Suggested Schedule: Fall 2011 – Spring 2012
State Part C Coordinators
September 2011  Begin review of regulations.
 Send links to all EIS programs and providers.
 Identify current methods (methods of ensuring services) used by the State under IDEA
sections 637(a)(2) and 640.
October  Analyze major regulatory changes to determine what policies, procedures, methods and
descriptions need to be revised, e.g., screening procedures, use of public insurance or
benefits, system of payments, confidentiality procedures, transition timelines, etc., and
determine action steps, responsibility and timelines for developing needed documents.
 Participate in Department webinars, conference calls, and review other TA materials.
 Review Part C Information Collections on EDICS: http://edicsweb.ed.gov/
 Identify key partners needed to revise methods used by the State under IDEA sections
637(a)(2) and 640, and in the final regulations at 34 CFR §303.511.
 Identify key transition agreement parties and requirements.
 Review contracts with EIS providers to determine if they will meet the certification
requirements in 34 CFR §303.202, i.e., payor of last resort, use of funds, and if
applicable, system of payments.
 Plan training for all EIS programs and providers.
November  Submit 618 data due November 2, 2011 (Table 3 - Exiting and Table 4 – Dispute
Resolution) (New regulations do not affect this submission.)
 Attend November 16, 2011 Education Department pre-session at DEC Conference on
IDEA Part C Regulations.
 Review OSEP FFY 2012 Grant Application and FFY 2010 SPP/APR memos and
information collection packages.
 Develop revised policies, procedures, methods and descriptions, as needed.
 Hold meeting with partners to determine methods that will be used by the State under
IDEA sections 637(a)(2) and 640, and in the final regulations at 34 CFR §303.511.
 Hold meeting with transition partners to begin development of transition agreement.
December –
 Finalize revised methods under IDEA sections 637(a)(2) and 640, and in the final
regulations at 34 CFR §303.511.
 Finalize transition agreement.
 Finalize other policies, procedures, methods and descriptions.
January 2012 –
 Put FFY 2012 Grant Application (including any policies, procedures, descriptions,
methods, and certifications that are part of the application submission) out for 60-day

comment period by mid-month and no later than the first of February, in order to meet
April 16, 2012 submission deadline for FFY 2012 Grant Application.
Schedule public hearings on new and revised policies or procedures required by Part C
regulations and send out notice 30 days before the hearings are conducted.
Hold follow-up meeting with partners to review revised methods under IDEA sections
637(a)(2) and 640.
February  Submit 618 data due February 1, 2012 (Table 1- Child Count and Table 2 – Settings)
(New regulations do not affect this submission.)
 Submit State’s FFY 2010 APR, due February 1, 2012, along with any revisions to the
State’s SPP. (New regulations do not affect this submission.)
 Touch base with OSEP State Contact to review revised methods under IDEA sections
637(a)(2) and 640, and in the final regulations at 34 CFR §303.511 .
 Touch base with OSEP State Contact to review revised transition agreement.
 Hold follow-up meeting with partners to review revised transition agreement.
 Conduct public hearings.
March –
 Review comments received from Grant Application public participation process and
comments received on new and revised policies or procedures required by Part C
regulations.
 Finalize policies or procedures required by Part C regulations.
April –
 Submit FFY 2012 Grant Application by April 16th.
 Ensure certification under IDEA sections 637(a)(2) and 640, and in the final regulations
at 34 CFR §303.202 is included in Grant Application.
 Roll out new policies required by Part C regulations.
 Revise database or other collection method for Indicators 8A & 8B to account for 90-day
timeline.
 Participate in clarification period regarding FFY 2010 APR.
May – June  Conduct training on new policies and procedures.
July 1, 2012 –
 Implement new Federal regulations, and new State policies and procedures.
 Monitor based on new requirements.
 Receive FFY 2012 IDEA Part C grant and begin obligations.
 Implement procedures to collect FFY 2012 APR data based on 90-day timeline
requirements for Indicators 8A & 8B.
