Hamilton believed in a strong central
government, run by “the best people.” They
believed people were driven by self-interest,
and they wanted the economy to grow through
industry and trade. Republicans like Thomas
Jefferson believed in states’ rights and a small
government. Because they believed people were
basically good and wise, they believed in more
democratic government, not one conducted by
the elite. They also wanted the economy to be
based on agriculture.

not think the new nation was strong enough
to get involved in foreign affairs. Madison took
the country into the War of 1812, responding
to public outrage and pressure from members
of Congress.

9. Possible answer: The problem was the
government’s lack of funds to pay off the debt
that Congress and the states had accumulated
during the revolution. The government
imposed a tax to raise money. It also set up
a national bank to collect taxes, keep funds
safe, and print paper money to give the nation
a stable currency. The bank could also make
loans to businesspeople to build new factories
and ships and expand business and trade.
