Revision of a part of Cosmetics Standard
Revising Negative List and Positive List (attached table 1 and 4 of Cosmetics
Standard, Ministry of Health, Labour and Welfare notification No.331, 2000)
will increase the number of ingredients that allowed to be used for cosmetics
by adding several ingredients including Ultraviolet Ray Absorbent 1 that are
currently prohibited from using for cosmetics.
○Attached table 1 (Negative List : ingredients that cannot be used for
cosmetics)
・Products derived from following part of cattle and ruminants:
Brain, spine, eye, intestines, tonsils, lymph gland, spleen, pineal body,
dura mater, placenta, cerebrospinal fluid, hypophysis, thymus, adrenal
grand
・Products derived from cattle and ruminants (excluding those indicated in
2.(1), “Strengthening quality and Safety of medicines and quasi-drugs derived
from ruminants,” Ministry of Health, Labour and Welfare notice, No.1069,
2001.), excluding those which originally from the following countries.
Argentina, Australia, Botswana, Brazil, Chile, Costa Rica, El Salvador,
Namibia, Nicaragua, New Zealand, Panama, Paraguay, Singapore,
Swaziland, Uruguay, Canada, Colombia, India, Kenya, Mauritius, Nigeria,
Pakistan, and the U.S.
○Attached table 4 (Positive List: ingredients that can be used for cosmetics)
