Organisational Strategic Direction
Holroyd City Council has established a set of plans that outline the long-term vision for the
future of our city, which has been created in partnership with our community. The Living
Holroyd Community Strategic Plan provides the core vision for Holroyd’s future and the
key community outcomes that form the basis of Council’s planning. The Delivery Program
(incorporating Council’s Annual Operational Plan) establishes a rolling program of actions
and priorities outlining how Council will work toward delivering the strategies contained
within the Community Strategic Plan. It is these plans that drive our organisation and all
staff have a responsibility in understanding that each program, each service and each
decision identified in the Operational Plan is linked to the actions of the Delivery Program
which in turn respond to the outcomes and strategies of the Living Holroyd community
Strategic Plan.

Position Purpose
Council’s Environmental Protection Officers help provide a safe and healthy Council area
by ensuring that activities have a minimal adverse impact on amenity and the physical
environment by enforcing a broad range of legislation and Council’s policies. The
Environmental Protection Officer Team has a diverse range of functions including
enforcement and education of issues concerning environmental health protection,
asbestos, illegal dumping, erosion and sediment control, companion animals, Council’s
after-hours pager response, weight-limited roads, abandoned vehicles, support services to
Councillors, support services at Council festivals and public events, backyard burning and
the overseeing of security of Council’s assets and contractor.

1. Selection Criteria
Essential Criteria:
1.1 Previous experience in the profession as an Environmental Protection Officer or
equivalent (eg Ranger or Community Law Enforcement Officer);
1.2 Completion of at least one of the following courses, but not limited to:
a. Certificate IV in Local Government (Regulatory Services);
b. Certificate IV in Animal Control & Regulation;
c. Certificate IV in Local Government Investigation; and
d. SDRO SEINS online training course
1.3 Demonstrated knowledge and practical use of the Local Government Act,
Impounding Act, Protection of the Environment Operations Act, Roads Act,
Companion Animals Act and the NSW Road Rules including experience with the
preparation and service of Notices and Orders and experience with the issuing of
Penalty Infringement Notices for each of the specific legislation;
1.4 Demonstrated oral and written communication skills;
1.5 Great customer service skills;
1.6 Demonstrated ability to work in a team; and
1.7 Current NSW drivers licence.
Desirable Criteria:
1.8 Previous experience with preparing and giving evidence in Court on behalf of
Council;
1.9 Demonstrated ability to work with minimal supervision; and
1.10 Computer literacy with demonstrated implementation of those skills.
2. Key Relationships
This position works with individuals and teams within Council in their day to day operation.
This position also works with residents, businesses and community groups, contract
service providers as well as other local, state and federal government agencies and nongovernment agencies.
3. Principal Responsibilities
3.1 Environmental Health Protection
 Provide a fast response service to reports of illegal Asbestos removal at
construction/demolition sites and illegal dumping at all times and investigate in
accordance with Councils Policy.
 Prepare and serve Notices and Orders under the Local Government Act and the
Protection of the Environment Operations Act.
 Investigate nuisance environmental and public health complaints under the
Protection of the Environment Operations Act and Local Government Act, including
but not limited to; Illegal Dumping, Overgrown vegetation complaints, Accumulation
of rubbish on private property, Vermin, Rats Mice nuisance complaints (except food
shops), complaints relating to the keeping of Chickens and Roosters.
 Conduct regular inspections on building/construction sites to ensure compliance
with erosion and sediment control principles.
 Enforce Council’s total prohibition of refuse burning pursuant to the Protection of the
Environment Operations Act.
 Respond to any reports of pollution spills during rostered hours on weekends and
take appropriate action.
 Issue Penalty Infringement Notices for breaches of the Local Government Act and
the Protection of the Environment Operations Act.

3.2 Companion Animal Enforcement & Education
 Investigate complaints and resolve issues relating to dog attacks, dangerous dogs,
restricted breeds, registration and micro chipping of dogs and cats and barking
dogs pursuant to the Companion Animals Act and Regulations.
 Assist with the implementation of Council’s Dangerous Dog and Restricted Breed
Inspection Program.
 Assist where appropriate in the seizure and impoundment of stock and other
animals as provided for under the Impounding Act and Regulation made thereunder
as well as the Companion Animals Act and Regulation.
 Issue Penalty Infringement Notices for breaches of the Companion Animals Act
 Provide a support service and undertake education initiatives as part of Council’s
annual PetFest Festival.
3.3 Local Law Enforcement
 Assist with the implementation Council’s Load Limited Road Enforcement Program
by enforcing the provisions of the Roads Act and Regulation.
 Patrol the City and in particular the commercial areas and shopping precincts on a
regular basis to enforce the requirements of the Roads Act in relation to footpath
obstructions and the Roads (General) Regulation.
 Seize and impound abandoned articles such as vehicles, clothing bins, real estate
advertising signs and shopping trolleys pursuant to the Impounding Act and
Regulation.
 Assist with the overseeing of Council’s Vehicle Impounding Service Provider.
 Respond to complaints via Council’s pager service of out of hours
construction/demolition work and conduct inspection of Building sites ensuring
compliance with Council's approved building hours.
 Police the provisions of the Local Government Act in Council’s Free Parking Areas,
and the NSW Road Rules and attend Court, when directed.
 Enforce the provisions of Council’s Adopted Policy on clothing bins.
 Issue Penalty Infringement Notices for breaches of the Roads Act and Regulation,
Impounding Act and Regulation, Environmental Planning & Assessment Act and
Regulation and NSW Road Rules.
3.4 Security of Council’s Assets
 When rostered to so, open the Council Chambers and staff parking areas at the
commencement of each working day and secure the buildings and parking areas at
the completion of each working day.
 Assist Facilities Management with the allocation of Proximity cards to new staff,
altering of access rights for existing staff and maintenance of system (IT support will
be provided by Councils IT section).
 Assist Facilities Management with any required maintenance of Council’s CCTV
system to ensure adequate surveillance of the Council Administration Building,
Holroyd Centre Building and Carpark areas.
 Assist Facilities Management with the review of the ongoing operation and
maintenance of Council’s DVR system, refining the system for better performance.
(Including, but not limited to, defining motion detection parameters to reduce disk
usage and the number of cameras recording to a DVR.)
 Administration of invoices, budget preparation and oversighting the activities of
Council’s security contractor

3.5 General Duties
 Making deliveries of documents to Councillors as required.
 Assist as requested with Council functions and events such as Australia Day,
Holroyd Family Festival, PetFest, Living Holroyd Festival, Local Government Open
Day and other events as directed.
 Carry out the duties of fellow Ordinance Inspectors in their absence or as directed.
 Share in the answering of telephone and counter enquiries whilst in the office.
 Perform any duties, which may be allocated from time to time to facilitate the
efficient operation of the Environmental and Planning Services Department and the
Council.
4. Risk Management
Worker Risk Responsibilities
Staff are required to act at all times in a manner which does not place at risk the health
and safety of themselves or any other person in the workplace. Staff should provide input
into various risk management activities. Staff are responsible and accountable for taking
practical steps to minimise Council’s exposure to risks including contractual, legal and
professional liability in so far as is reasonably practicable within their area of activity and
responsibility.

instructions given by your Manager or supervisor.

Work with due care and consideration to safeguard your own health and safety and
the health and safety of others and report any potential hazards, incidents or injuries to

Only undertake tasks that you have been appropriately trained in, and are qualified
and competent to undertake in accordance with Work Cover requirements.

Participate and assist in achieving set WHS targets and target completion times.

Support Rehabilitation in the workplace

Attend all relevant safety training and information sessions provided.
