BE IT ORDAINED by the Council of the City of Jacksonville:
Section 1.
Appropriation. For the 2013-2014 fiscal year,
within the City’s budget, there are hereby appropriated the
indicated sum(s) from the account(s) listed in subsection (a) to
the account(s) listed in subsection (b):

Section 2.
Carryover.
The funds appropriated hereby
shall not lapse but shall carryover into fiscal year 2014-2015.
Section 3.
Purpose. The purpose of the appropriation in
Section 1 is to provide funding for maintenance improvements
required to prevent further deterioration of roadways and bridges.
The Public Works Department has prioritized the list of
improvements necessary to meet this maintenance responsibility. The
maintenance responsibility includes corrections to the intersection
of Gate Parkway and Deerwood Park Boulevard to address pavement
settlement and repairs to the San Pablo Bridge, the Magnolia Street
Bridge, and the Wells Road Bridge. The latest FDOT bridge
assessment report generated a Prompt Corrective Action Advisory
giving the superstructures of the latter two bridges three (3)
points out of nine (9) and requiring immediate corrective action.
Section 4.
CIP Amendment. Ordinance 2013-465-E, being
the 2013-2018 Five-Year Capital Improvement Program for the City
and certain of its independent agencies, is hereby amended to
reduce funding for the projects entitled “Countywide Intersection
Imp, Bridge Rehab” and “Gate Parkway BCBS Intersection” and to
provide funding to the projects entitled “Gate Parkway Deerwood Pk
Blvd Intersection”, “San Pablo Rd Bridges Rpr”, “Magnolia St Bridge
Repair”, and “Wells Road Bridge Repair”. The projects are more
fully described in the Project Information Sheets, attached hereto
as Exhibit 2 and incorporated herein by this reference. The Council
finds that the deferral of this amendment of the CIP until the next
annual budget and CIP review will be detrimental to the best
interests of the community because such deferral will result in
unsafe conditions. Pursuant to Section 122.605(c), Ordinance Code,
enactment of this ordinance requires the affirmative vote of twothirds of the Council members present at the meeting because of the
CIP amendment set forth in this section. This ordinance shall
constitute an amendment to Ordinance 2013-465-E. In all other
respects, the Five-Year Capital Improvement Program approved by
Ordinance 2013-465-E shall continue in full force and effect
Section 5.
Effective Date. This ordinance shall become
effective upon signature by the Mayor or upon becoming effective
without the Mayor’s signature.
