ATTACHMENT 3 EFFECTIVE LOBBYING & PUBLIC RELATIONS WITH A UNIFIED FRONT We predicate this guidance by advising that we do not consider that we have as yet developed nor confirmed the most effective arguments with legal opinion or with the assistance and opinion of professional political lobbyists. We are currently formulating an agreed industry approach. Without suggesting that you should not voice your own opinions, we do stress that it is imperative that we all lobby with the same or similar arguments. At the very least, we should avoid contradiction within our industry. However, as time is of the essence, we table the majority views of the public meeting, from which the arguments currently being developed include That the perception that there is a pattern of systemic anti-social behaviour is based upon misinformation and a distortion of the facts. That this perception which the State government is purportedly trying to resolve which is to say that there is an increased, disproportionate and uncontrollable level of violence and anti-social behaviour in inner Melbourne, which is attributed solely to late night entertainment venues cannot, if it does exist, and if its cause can reasonably be so attributed, be expected to be resolved and indeed will not be resolved by enforcing a mandatory lockout on Licensees. That there are much deeper and broader social issues connected with anti social acts than those which through this government driven initiative have been attributed solely to and, through misinformation, been directly correlated to late night entertainment. That the deeper and truer causes of anti-social behaviour, if they exist, need to be investigated and understood. That the incidence of anti-social behaviour is statistically insignificant, particularly given the deliberate strategic direction which authorities have pursued for greater Melbourne. That the incidence of persons that commit acts of violence and disruption has been portrayed grossly disproportionably, and specifically that such incidence do not demonstrate an endemic pattern, and that irrespective, such behaviour should be dealt with more appropriately and more effectively so as to deter such behaviour in the first instance. That the government at a number of levels has failed to provide the infrastructure necessary to support the sophisticated and significant entertainment culture that has been actively pursued by the authorities and which exists. The failed infrastructure relates to, but is not limited to- 106745921 Adequate Police presence to deter prevent and deal with offenders Adequate Public Transport and Taxis Safety Zones, Safe Houses and sobering-up centres, and Adequate Public Toilets. ATTACHMENT 3 That the initiative of establishing (voluntary) Liquor Accords (between Licensees, local government authorities and the Liquor Licensing Commission itself), has been overwhelming embraced by the industry’s licensees and proactively participated within by them. Indeed the Accord initiative has already achieved levels of performance far in excess of (legislative) requirements. Notwithstanding, the Accord process and its proven co-operative approach have been irrefutably ignored and denied of any opportunity for consultation in the government’s current endeavours. That the Association of Liquor Licensees Melbourne (ALLM) has been formed to represent your voice with a mandate to do all it can to maintain and build on the sophisticated café, bar, nightclub, hotel, live entertainment and late night entertainment culture which Melbourne has built and relied upon both nationally and internationally and which is integral to establishing Melbourne as a significant cultural competitor to (and to the envy of) cities around the world. That it is expected the trial will be deemed to be ‘successful’ and made permanent without consultation with the licensees. We ask that you support these arguments, and follow as far as possible a uniform position with us. By all means please add any of your own arguments (and provide us with more arguments).
