City of Atchison Animal Control Building Addition 10/20/2015 Contractors, The City of Atchison is looking for proposals on building an addition to the Animal Control facility, located at 1801 Main Street, Atchison, KS 66002. This new addition will project to the north of the existing building and will house a new clothes washer & dryer, a central HVAC unit and 3 additional dog pens. Due to space restrictions, the existing animal control facility will remain operational during construction. Bid submittals must be in a sealed envelope and delivered to the City of Atchison, Public Works Office located at 1801 Main Street, Atchison, Kansas 66002. Envelope must be labeled 'Animal Control Addition'. All bids must be received no later than 2:00PM on November 9, 2015. A public bid opening will occur at 2:00PM on November 9, 2015 at the Public Works Office. A NOA will be issued on November 17, 2015 pending approval from the City Commission. Substantial completion date is March 17, 2016 with the final completion date of April 7, 2016. General NotesWater supply lines and electrical conduit may be surface mounted, but concealed in the new addition ceiling as much as possible. All surface mounted conduit shall be restricted to the interior of the building. Conduits penetrating the ceiling shall be sealed to prevent any air intrusion. Sealant shall match surrounding finish. Any water piping that is not in a conditioned space must be insulated. Dog Pen Fence RequirementsAll dog pens shall have a minimum 72" high gate for access from the interior and the exterior. The interior floor surface of the new addition shall be finished with Carboguard 890 and a Carbothane clear coat. The spec sheets for these products are attached. Conditions under the terms of the agreement are outlined below. Important Notes: Additional notifications will be sent throughout the rest of the year to clarify the impact of these Federal Regional Standards. The Federal Regional Furnace Efficiency Standards, which were originally scheduled for implementation in May of 2013, will be removed. A new rulemaking process will begin to evaluate future changes to furnace efficiency standards. Federal Regional Standards for cooling equipment will go into effect as planned on January 1, 2015. All air conditioners (A/C) and heat pumps (H/P) (split system and packaged) manufactured after December 31, 2014 must comply with these Federal Regional Standards. The Federal Regional Standards for air conditioners sold in the south and the southwest is based on the date of installation; however, the industry will have an 18 month sell-through or grace period (starting on 1-1-2015). Original equipment manufacturers, distributors and dealers will be allowed to buy, sell, ship and/or install non-compliant products (13 SEER) during this period as long as they are manufactured prior to January 1, 2015. Split system and packaged heat pumps are not subject to the 18 month sell-through or grace period, as the standard applied is based on the date of manufacture. Split system and packaged heat pumps manufactured before January 1, 2015 can be sold after January 1, 2015 for as long as inventory exists. The Department of Energy (DOE) will issue, and publish on its appliance and equipment standards website, an enforcement policy statement clarifying the agency’s policy for enforcing the Federal Regional Standards for split system air conditioners. The industry will work with the DOE to develop these enforcement standards. Federal regional efficiency requirements are summarized in the illustration below.
