Recruitment Pack Policy Analyst – Monitoring and Accountability Page 1 of 6 Job Description Job Title: Place of Work: Band: Reports to: Policy Analyst – Monitoring and Accountability Vauxhall, London C Deputy Head of Policy Introduction WaterAid’s Policy & Campaigns Department works, together with country programme staff, to effect policy change at national and international level in order to ensure that the poorest communities gain access to water and sanitation services. The purpose of this position is to lead the policy team’s work on monitoring and accountability, particularly focusing on government commitments, financial flows, and progress on WASH outcomes. Governments and donors are happy to make promises, but often less keen to follow up on them. Supporting country programmes and civil society allies to hold them to account is crucial. Without effective monitoring of progress on outcomes in the sector, it is impossible for governments to know what progress is being made against targets such as the MDGs, or to target finance at areas that need it most. The postholder will be an expert in monitoring and accountability, and support country programme advocacy staff to increase their expertise in this area. Key accountabilities: A. Support the Policy Team to develop research in key thematic areas 1. Initiate analysis of quantitative data sets and the wider development literature to produce timely briefings and summaries relevant to WaterAid’s global advocacy and influencing agendas and research projects; 2. Develop terms of references for external research where appropriate; 3. Develop and manage high profile sector accountability tools such WASHwatch.org and Traffic Lights monitoring tools 4. Analyse complex quantitative and qualitative data and develop analyses for a variety of internal and external audiences; 5. Support members of the Policy and Campaigns department, IPD and Directorate in analysing data and quality check key WaterAid public facing outputs; 6. Ghost write articles and speeches for members of the Directorate and International Board members; 7. Respond to data queries from external audiences and to queries and questions from internal departments (Communications team, Chief Executive, International department). 8. Act as a reliable point of contact and informed commentator on sector trends and data sets for external agencies Page 2 of 6 9. ‘Path find’ and critically analyse key policy debates and providing timely briefs on topical issues with credible pro-poor policy options. B. Support Country Programmes to collect, analyse and present data 1. Liaise with Regional Advocacy Managers and Country Programme staff to identify appropriate case studies data sources and issues – such as Traffic Lights data sets – that can have strategic impact; 2. Work with Senior Policy Analysts to draft Terms of Reference for developing a national level case study(s) to enhance the broader PCD research agendas; 3. Support in-country staff to develop research methodologies and collect quantitative and qualitative data for case study; 4. Work with Senior Policy Analysts to write up case stud(ies) and prepare dissemination strategies that strengthen the advocacy impact. C. Develop Advocacy Papers for External Dissemination 1. Assist in design and drafting of advocacy papers for different audiences capturing the key research findings on quantitative data issues; 2. Act as the point person for quality control on WaterAid’s analysis of quantitative sector trends. Liaise with key staff within the policy, international and communications teams to develop clear and evidence based messages. 3. Collaborate with the Publications Manager on the design and editing of advocacy/discussion papers; 4. Assist in the design and implementation of external dissemination strategy for papers D. Represent WaterAid and advocate for change 1. Attend external meetings and present research findings to policy makers, NGOs, and other agencies. Page 3 of 6 Person Specification Essential: Graduate degree in economics, development studies, public policy, or a related discipline Encyclopaedic knowledge of the policy debates in international development and the sources of authoritative commentary and data on the range of issues relevant to the work of PCD and IPD. A proven ability to bring original data analysis, monitoring and accountability t sector processes and debates (e.g. Traffic Lights, WASHwatch.org etc) Knowledge of quantative and qualitative research methods and an ability to distill and represent complex data in ways that are accessible to a variety of audiences. A proven ability to develop original work with complex quantitative data Proven ability to influence policy debates Conducting original research in subject areas related to public policy and international development Excellent oral and exceptional writing skills in English for a variety of media and specialist and general audiences. Excellent numerical and analytical skills. Good facilitation, presentation and communication skills. Excellent summarising of complex data sets for a variety of audiences Ability to travel including possible 6-8 week placements in country programmes. Core office hours are between 10.00am and 4.00pm. 25 days per year. This increases to 27 after four years’ service. Plus UK public holidays. The post is offered on a permanent contract. The appointment is subject to the satisfactory completion of a six month probationary period.
