TITLE: Program Manager

Dnipropetrovsk and Zaporizhzhya (with
travels to other GCA and NGCA locations)
CONTRACT LENGTH: 6 months

CHILD SAFEGUARDING
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing
the police checking/vetting process staff.
ROLE PURPOSE:
The Program Manager will work with the respective team to oversee programme implementation and
support the management of the teams. They will be responsible for all project cycle management –
involved primarily in programme implementation, but also ensuring programme reporting and participating
in programme planning and design with support from the relevant Technical Advisors. The PM will support
colleagues in ensuring that project activity design and delivery are consistent with Save the Children
programming principles and approaches, draw on relevant best practices and lessons learned, enable
beneficiaries to attain their rights and are compliant with donor regulations.

Dimensions: Save the Children works throughout Ukraine offices in Dnepropetrovsk, with offices in
Kiev, Zaporizhzhya, Slavyansk and Donetsk, and has a current staff complement of more than 70 staff. The
Dnepropetrovsk office is our main office with a portfolio of about $10m+, responding to the significant
needs of people: Security and Livelihoods, Education, WASH and Child Protection
KEY AREAS OF ACCOUNTABILITY
 Responsible and accountable for the overall implementation of Save the Children’s work in
Dnipropetrovsk and Zaporizhzhya of Government Control Area. This includes grants oversight
and management, programme operational planning, effective delivery of programmes, staff
management and support.
 Develop and implement Programme Operations Plan in line with strategy and all approved grants
 Ensure programme budgets are managed through rigorous budget and finance monitoring
practices, regular monthly meeting on BVA’s and rapid actions to address issues, in collaboration
with other Area and Program Managers for cross geographical grants, donor compliance.
 Prepare and oversee programme operations to ensure timely delivery of programme activities (for
example, monitoring against log-frames, individual performance management work-plans), including
quality and timely submission of reports (ensuring these are in line with donors’ and Save the
Children’s requirements).
 Ensure support services from logistics, Admin, HR, Finance are readily available to undertake key
activities, and work alongside the program staff to ensure their activities run smoothly
 Ensure area and field programme staff led on the design of high quality concept notes and
proposals.
 Implement the safety and security management plan for the area, ensuring that this is revised at
regular intervals and that new programme are built around security considerations and
contingencies.
 Ensure adequate staffing and structure for the field base in consultation with Operations Manager,
Human Resources, and Programme Development and Quality, confirming the requested staff is
budgeted for in the approved grants.

Support recruitment processes and ensure that effective performance management processes are
in place and utilised.
Capacity Building:
 Identify learning and training opportunities for staff working in GCAs.
 Implement an appropriate partnership strategy, ensuring implementing partners are appropriately
selected and assessed, that an appropriate capacity building strategy is developed and locating areas
were partners can build SCI capacity.
Programme Quality:
 Ensure accountability to beneficiaries and humanitarian principles are mainstreamed in all
programmes.
 Work with the MEAL Advisor and ensure MEAL staff is appropriately utilised to strengthen
community engagement, analyse and share data and discover and disseminate lessons learned.
Representation/Coordination and Media
 Identify opportunities and material to contribute to communications and media work, acting as a
spokesperson when required.
 Oversee multi agency coordination in designated areas, and lend support to overall interagency
cluster where appropriate
 Represent SC at inter-agency meetings and other forums in GCA
General:
 Ensure that the minimum standards of humanitarian relief are maintained in accordance with the
Sphere Charter and Red Cross Code of Conduct.
 Comply with Save the Children policies and practice with respect to child safeguarding, code of
conduct, health and safety, equal opportunities and other relevant policies and procedures.
 Ensure the security, health and wellbeing of staff and that staff management and other processes
and policies and systems reflect SC's principles of equity and fairness.

QUALIFICATIONS AND EXPERIENCE
Essential
 Significant management experience working in an emergency response context or fragile states
 Education to Masters level in a relevant subject or equivalent field experience
 Previous experience of managing a large team
 Previous experience of project management, including multi sector programmes
 Budget management experience including institutional donors
 Security management experience in insecure environments
 Field level representation with key stakeholders and co-ordination with other NGOs/UN
 Demonstrable experience of M&E and beneficiary accountability
 Ability to write clear and well-argued assessment and project reports
 Excellent communication skills
 Strong influencing skills and experience in advocacy
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 A high level of written and spoken English
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes
insecure working circumstances.
 Commitment to the aims and principles of Save the Children. In particular, a good understanding
of the Save the Children’s mandate and child focus and an ability to ensure this continues to
underpin our support to beneficiaries.
