CEO or delegate ..../..../.... JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation’s goals (its expected outcome and how it is achieved). The Team Leader, Vehicle Disposal Services is accountable to the Manager, Fleet Services, for a team leadership role in determining priorities, allocation of work, resource allocation, staff performances and development and general problem solving for Fleet SA, for providing logistical management of vehicles which ensures the provision of an effective and efficient operations function. The incumbent is also responsible for vehicle distribution operations, including preparation for auction and replacement of new vehicles; sourcing, supply and leasing of vehicles required for special projects and for the preparation of vehicles for disposal, including detailing and presale inspections. 2. Reporting/Working Relations (to whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation). The Team Leader, Vehicle Disposal Services reports to the Manager, Fleet Services and has extensive contact with: o Automotive vehicle industry manufacturers and their agents; o Automotive mechanical service providers; o Automotive crash repairers; o Fleet SA Customers; o Department of Treasury and Finance business units; and o Government agencies. Page 1 The Team Leader, Vehicle Disposal Services is responsible for: o o o o Vehicle Reconciliation Officer; New Vehicle Receipt Officer; Carpool Attendants; and Administrative Staff. 3. Special Conditions (such as non-metropolitan location, travel requirements, frequent overtime, etc.) Some out of hours work may be required. Statement of Key Outcomes and Associated Activities (group into major areas of responsibility/activity and list in descending order of importance). 4.1 Contribute to the efficient management, cost efficient, and timely provision of all services related to fleet operations through: o o o o o o o o o o o o o 4.2 Contribute to the development and provision of effective strategic planning for fleet operations through: o o Page 2 undertaking a team leadership role in determining priorities, allocation of work, resource allocation, staff performances and development and general problem solving for the vehicle distribution section; providing logistical management of vehicles, which ensures the provision of an effective and efficient operations function in relation to the vehicle distribution operations, including preparation for auction and replacement of new vehicles; sourcing, supply and leasing of vehicles required for special projects; ordering and supply of replacement number plates; managing in a timely and organized manner the preparation of vehicles for disposal, including detailing and presale inspections; compiling data and inputting into Fleet Management System; preparing documentation, including registration cancellation and checking of invoices for payment; supporting and promoting a range of Fleet SA policies and programs such as the new leasing and penalties regime, the new Fleet Management Framework and the Single Motor Vehicle Policy and supporting instructions to clients of Fleet SA; providing regular reports on the progress of all activities related to fleet services and programs; understanding the needs of all users of fleet vehicles with specific emphasis on the Senior Executive Service and Members of Parliament; setting priorities within fleet operations to maintain fleet services at optimum levels; coordinating and controlling the receipt and disposal of all vehicles, fuel cards and managing the life cycle of all vehicles within the fleet; and ensuring all fleet management records are accurate and up-to-date. participating in the development, implementation, monitoring and review of annual business plans for the Netley operations; and providing operational input into the review and evaluation of a range of policies such as the Fleet Management Framework, Single Motor Vehicle Policy and the leasing and penalties regime and supporting Instructions. 4.3 Ensure that staff within area of responsibility have a clear understanding of their roles and responsibilities by providing opportunities for discussion and feedback on their performance and training needs relating to agreed performance standards, and through regular formal appraisal. 4.4 Contribute to Fleet SA keeping up to date with industry changes and trends by monitoring industry developments and managing the testing and evaluation of suitable vehicles and associated equipment. 4.5 Contribute to the understanding and application of Treasury and Finance policies and procedures including: o o o o o supporting values that respect historical and contemporary Indigenous cultures so that Indigenous people are recognised as having a special connection with the State; ensuring the needs of all cultures are met through the provision of appropriate services; ensuring the compliance of Fleet SA with relevant law and South Australian Government, and Treasury and Finance policies; assisting with and supporting any internal or external audit processes; ensuring the promotion and implementation of the General Public Sector Managements Aims, Personnel Management Standards and employee conduct standards – in particular Equal Opportunity and Occupational Health Safety and Welfare by adhering to the provisions of relevant legislative requirements, and demonstrating a commitment to the Premier’s Safety Commitment.
