YARMOUTH TOWN COUNCIL MINUTES OF A MEETING OF YARMOUTH TOWN COUNCIL HELD AT THORLEY CHURCH ON TUESDAY 3rd JULY 2012 079/2012 APOLOGIES To receive apologies for absence: Cllr Goodridge PRESENT: Councillors S Cowley, (Town Mayor), R Corbett, A. Tongue, P Garlick, S Poston IN ATTENDANCE: B Jacobs (Town Clerk), County Councillor Stuart Hutchinson, Harbour Commissioner James Howe, Isle of Wight County Press, and 3 members of the public 080/2012 PUBLIC FORUM:i) POLICE MATTERS No report was presented on policing issues in Yarmouth during June. ii) HARBOUR ISSUES A report was presented by the Harbour Commission representative. Phases 2 and 3 of Yarmouth Harbour Development will begin September and completed by the following Easter. The Harbour is to be decorated for the Olympic Torch arrival. Safety leaflets will be available Despite the recent poor weather there has been an increase over last year of overnight visitors. Discussions took place regarding the issue of cycling on the Green and associated footpaths in Yarmouth, particularly in relation to the Green Tourism fund, part of which is dedicated to encouraging cycling. RESOLVED: The Clerk to write to Stuart Love suggesting better signage for cyclists between the ferry terminal and the Victoria Road / railway line cycle track. iii) ISLE OF WIGHT COUNCILLOR’S REPORT Cllr Hutchinson reported on the selection process for the Chief Constable for Hampshire and the Isle of Wight, who is appointed by the Police and Crime Committee. The chairman elect for that Committee is an Isle of Wight County Councillor. The Isle of Wight Council have organised a Budget Consultation Workshop for 22/7/12 at County Hall, Newport from 3:30pm to 5:30pm. Cllr Hutchinson will be attending and is happy to receive views from the public and Yarmouth Town Council. The Yarmouth Village Green application is still third on the list for consideration by the Isle of Wight Council. RESOLVED: The Clerk to write to the Cllr Hutchinson to inform them of the issues dependent upon their decision. Cllr Hutchinson will attend a Planning Committee meeting for the proposed Thorley and Wellow wind turbine scheme on 16/7/12. Cllr Hutchinson had presented Isle of Wight Council Jubilee medallion packs to Yarmouth schoolchildren. Cllr Hutchinson reported that he had submitted a detailed report to the IWC about the condition of Thorley bus shelter, and the response was that its repair is listed within the PFI, but with no indication of timescale. Parking on Coastguard Green: IWC Property Services have stated that they will be sending a letter to local residents reminding them that parking on the Green is prohibited. They also indicated that they had no record of concerns expressed on this issue by Yarmouth Town Council. RESOLVED: The Clerk to write to Jeff Barrett of Property Services to inform him that Yarmouth Town Council have been expressing their concern for several years to the IWC, but the letters appear to have gone to another department, and that Yarmouth Town Councillors had also noted that parking had been taking place on the Green between Yarmouth Institute and River Road/Tennyson Road. 1 iv) THORLEY ISSUES A member of the public raised a complaint regarding the lack of maintenance of verges throughout Thorley. RESOLVED: The Clerk to notify Highways Department of this issue, together with the poor condition of the tarmac area between the telephone box and nos. 3/4, North View, Thorley Street, which is a trip hazard, and the flattened bollards to the west of Thorley Church. v) YARMOUTH ISSUES RESOLVED: Cllr Corbett to contact Nick Chandler regarding the old water pump in South Street, and to report back to the Clerk. RESOLVED: The Clerk to write to the churchwarden of St James’ Church suggesting that the ATS bench in the churchyard is in need of immediate attention, and would they like Yarmouth Town Council to meet the cost of maintenance on this occasion, but with no commitment to future maintenance. Item 3.1 was noted Item 3.2: A completion date for the signs is likely to be in August with the final request for payment and final accounts to WWLP and DLMT at the end of August or early September. The team is now considering the launch of the History booklet. Standing Orders were suspended to allow a request from the Yarmouth Harbour Commissioner to add YHC to the list of retailers. RESOLVED: • That the wholesale and retail price of the Booklet be £4.95 per copy. • That copies of the Booklet be stored in the Council’s Office and the Clerk to deal with retailers. • That sale (not sale/return) be the arrangement with retailers for sales. • That a separate account be arranged for ‘Historic Yarmouth Promotion’ to deal with sales and future reprints and any further historic Yarmouth projects. Item 4: It was noted that, with regard to the Localism Act 2011( new Code of Conduct / Complaints Procedure / Registers of Interest), Yarmouth Town Council is requested to seek clarification after the final IWC documents are available if there appears to be an implication for non-Councillor members of the Advisory Committee. Item 6: It was noted that, with regard to cyclists on the Green, the Council is recommended to protect the rights of pedestrians, especially around the estuary, whenever occasion arises. 086/2012 IWC PROPOSAL (in PFI) TO OPERATE THE YAR BRIDGE BY REMOTE CONTROL Cllr Mence reported that another meeting was being sought with all parties concerned. 087/2012 OLYMPIC TORCH RELAY Saturday 14 July 2012 Cllr Mence reported that a leaflet from the IWC detailing arrangements for the above had been circulated thanks to Cllr Tongue. Thanks were also expressed to Cllr Corbett for help in decorating the town and Chris Lisher is to arrange decoration of the Harbour. Yarmouth Town Trust has given permission for a banner and flag to be displayed on the Town Hall. 088/2012 CODE OF CONDUCT, COMPLAINTS PROCEDURE, REGISTER OF INTEREST Discussions took place about documents recently sent to Councillors, from which it is understood that a failure to disclose a disclosable pecuniary interest is now a criminal offence. RESOLVED: 1. That the Town Council adopts the Revised Register of Interests as circulated via email by the IW Council on 27.6.12. 2. That the new Register of Interests be made available on the websites of both the Town Council and that of the IW Council. 3. That in the Code of Conduct adopted by the Town Council on 12.6.12, items 9, 10 and 11 be revised as circulated via email by the IW Council on 27.6.12. 4. That Councillors return a completed Revised Register of Interests to the Clerk in due course. 089/2012 RECREATION GROUND LEASE AND HEADS OF AGREEMENT A report was received from Cllr Mence. RESOLVED: The Clerk to send to the Town Trust a summary of an informal consultation regarding the use of the Yarmouth Institute site for a Community Centre 090/2012 St JAMES DAY Sunday 22 July A report was received regarding activity by the YTT and St James’ Church. There is to be a West Wight Churches joint service with choirs on 25 July, and an inaugural meeting will take place 2 4 days later of the Friends of St James Church at the Old Rectory. Yarmouth Town Trust will be mounting a St James’ Day exhibition at the Town Hall on 22 July. 091/2012 CLERK’S REPORT 091/2012.1 NAVITUS BAY WINDFARM It was noted that the Clerk had a CD available in his office containing two reports from the Developers. 091/2012.2 OFFICE PRINTER RESOLVED: The Clerk to arrange purchase of a Kodak ESP C310 multi-function printer for £63. 091/2012.3 FOOTBALL PITCH: ADDITIONAL CUT RESOLVED: To confirm the agreement by the Clerk and Deputy Mayor to an additional cut of the football pitch necessitated by recent wet weather. 091/2012.4 RESPONSE FROM HM THE QUEEN The letter of thanks from HM The Queen to the residents of Yarmouth and Thorley for their loyal greetings sent on the occasion of the Diamond Jubilee was noted. RESOLVED: To display a copy of the letters from the Mayor and HM The Queen on the Town Hall and Thorley notice boards. 091/2012.5 DREDGING OFF THE ISLE OF WIGHT An email was noted from Shanklin Town Council expressing concern regarding the application for a licence to extract between 1,750,000 and 2,500,000 tons of sand per annum for the next 15 years from the sea off the Isle of Wight. Cllr Mence reported that a previous complaint by the Yarmouth Coastal Defence Working Group in 2011 relating to dredging off the Shingle Bank had resulted in an official response that all was in order from the Minister concerned via the local MP. 091/2012.6 ISLE OF WIGHT MUSIC FESTIVAL A request for financial support by the Isle of Wight Music Festival was noted. 091/2012.7 BEST KEPT VILLAGE AWARDS An invitation to the Isle of Wight Best Kept Village Awards on 21/7/12 was noted. 091/2012.8 NEIGHBOURHOOD PLANNING An invitation to a workshop on Neighbourhood Planning was noted. 092/2012 CORRESPONDENCE RESOLVED: To accept the correspondence list for June as presented. 093/2012 REPORTS ON OUTSIDE BODIES Cllr Mence reported that she had attended the IWALC AGM on 21/6/12 094/2012 FUTURE AGENDA ITEMS RESOLVED: The next agenda will contain items on the Remembrance Day ceremony and the timetable for the 2013/14 Budget. 095/2012 DATE OF NEXT MEETING RESOLVED: To note the date, time and venue of the next meeting, Tuesday 4th September at 6.30pm in the Town Hall 096/2012 EXCLUSION OF THE PUBLIC AND PRESS RESOLVED: That in view of the confidential nature of the business about to be transacted it advisable in the public interest that the public and press be temporarily excluded and they instructed to withdraw.
