Ms. Glatt Simhi noted that the construction of the Red Line, the first line of the Program, is to start this August. Ms. Glatt Simhi emphasized the importance of this strategic Tender which is for the whole Program. The Red Line Mr. Tony Burchell, Red Line Project Manager, noted the importance of mass transport system. Mr. Burchell described the Red Line including its route and the expected schedule. 1 No. Description Mr. Burchell presented the contracts, schedule, progress, typical station layout and the organization structure for the Red Line as shown in the presentation. Mr. Burchell noted that the risks of the project are managed by NTA. Risk analysis are presented to the senior management on regular bases and are mitigated. Mr. Burchell emphasized the importance of safety in the Program. It was noted that safety is everyone’s responsibility. 3. 4. 5. #XXXX NTA’s Quality Management System Ms. Cheryl Hebner, Red Line Quality Manager, reviewed the quality document hierarchy as shown in the presentation. It was noted that there are approximately 300 quality related documents which have been uploaded to the FTP Server and are available to those Bidders who purchased the Tender Documents. It was noted that these documents consist of 80% of the core documents which are to be completed. The Network of Lines Mr. Yosi Azulay, Yellow Line Manager, presented the Program. The Program consists of 8 lines, 5 of which are LRT and 3 of which are BRT. Mr. Azulay mentioned that the lines are located in different municipalities, which make the process for receiving design permits from numerous municipalities complex. Scope of Services Ms. Gali Glatt Simhi, VP QA, Information systems & Environmental safety, noted that the Program is not solely engineering project. The focus of such Program is about the cities and the people. This is relevant also during the construction works which affect many people. The sustainability is NTA’s responsibility. Ms. Glatt Simhi reviewed the Program's aims as shown in the presentation. Ms. Glatt Simhi emphasized that the role of the Consultant in this Tender is to be with international experience due to the belief that such Program 2 No. Description has not been done before in Israel and therefore needs the international experience. Ms. Glatt Simhi noted that the current quality management plan was written by a project management company. Part of the Services of the Consultant is to review the quality management system (QMS) and to assimilate it within the Program. It was emphasized that the current QMS does not need to be re-written, rather to be updated so it can be applicable for the Program. Ms. Glatt Simhi presented a scope of Services of this Tender. It was noted that the scope of Services is divided into three segments: Quality Managmenet System (QMS) TAT – Technical Audit Team – to audit the design and construction and to ensure that the quality processes are being implemented by the PMC’s. PAO – to assure the Project Management Office for each line, deliver the project on time and budget and meeting all contractual obligations. It was noted that the quality assurance is the responsibility of the PMC’s. The role of the TAT is to guarantee that NTA will receive the proper product. 6. ITB and Threshold Conditions Mr. David Magriso, legal advisor to NTA, presented, in general, Bidders identity, Bid Submission, mandatory industrial cooperation, participation in only one Submission, conditions regarding participation in other tenders, negotiation during the Tender process, Threshold Criteria and Tender evaluation process as shown in the presentation and noted the following: There is no requirement to establish an Israeli SPV during the Tender stage but only as a pre-condition for entering into the Services #XXXX 3 No. Description Agreement. There is a 70% minimum score required in order to comply with the Quality Proposal Score. The final Combined Score consists of 50% Quality Proposal Score and 50% Total Financial Score Submission Date for the Tender is Oct 7, 2015 by 14:00. It was noted that proposals are not allowed to be submitted earlier than 7 days prior to the Submission Date. The participation in other tenders is limited, as defined in the Tender Documents. Mr. Magriso noted that the information presented in the Bidders' Conference including in the presentation is partial and the entire information appears in the Tender Documents. 7. Financial aspects in the tender Mr. Yaniv Shvinkelstein, Project Finance Manager, described the main Financial Threshold Criteria in the Tender including the following points: A Bidder may rely on a Parent Company in order to comply with the Financial Threshold Criteria. In such an event the Parent Company must comply with all Financial Threshold Criteria. The Financial Proposal is built in a BOQ structure. Quantities that are quoted in the Evaluation Criteria are for evaluation purposes only. In order to evaluate all the financial proposals a normalization formula is used in such way that the bidders will be scored from the lowest proposal to most expensive (monetary wise). There is disqualification mechanism for Bids whose CFP deviates by more than 20% from the average.
