POLICE AUTHORITY UNDER SECTION 30 OF THE ANTI-SOCIAL BEHAVIOUR ACT 2003 I, Kieran English, being a Superintendent of Police in the Lincolnshire Police, have reasonable grounds to believe that:(a) members of the public have been intimidated, harassed, alarmed or distressed as a result of the continued nuisances and anti-social behaviour incidents of a group of up to 20 youths during the months of April, May, June and July 2014 within the area of Ayscoughfee Gardens and The Vista, this being a public place, and (b) that anti-social behaviour is a significant and persistent problem in the aforementioned area. My grounds for this belief are contained in the application for a Dispersal Order under Section 30 of the ASB Act 2003, submitted by Inspector Jim Tyner, which identifies the history of the incidents and the action taken to date. In considering this Authority, I have taken into account the full circumstances and the actions already taken by Lincolnshire Police and partners, and am satisfied that this course of action is a proportionate and justified step in tackling this problem. I therefore authorise any Constable in uniform, within that locality/area, to exercise the powers conferred under Section 30(3) to (6) of the Anti-Social Behaviour Act 2003 (and Community Support Officers under Section 33). This authorisation will be in force from 25th July 2014 until 1st October 2014 In order to ensure that this Order remains a proportionate and justified response I require a review on the 15th of each calendar month that the Order is in place. I have discussed this matter with Councillor Nick Worth of South Holland District Council on 18th July 2014, who confirms that South Holland is the relevant Local Authority and consents to this Authority. If this Authority is not required prior to the end date then the matter should be returned for consideration of a cancellation.
