This paper analyzes the energy sector policies in Namibia in an attempt to identify the incorporation
or exclusion of gender perspectives in biomass energy conservation. It states that meeting women's
needs is often taken for granted in household energy, and initiatives such as improved stoves
programs are usually technical interventions, rather than socio-economic ones. The paper
demonstrates that gender aspects can be successfully integrated at different levels in the biomass
energy sector, thus contributing not only to improved efficiency and effectiveness of household
energy programs, but also to increased gender equity in participation and benefits. Finally, the paper
recommends that gender concerns be integrated at all three levels- policy planning, institutional level
as well at the implementation stage. It also suggests that the tremendous resources and interest of
social science research and women's organizations in Namibia be involved concretely in joint
activities with Namibia Biomass Energy Management Steering Committee.
