Minutes will be posted on the Capital Region BOCES website within 5 days after Board approval.
Privilege of the Floor shall be extended to any person in attendance. Each person wishing to exercise this privilege shall be allowed five (5) minutes in which to
address matters of interest. The total amount of time spent on privilege of the floor shall be limited to fifteen (15) minutes. This limit may be extended by vote of

Grant Application
1.
Request permission for the School Support Services Division (Instructional Support
Services) to apply for a grant entitled, “Early Childhood Direction Center
(ECDC)” in the amount of $200,000 per year for five (5) years (July 1, 2010
through June 30, 2015). The purpose of this grant is to provide training, education
and technical assistance to parents, schools and agencies to ensure effective, easily
accessible and high quality pre-school education services for young students with
disabilities.
2.
Request permission for the Career and Technical Education Division (Adult
Education) to apply for a grant entitled, “Workforce Development Partnership for
Energy Efficiency (PON) 1816)” in the amount of $250,000. The purpose of the
grant is to request funding to initiate a Workforce Development Training Partnership
Agreement for Energy Efficiency. While this application will be made by the
Albany-Schoharie-Schenectady-Saratoga BOCES, it represents collaboration between
us, Schenectady County Community College and Capital Region Workforce
Development Center.

Resolution to Standardize
Recommend adoption of the following resolution which would permit BOCES to standardize
on specific equipment, products or services.
WHEREAS, the Albany-Schoharie-Schenectady-Saratoga Board of Cooperative
Educational Services desires to enhance existing or acquire additional equipment, products or
services, and
WHEREAS, said equipment, products or services are designed to work in a specific manner
and
WHEREAS, staff has been or will be specially trained in the use of said equipment, products
or services, and use of a single manufacturer’s equipment, products or services results in services
being delivered more efficiently and in a more cost effective manner, and
WHEREAS, member districts have specifically requested specific equipment, products or
services, and
NOW, THEREFORE, BE IT RESOLVED, that there is a need to standardize future
purchases of equipment, products or services in order to provide efficiency and economy of
operation, and

BE IT FURTHER RESOLVED, that the Albany-Schoharie-Schenectady-Saratoga Board
of Cooperative Educational Services hereby authorizes to standardize on future purchases of all

a. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and Griffith Dardanelli Architect, P.C., 670 Franklin Street,
Schenectady, New York 12305. The architect will provide services for Phase 2 of the
Maywood window reconstruction SED Project No. 01-90-00-00-0-018-012 (C.S.I
Sections 2, 4, 8 and 9). The fees to be paid will be based on the fee schedules contained
in AIA Document B151-1997 Standard Form of Agreement Between Owner and
Architect. The estimated cost is $25,000.000. (2010-117-CA)
b. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and Hawkins Delafield & Wood LLP, One Chase Manhattan Plaza,
New York, New York 10005. Hawkins will provide Bond Counsel services related to
the borrowing of a Revenue Anticipation Note. BOCES will pay $5,250. The contract
period is July 1, 2010 through June 30, 2011. (2010-118-CA)
c. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and N.E.P. Glass Co., Box 277-6224, Route 5, Little Falls, New York
13365. NEP has been assigned as the general contractor who will replace the second phase
windows at the Maywood School (SED Project #01-90-00-00-0-018-012). BOCES will pay
$129,600. The contract period is March 15, 2010 through October 1, 2010. (2010-119-CA)
d. Recommend approval of an amended agreement between the Albany-SchoharieSchenectady-Saratoga BOCES and the United Health Group, 9900 Bren Road E, MN008E306 Minnetonka, Minnesota 55343. BOCES has increased rental space by 255 square feet
for a total of 37,065 square feet. This amendment is hereby incorporated into the original
lease by this reference, under the same terms and conditions. (2001-0145(a)-CA)
e. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and the Ravena-Coeymans-Selkirk Central School District, 26
Thatcher Street, Selkirk, NY 12158. BOCES will provide Supplemental Educational
Services tutoring for students of Ravena-Coeymans-Selkirk Central School District.
The district will pay an anticipated amount of $13,720.00 annually. The contract period
is April 12, 2010 through May 26, 2010. (2010-120-SSS)
f. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and Hudson Valley Community College, 80 Vandenburgh Avenue,
Troy, New York 12180. HVCC will provide space for the March 30, 2010 High School

Teacher Development Day. The initial cost for the rental space is $550.00 plus additional
service charges, if applicable to the event. Additional services include, but are not
limited to custodial/maintenance services, security services, emergency medical and
utilities. The college may require BOCES to employ the services, as determined by the

g. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and Krieger Solutions, LLC, 5223 Scotch Ridge Road, Duanesburg,
New York 12056. Krieger will build a web-based resource guide for high technologies
to be used within our career programs and by our regional component districts to increase
students, school counselors, administrators and communities awareness of careers in
manufacturing. The Center for Economic Growth (CEG), the Career Pathways
Consortium and Washington-Saratoga-Warren-Hamilton-Essex BOCES have formed a
collaborative to build the resource; our funds will contribute to the overall cost of the
website development. This ensures that both the business community and educators are
involved in developing the resource. The contract period is April 5, 2010 through June
30, 2010. BOCES will pay $19,950.00. (2010-122-CTE)
h. Recommend approval of an agreement between the Albany-Schoharie-SchenectadySaratoga BOCES and PT Redevelopment, LLC, d/b/a Proctor’s Theatre, 432 State
Street, Schenectady, New York, 12305. Proctor’s will provide space for the 2010
Summer Adventures: Theatre Tech on July 5 through 9, 2010. Proctor’s will retain a
15% administration fee which includes advertisement, inclusion in summer brochure and
brochure printing. Proctor’s will host the program with no additional cost to user.
Proctor’s will charge $125 tuition per student and tuition will be paid to user at settlement
date minus the mutually agreed upon 15% administration fee. Theatre will not provide
any staffing for the camp. (2010-123-CTE)
i. Recommend approval of an agreement between the Albany Schoharie-SchenectadySaratoga BOCES and the Cohoes Multi-Service Senior Citizen Center, 10 Cayuga
Plaza, Cohoes, New York 12047. Cohoes Multi-Service Senior Citizen Center will
make its facility available to students in the Intense Comprehensive Developmental Skills
(ICDS) program in order for the students to obtain on the job training in the service
provision and to provide assistance in the fulfillment of the required community service
activities. There are no fees involved. The contract period is March 22, 2010 through
June 30, 2012. (2010-124-SpE)
j. Recommend approval of an extension to an agreement between the Albany-SchoharieSchenectady-Saratoga BOCES and Centris Group, LLC, 100 Merrick Road, Rockville
Centre, New York 11570. Centris will provide IEP Direct, BOCES Direct, Guidance
Direct, RTIm Direct, NYSE Directors, and Medicaid Direct to a number of districts.
BOCES will pay an amount based on the number of participating districts and RWADA.
The contract period is April 19, 2010 through April 18, 2011. The original contract was

based on the number of participating districts and RWADA. The contract period is July

Administration Considerations
1.
Membership - National School Boards Association (NSBA)
Recommend the BOCES continue its membership in the National School Boards
Association (NSBA) for the 2010-11 School Year at a cost of $2,650; the fee for 2009-10
was $2,550.
2.
Bank Accounts
Recommend the Board authorize the Treasurer to close the Employee Benefit and Accrued
Liability and Property Loss and Liability Bank accounts. The accounting for these reserves will
remain segregated and accounted for separately. The Cash Balances will be transferred to the
General Fund Operating account in order to maximize interest and cash flow. This is in
conformity with current statute and Office of the State Comptroller guidelines.

Not-For-Profit
Recommend the Board consider three resolutions concerning the New York State Municipal
Benefit Coalition, Inc. The first will propose the adoption of by-laws of the not-for-profit
corporation, the second will appoint members of the Board to the Board of Directors of the
corporation, and the third will authorize the opening of appropriate bank accounts for proper
management of the corporation. (Specific wording for the resolutions is currently being
developed by Kevin Harren).
