PURPOSE:
To establish responsibilities for the costs of culvert and driveway installations in the Dyking, Drainage
and Irrigation Districts.

POLICY:
1.
Farm operations are normally limited to one driveway crossing in order to minimize hazards to
the motoring public, and to reduce future culvert maintenance costs. Exceptions may be
permitted for larger operations, i.e. 4 hectares and larger.
2.
The costs of new culvert or bridge installations, or the lowering of existing culverts, are the
responsibility of the applicant. The costs of maintenance and replacement of existing culverts, on
channels maintained by the Dyking, Drainage and Irrigation District, shall be borne by the
District. On channels not maintained by the Dyking, Drainage and Irrigation District, costs are
the responsibility of the property owner(s).
3.
Applicants are required to apply for an installation permit at the City’s Engineering Department,
which will specify the required size of the culvert, the depth of the installation, the permitted
pipe material, and the permitted length.
4.
Applicants have the option of installing culverts using a private contractor, but for culverts in
road allowances or public rights-of-way, the contractor shall first obtain a Street Excavation
Permit. Alternatively, the applicant can retain the City to undertake the work.
