Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne
Levee and Conservation District at the TLCD Office located at 220 Clendenning Road, Houma,
Louisiana, on November 5, 2012 at 6:06 o’clock p.m.
Upon roll call by Angela Rains, those in attendance were Commissioners Leward Henry, Carl
Chauvin, Darrin Guidry, Jack Moore, and Walton Daisy. Commissioners Howard Pinkston and
Anthony Alford are recorded as absent.
Under Public, there was no one wishing to address the board.
Under Management’s Report, Greg Gautreaux presented the board with an update of in-house projects.
On the Reach J-2 Stockpile dirt project, 50,000 CY have been put in. The equipment has been moved to this area, and work has started on repairing the breach caused by Hurricane Isaac. This will be a
Fema project. Reach F Mitigation project is ongoing.
Under Executive Director’s Report, Mr. Dupre discussed the three proposals obtained by the District for the hauling of the donated rip rap from Terrebonne Parish Consolidated Waterworks District. It is his recommendation that Low Land Construction be awarded the bid. Mr. Robichaux with Low Land
Construction has agreed to sub out some of the truck hauling to Willie Bonvillain Trucking for the project.
There was a motion by Commissioner Chauvin, seconded by Commissioner Henry, motion carried, to accept the quote from Low Land Construction for loading and transportation of the donated rock to
Reach J-2 at Point Farm Road.
Under Engineering Reports, David Boudreaux with All South Consultants, Inc. provided an update on the Reach K & L Permit for South Lafourche Levee District. That permit is currently out on public notice and several comments have been received.
All South has received comments from the National Marine Services on the Permit modification for the PAC Tie-In Levee Project. All South is currently answering those questions.
Phil Schexnayder with Providence/GSE Associates, LLC gave updates on various projects.
On the MTG Reach J Segment 2 Project, the Corps permit has been received. Different segments of J-
2 are in the bidding phase. On Structure No. 1, plans and specs are being revamped due to complete destruction by Isaac, and will be complete in the next few weeks. Structure No. 3 will be bid as an alternate with the PAC Connection Levee.
On the MTG Reach J Segment 3 Levee, the Permit from the USACE has been received.
On the PAC Connection Levee Levee, a bid date will be set when plans are approved by CDBG.

On the Falgout Canal Road Levee, GSE is looking into the realignment of the levee section along
Houma Navigation Canal, due to comments received from Public during the comment phase of the application.
On the MTG Reach G-1 Levee Project, plans and specs have been submitted. The bids will be received upon start up of the construction of the G-1 Access Road.
On the MTG Reach H-1 Levee Project, GSE is waiting on the soils engineer’s report. Eustis is conducting consolidation testing.
On the MTG Island Road Ramp, bids will be received on December 4, 2012.
On the Emergency Repairs to the La. Wildlife & Fisheries Levee Water Control Structure No. 2, Mr.
Schexnayder asked the board to approve Change Order No. 2 for Low Land Construction in the amount of $8,793.00 and the addition of five (5) days to the contract time.
There was a motion by Commissioner Moore, seconded by Commissioner Chauvin, motion carried, to approve Change Order No. 2 for Low Land Construction in the amount of $8,793.00 and the addition of five (5) days to the contract time.
Mr. Schexnayder asked the board to approve Change Order No. 3 for Low Land Construction in the amount of $36,350.00 and the addition of thirty (30) days to the contract time.
There was a motion by Commissioner Henry, seconded by Commissioner Guidry, motion carried, to approve Change Order No. 3 for Low Land Construction in the amount of $36,350.00 and the addition of thirty (30) days to the contract time.
Mr. Schexnayder asked the board to approve Change Order No. 4 for Low Land Construction in the amount of $8,660.00 and the addition of ten (10) days to the contract time. This change order is the result of Hurricane Isaac damage.
There was a motion by Commissioner Chauvin, seconded by Commissioner Moore, motion carried, to approve Change Order No. 4 for Low Land Construction in the amount of $8,660.00 and the addition of ten (10) days to the contract time. This change order is the result of Hurricane Isaac damage.
Jeff Pena with Shaw Coastal, Inc. reported Reach F Levee Project. The contractor continues to dredge material from the borrow canal, and to prep, stockpile, and test dredged material prior to moving the suitable material into the levee embankment areas. The Upper Reach F Project was advertised on
October 31, 2012. A mandatory pre-bid meeting is scheduled for November 8, 2012. Bid opening is scheduled for November 29, 2012 at 2:00 P.M.
On the HNC Flood Risk Reduction Structure (braced wall and receiving structure), Mr. Pena asked the board to approve Change Order No. 8 which provides the contractor with an additional (12) calendar days that were lost during Hurricane Isaac.

There was a motion by Commissioner Guidry, seconded by Commissioner Chauvin, motion carried, to approve Change Order No. 8 which provides the contractor with an additional (12) calendar days that were lost during Hurricane Isaac.
On the HNC Project, the contractor is 50% complete with the sheet pile wall on the West side.
Bracing for the walls is in place.
On the HNC Steel Gate Structure, Bollinger is approximately 81% complete with 92% of contract time elapsed.
On the Bayou Grand Caillou Structure Project, Mr. Pena asked the board to approve Change Order No.
2 which provides the contractor with (12) calendar days that were lost during Hurricane Isaac.
There was a motion by Commissioner Guidry, seconded by Commissioner Moore, motion carried, to approve Change Order No. 2 for Bayou Grand Caillou Structure Project, which provides the contractor with an additional (12) calendar days that were lost during Hurricane Isaac.
On the Bayou Grand Caillou Project, welding on the North truss remains approximately 90% complete. Welding on the South truss is approximately 95% complete.
On the Reach H Mitigation Project, the contractor is continuing to dredge and pump into the marsh creation cells. Shaw is providing daily inspection during construction activities. The contractor is currently pumping in fill Area B.
On the Bayou Petit Caillou Receiving Structure and Roadway, Shaw is continuing to work on preliminary design of receiving structure jacket, floodgate, and floodwall structures for 110’ clear opening. Shaw is continuing to perform preliminary design of receiving structure, floodgate, floodwalls, berthing, navigation, and protection dolphins. On the Gate Structure, Shaw is performing preliminary gate design for 110’ opening width.
Mitch Marmande with T. Baker Smith reported that they are trying to acquire funding for 4-3C West and Reach J-2 from NRCS. He also discussed a change order and substantial completion that will be up for discussion at the Regular Meeting to be held on November 13, 2012.
Under President’s Report, there was nothing to discuss.
