Campus Sustainability Programme Construction Topic Support Network Recycled Content in Construction A CaSPr event 0930-1330 Tuesday 9th October 2007 at Lauder College Business Learning and Conference Centre, Halbeath, Dunfermline KY11 8DY A New Requirement for all FHE Institutions’ Construction Projects In 2006 the Scottish Ministers set a target that 90% (by value) of public procurement relating to construction projects should specify minimum levels of recycled or reused content in tender specifications and contracts. In December 2006 (refer to Annex 1) the Scottish Funding Council wrote to every college and university in Scotland notifying them of their obligations and the support available from Waste and Resources Action Programme (WRAP). A further request (refer to Annex 2) in June 2007 outlined initial thoughts on reporting requirements for all institutions on progress towards these targets – due in 2008 to cover current fiscal year (see ‘Recycled Content in Construction Projects – SFC Circular Dec 07’ attached as a separate document to this email invitation). This workshop provides senior managers responsible for estates development in colleges and universities the opportunity to learn more about these new requirements directly from the specialist consultants appointed by WRAP to promote this agenda in Scotland. The event is free of charge for all staff from Scottish colleges and universities. Attendance is essential for those with responsibility for procurement of capital projects – both new buildings and refurbishments. Anticipated outcomes By the end of the event, participants will: 1. Understand implications for their institution and appreciate options available for meeting requirements; 2. Have specification clauses etc needed to communicate the requirement to design teams and contractors; 3. Know about the kind of support and tools available and where to go to get support; and 4. Have had the opportunity to discuss experience with colleagues from related organisations.
