Planning & Projects Committee Meeting July 7, 2014 Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at the TLCD Office located at 220 Clendenning Road, Houma, Louisiana, on July 7, 2014 at 6:16 o'clock P.M. Upon roll call by Angela Rains, those in attendance were Commissioners Leward Henry, Carl Chauvin, Buddy Daisy, Darrin Guidry, Jack Moore, Howard Pinkston, Lee Shaffer, and Anthony Alford. Commissioner Ledet is recorded as absent. Under Public, there was no one wishing to address the board. Under Management’s Report, Mr. Gautreaux reported on several projects. TLCD crew continues to work on the terracing in Pointe-aux-Chenes with the rental equipment from Wilco. Work is continuing on the Reach J-2 Levee Rehab near Humble Canal. Approximately 60,000 yards have been hauled in to date. Other in-house projects are proceeding well, including the monthly closures of the floodgates. TLCD took delivery of the new work boat on Monday, June 30, 2014. Under Executive Director’s Report, Mr. Dupre asked the board to authorize the Cooperative Endeavor Agreement between TLCD and St. Mary Levee District, allowing TLCD to participate in the engineering and design for Bayou Chenes, and to release payment #1 in the amount of $250,000.00, with payment #2 to be made in January 2015. Mr. Bill Hidalgo of SMLD addressed the board about the progress of the project. There was a motion by Commissioner Guidry, with a unanimous second, to approve the CEA between TLCD and SMLD for engineering and design for Bayou Chenes, and to release payment #1 in the amount of $250,000.00, with payment #2 due in January 2015. The motion passed. Mr. Dupre asked the board for authorization to proceed with the application by CB&I for the initial permitting for raising of the Lower Dularge levees in the amount of $33,562.00. The additional amount of $94,143.00 will cover costs for Delta Coast Consultants, Eustis Engineering, and T. Baker Smith, LLC. There was a motion by Commissioner Henry, seconded by Commissioner Moore, to authorize the application by CB&I for the initial permitting for raising of the Lower Dularge levees in the amount of $33,562.00, and an additional amount of $94,143.00 to cover costs of Delta Coast Consultants, Eustis Engineering, and T. Baker Smith, LLC for this project. The motion passed. Mr. Dupre asked the board to pass Resolution No. 14-037 authorizing CB&I to proceed to bid for the equipment and O&M for Humble Canal and Lower Bayou Dularge floodgate repairs. The motion passed. Planning & Projects Committee Meeting July 7, 2014 Page Two Program Manager Mitch Marmande gave the board an update on the Falgout Canal Barrier (Hesco) project. The project is over 50% complete, with most of the site work done. Mr. Marmande will report to the board at the Regular Meeting with additional information. Stevie Smith with All South Consultants reported on the following projects: On Reach K & L Permit project, the DNR permit has been received. On the Reach H-1 Water Control Structure project, Mr. Smith reported that upon approval of the engineering amendment, All South will begin preliminary design of the water control structure. On the Bayou Pointe-aux-Chenes Cleanout Project, the contractor Ellender Backhoe began moving equipment into the area to begin cleaning out Bayou PAC. Hilary Thibodeaux with CB&I reported on several projects. On the Reach F-1 Levee Project, the contractor is about 50% complete in placing rip rap along the shoreline. Estimated completion date is August 31, 2014. Mr. Thibodeaux asked the board to approve Change Order No. 3 for Volute, Inc. for an additional 70 days and $16,343.51 increase in contract price. There was a motion by Commissioner Guidry, seconded by Commissioner Henry, to approve Change Order No. 3 for Volute, Inc. The motion passed. On the Upper Reach F Project, contractor is continuing to work. Rain has delayed some work. Estimated completion date is October 15, 2014. On the Reach H Segments 2 & 3 Mitigation, Mr. Thibodeaux has researched new areas for oyster leases. Work is continuing on the layout of the mitigation area. On the Bayou Petit Caillou Gate Structure Project, the contractor has started driving template piles in. The structure is in fabrication at Gulf Island. The Rollergate package portion of this project was submitted on June 23, 2014 to TLCD, CPRA, and DOTD. Expected completion date is March 31, 2015. On the Falgout Canal Receiving Structure Project & Brace Wall, CB&I submitted responses to questions from CPRA on the Preliminary Design. On the PAC Receiving Structure and Floodwall, CB&I met with representatives from DOTD and TLCD for the site visit following the Preliminary Design submittal. Final design has started on this project. On the Bayou Four Point Flood Control Structure Project, CB&I submitted the Preliminary Design Report on June 6, 2014. Mr. Thibodeaux gave a slide presentation on the project. Phil Schexnayder with Providence/GSE Associates reported on several projects. Planning & Projects Committee Meeting July 7, 2014 Page Three On the Reach J-2 Water Control Structure #1 Project, the contractor is installing granular material and has completed driving all piles. On the PAC Connection Levee, the contractor is working every day that weather permits. The levee for the original part of the contract is 98% complete. Water control structure No. 3 is functional. Rip rap has been installed. The contractor started clearing the added portion of the levee (J-1). On the Falgout Canal Road Levee, Providence/GSE is waiting on the Permit and Environmental Records Review. On Reach G-2 Project, Part "a", the contractor, Low Land Construction, is mobilizing and setting control points and constructing a haul road. The contractor is hauling material to the new levee. On Reach G-2 Project, Part "b", the contractor, Ceres Environmental, has mobilized and is working on construction layout. On Reach G-2 Project, Part "c", the contractor, Ceres Environmental, is installing silt fencing and has started hauling fill material. On Reach H-1 Project, the contractor, Ceres Environmental, is hauling fill material to the Bayou Sale end of the levee. The contractor started construction that was approved by Change Order No. 2. On the Bayou Four Point Road Ramp Project, Providence/GSE is proceeding with design and preliminary report. Kevin Rizzo with T. Baker Smith, LLC, reported on several projects. On the Reach F Mitigation Project, the contractor is behind schedule due to delay in mobilization. The contractor is dredging from the north borrow area in the HNC and pumping to the marsh creation area number one in the Sweetwater Pond. On the two NRCS Projects (4-3C West and 4-3B), the plans and specs and engineering design reports were submitted to NRCS. Comments have been received and addressed. The projects are ready to be advertised for bid. Mitch Marmande with Delta Coast Consultants, LLC, reported on several projects. Mr. Marmande presented the board with a comprehensive project update sheet for all current projects. On the Bayou Terrebonne Floodgate Modification Project, Mr. Marmande asked the board to authorize the engineering and design by T. Baker Smith, LLC, in the amount of $79,200.00, subject to review by Legal and Administrative. There was a motion by Commissioner Chauvin, seconded by Commissioner Moore, to authorize engineering and design by T. Baker Smith, LLC, in the amount of $79,200.00, for the Bayou Terrebonne Floodgate Modification Project, subject to review by Legal and Administrative. The motion passed. Baker Smith, LLC, of Reach I (Lower Bayou Terrebonne Levee) Second Lift, pending review by Legal and Administrative. There was a motion by Commissioner Guidry, seconded by Commissioner Shaffer, to authorize the engineering and design by T. Baker Smith, LLC, of Reach I (Lower Bayou Terrebonne Levee) Second Lift, in the amount of $377,235.00, pending review by Legal and Administrative. The motion passed. There was a motion by Commissioner Moore, seconded by Commissioner Henry, to delay discussion of agenda items 6(d) and 6(e) until the Regular Meeting scheduled for July 15, 2014. The motion passed. Under President’s Report, Mr. Alford asked Program Manager Mitch Marmande that all information be provided to the board for review as needed, and that he explore all options that will ensure the most work for the least amount of dollars spent. There being no further business to come before the board, it was moved by Commissioner Daisy, seconded by Commissioner Moore, to adjourn the July 7, 2014 Planning & Projects Committee Meeting at 8:05 P.M.
