel Registrable Plant Inspection - type and date for estate classes applicable for Registrable Plant. Updates are to provide details of inspections made since the previous update. Registrable Plant Vertical Details of each Vertical Transportation Registrable Plant Transportation Inspection Inspection - type and date for estate classes applicable for Registrable Plant. Updates are to provide details of inspections made since the previous update. Registrable Plant Registration Pair of attributes of Registration Number and Expiry Date in accordance with Registrable Plant requirements. Updates are to record the current RP registration details. This opens a dialogue box to enable entry of the group of attributes as row 1 for the first group, row 2 for the second group, etc as shown in Figure 10 below for the Documents group of attributes. Choosing “Please Click here to update value/s”, then opens another window for entry of the details. 16 Entering data for Grouped Attribute 4.9.9 For the Document group of attributes, the data entered is entered by double clicking on the relevant cell. This opens a data entry window as shown at figure 10 below. The window allows for entry of multiple rows of data. In the example below for the Warranty Details group of attributes, row 1 would be the first warranty and row 2 would be the second warranty, row 3, the third warranty and so on, up to a maximum of ten rows. This allows for entry of multiple groups as required including multiple risks for hazards, multiple inspections for Registrable Plant and multiple airfield lights for an Airfield Lighting Circuit. Row 1 – first warranty, Row 2 - second warranty, etc Sample data Figure 10 Data Entry for Grouped Attributes 4.10 General Notes Adding Rows 4.10.1 The template provides one row for every Estate Class. To update data on multiple items with the same Estate Class, choose the “Right click to insert/delete record” as shown in figure 11 below and then choose Estate Record – Insert New Row”. This function works anywhere from row 9 and below in each tab in the spreadsheet. Figure 11 Insert new records 17 Removing Rows 4.10.2 To delete rows, choose the “Right click to insert/delete record” as shown in fig 6 above and then choose “Estate Record – Delete Selected Row/s” as shows in figure 12 below. This function works anywhere from row 9 and below in each tab in the spreadsheet. 4.10.3 To delete multiple rows, select a range of cells in column G (the column containing the “Right click to insert/delete record” instruction), then right click and choose “Estate Record – Delete Selected Row/s”. Figure 12 Inserting or Deleting records Attribute 1340 External Identifier (Equipment Items) 4.10.4 For equipment items, a local identifier can be used to provide a trace back to information systems in use by the supplier of the data, eg the architects room number or the EMOS’s barcode on an equipment. The local identifier can also be used to show the parent child relationship between new estate elements such as equipment systems and equipments, by recording the local identifier for the equipment system in the parent id column for the equipment. Change Estate Class 4.10.5 To change Estate Class or to more accurately define Estate Class, the relevant Estate Class row should be populated with the Estate Id. No other columns need to be populated, but for data quality purposes, the opportunity should be taken to update other fields. Do Not Change Structure of the Estate Data Tool 4.10.6 It is very important that no changes are made to the structure of the Estate Data Tool to preserve compliance with the Estate Register Information Model rules. The macro that produces the Information Deliverable Specification (IDS) for loading to IBIS, relies on the data structure as provided in the Estate Data Tool. Changes made to the structure may results in rejection of the data in the upload process. 4.10.7 Rows from row 9 onwards may be removed without effect can be removed by right clicking on the specific/group of rows and then selecting the delete option. 18 4.11 Quality Checks Empty Rows 4.11.1 All empty rows are ignored in the import process. All rows where the mandatory attribute 1035 Unique Estate Identifier is not populated are also ignored. Empty Cells 4.11.2 The Estate Data Tool ignores cells that are blank, that is the attribute in the database is not updated, nor it is overwritten with Null. 4.11.3 Superfluous (empty) rows can remain, if attribute 1035 is left blank the whole row is ignored in the upload process. The empty row between each Estate Class is treated in the same manner and can also be ignored. It may however be easier to navigate throughout the many tabs in the Estate Data Tool if superfluous rows and/or tabs are removed. 4.11.4 To delete multiple rows, select a range of cells in column G (the column containing the “Right click to insert/delete record” instruction), then right click and choose “Estate Record – Delete Selected Row/s”. Estate Identifiers 4.11.5 The Estate Identifiers for all items referenced in the data update must be known and quoted in the data update on the Estate Data Tool. Newly issued Estate Ids issued by DDIG (refer New Estate Items - Unique Estate Identifier section in this document) may be utilised, provided they are used for Estate Classes for which they were issued. A new Building Id that is yet to be utilised can only be used for Buildings, not for any other Estate Class. Physical Parent 4.11.6 For new records, where only the Estate Id has been issued, the Estate Id for the physical parent must be provided to enable the record to appear in IBIS. The physical parent details don’t need to be updated or provided on each update, but they do need to be provided at least once. Functional Parent 4.11.7 Where an items is part of a functional system or facility, the functional parent details, attribute 1011 Functional Parent Estate Id and attribute 1013 Functional Parent Type need to be provided. These attributes don’t need to be provided every time, but they need to be provided at least once to link the records as appropriate. Expected relationships in the data are provided in the Attachments to this document. Populated Cells 4.11.8 Rows where the mandatory 1035 Estate Identifier column is populated are the subject of the upload process. Other cells populated in these rows will be used to update the respective attribute(s) in IBIS. Attachment Documents 4.11.9 Documents that relate to estate items, must first be loaded to the relevant location based folder in Objective to obtain an Objective Reference number. The Objective Reference number is to be quoted on the Estate Data Tool as part of the Attachment Documents group 19 Disposal of Old or Redundant Estate Items 4.11.10 Where the estate update activity (project, consultancy, data cleanup) results in current records becoming redundant such as replacement of equipment or removal of Space records for a building refurbishment, the now old records need to be updated. The following data updates should be considered for redundant records. Attribute 1115 Asset Status is changed to Disposed or for Equipment that may be reused 1115 Asset Status, Not In Use. Attribute 1120 Ownership Lifecycle is changed to Disposed or Planned Disposal or for Equipment that may be re-used, Inactive. Attribute 1125 Data Current Status Commenced is changed to date of update (today). 4.12 Send To EMOS 4.12.1 Once the required data is entered into the Estate Data Tool, it is to be forwarded to the relevant EMOS. Information management personnel will check the new data for validity against existing data and will load it to their own estate data information system. The EMOS will run the macro contained within the Estate Data Tool spreadsheet, to create the Information Deliverable Specification (IDS) data file for loading to IBIS. 4.12.2 The EMOS will then undertake a validity check. This is to check that appropriate linkages between the data records have been made (see data relationships), to check if the records are currently being updated by others and to check for compliance with the ERIM. Data updates that fail these checks will be returned to the Supplier for rectification. The EMOS is expected to resolve issues around simultaneous updates though as the Supplier may not be in a position to resolve them. 4.12.3 The EMOS will run the Estate Data Tool macro that converts the data into the required format for loading to IBIS. The macro produces the Estate Master Data Modified IDS.ALL.50.01. The EMOS will load the updated data to their own system and to IBIS. 4.12.4 IBIS will send notifications to the Estate Master Data approval authority, which is the Estate Planning & Upkeep Product & Service Manager for approval to release to the update to the production database on IBIS.
