MINUTES OF THE LEISURE YOUTH AND ARTS COMMITTEE held at St. Margaret’s Hall, St. Margaret’s Street, Bradford on Avon, on Tuesday 1 st November 2005

15. Minutes of the last meeting

The minutes of the last meeting held on 2 nd August 2005 were signed as a correct record.

16. Matters arising

(i) Minute number 7 – Budget 2006/7- Negative reply from the Sports

Association on the trim track and skateboard ramp idea. Cllr Leach fully explained how a trim track worked with pieces of apparatus placed around the outside of the field, items like wooden benches for press ups or steps ups, or bars for pull ups.

RESOLVED: To refer this matter back to the Sports Association for further comment.

(ii) Minute number 13 Correspondence (v) WWDC Play Area Grant Scheme

The Clerk reported that a letter had arrived dated 20 th October 2005 from

Cllr Duncan Hames, Portfolio Holder for Policy who advised that the Town

Council application had been successful and £1,295.00 had been awarded towards the new kickboard at the basketball court in Victory

Field. This amounted to half the total project.

RESOLVED: That this matter be noted. The Town Clerk congratulated the Clerk on the successful grant application.

19. New boule pitch at the Rugby Club

Request from the Rugby Club for a donation towards the new boule pitch of £1200 to £1500.

This matter was discussed in depth and it was

RESOLVED: No action.

20. Recreational Needs Assessment

The Chairman explained that in 2003 in the adopted District Plan the District Council agreed to appoint Consultants to complete a Leisure and Recreation Needs Assessment. The District

Council appointed Kit Cambell Associates and they have produced a 253 page report. The

Chairman explained various sections of how the report affected Bradford on Avon. He said this report was available in the office for members to read. He said that all open spaces will be included. The final preparation of the assessment is due to be completed by January 2006.

The next stage was to answer questions from the Issues and Options Consultation Paper comment to be made by 25 th November 2005. The Chairman explained that he had attended a stakeholder meeting at the District Council on 13 th October 2005 and completed some active work on the various options. The Town Clerk had attended an Open Forum Meeting at the District Council, which also covered the Leisure and Recreational Needs Assessment.

The final Leisure and Recreational Needs Assessment was due to be adopted by April 2007.

The Chairman explained that the Culver Close tennis courts have not been mentioned in the

Leisure and Recreational Needs Assessment. The Clerk read out an email dated 1 st

November 2005 from Cllr. Rosemary Brown regarding the tennis courts.

RESOLVED: That members forward their answers to all the questions by next Tuesday 8 th

November 2005. That the Clerk in conjunction with the Chairman to collate answers to the questions and prepare a covering letter to be sent to the District Council (before the deadline of 25 th November 2005) advising that the questions have been written in a biased way to receive the answers the District Council wants.

21. Bradford on Avon Sports Association

Due to the fact that Mrs Knight was not present at the meeting a report was not received.

The Town Clerk explained that Mrs. Cox completed the weekly field checks and there were problems at the moment.

22. Youth Development Centre and new Youth Council

The Chairman explained that some sessions had been cancelled because of difficult staffing situations at the Youth Development Centre. He said that the SPLASH programme had been very successful indeed.

Cllr Leach reported that by the end of November he should be ready to circulate a paper on the new Youth Council. He explained how successful the Youth Council at Frome functioned on their budget of £25,000. A person was employed by Frome Town Council to co-ordinate the youth projects and that person was very heavily involved with the school councils.

23. Cllr Minna Gillham Sports Award (standing item)

Noted that this new award was given for the first time to Miss Robyn Pinder for 2005/6. The

Town Clerk reported that nominees for t his year’s award had all arrived at the last minute.

RESOLVED : To discuss this matter at the next meeting.

24. Arts & Festival Grants 2005/6

Applications received under Section 145 of the Local Government Act 1972, which empowers a local council to provide entertainment and support the arts including festivals and celebrations.

RESOLVED: To award:-

1. £200 to the Bradford on Avon Recorded Music Society.

2. £300 to the Bradford on Avon United School’s Fireworks Committee.

3. £200 to the Con Brio Choir.

25. Current Projects

(i) Swing at St. Aldhelms Joint Project with WWDC due to be installed shortly. The Clerk reported that she was awaiting a reply with the date of installation of the new swing. Cllr Bolwell advised that young people had been causing a disturbance in this play area.

RESOLVED: Clerk to report this matter to the police for the attention of our

PCSO.

(ii) Greenland View Play Area opened 15 th October 2005 by the town Mayor and attended by the Chairman and officers of the Town Council.

26. Budget 2006/7

The proposed budget was tabled and discussed in depth. It was

RESOLVED: To recommend to the Town Council that £15,000 be reserved for Culver Close

Tennis Courts. This is includes £5,000 extra from this year, which has not been spent yet. All the other ite ms to remain as listed including the £8,000 for Barton Farm Play Area joint project with the District Council.

27. Correspondence

(i) July, August and September 2005 play area checks of Victory Field play area.

Only one problem found in September two slats being replaced on the bench.

RESOLVED: Noted.

(ii) SMP Playgrounds Seminar on 3 rd November 2005 at Crown Hotel Blandford

Forum.

RESOLVED: That no members attend.

28. Reports

(i) The Town Clerk tabled a list of questions in preparation for the Vaults meeting

(ii) tomorrow.

Cllr Leach reported that the wall had collapsed on the canal side of Victory Field and some orange netting had been placed around it. The Town Clerk advised that this matter had been reported to British Waterways.

(iii) Cllr Craddock reported that she had encountered dangerous cyclists along the towpath. Clerk to report this matter to the police.
