STRENGTHENING OF 18 PHCS BY MEANS OF QUALITY IMPROVEMENT AS PER NABH STANDARDS Introduction and Objective State has taken an initiative for improving quality of services at district hospitals by selecting 5 DH to be improved as per NABH standards. In this process 2 CHCs -Kalka, Dabwali and 2 PHCs- Pinjore and Keharwala have also been selected. As per statistics obtained from district hospitals, it has been observed that the district hospitals are overburdened with patients. In addition to patients which are directly coming to district hospitals, a number of patients are referred from CHC/ PHC. There is an urgent need to strengthen peripheral health initiatives specially PHCs in order to reduce burden on district hospital and also to improve quality of services being delivered to rural masses. Also major part of our national programmes is being run by PHC and their Sub-Centres, so they have wider community reach. A team of health officials of Haryana visited Gujrat state on 17th and 18th May 2013, during that visit it was observed that Gujrat government is planning a lot of emphasis on strengthening PHCs which has tremendously reduced the workload on district hospitals. So one PHC was selected from each district and was taken up for Quality Improvement as per NABH standards 2 PHCs have already been selected. A sensitisation workshop was conducted for 18 PHCs on 30/05/2013 where Dr. JL. Meena State Quality Assurance official, Department of Health & FW, Govt. of Gujarat ,explained the NABH standards for PHCs to 18 Deputy CMOs / SMO I/c and MOs of the PHCs. 3-day Programme on Implementation of standards for PHC/ CHC training has been held for a batch of 85 participants. In the first phase 10 PHCs have been taken up for Quality Improvement wherein NABH standards for PHC are being implemented. The documentation including the policies and standard operating procedures are being developed centrally and certain manuals have been finalised and distributed for implementation. New forms and formats have been introduced and certain new practices in Infection Control, Care of Patients, Disaster Management, Human Resource Management have also been initiated. Dedicated Quality Managers have been deputed for the project at various PHCs and Hands-on Trainings on various topics are being provided at PHC level. Quality Indicators of various type including process, output, outcome have also been introduced as an initiative to improve the service delivery. This in-house project for improvement of Health service delivery to patients would be a stepping stone to the final accreditation of PHCs in Haryana.
