Holroyd Community Strategic Plan provides the core vision for Holroyd’s future and the key community outcomes that form the basis of Council’s planning. The Delivery Program
(incorporating Council’s Annual Operational Plan) establishes a rolling program of actions and priorities outlining how Council will work toward delivering the strategies contained within the Community Strategic Plan. It is these plans that drive our organisation and all staff have a responsibility in understanding that each program, each service and each decision identified in the Operational Plan is linked to the actions of the Delivery Program which in turn respond to the outcomes and strategies of the Living Holroyd community

Position Purpose
To meet the strategic urban planning requirements of the City within the planning legislation framework, having regard to urban amenity outcomes and changing economic, environmental, social and demographic conditions.

1. Selection Criteria
Essential Criteria:
1.1 Qualification in urban planning, urban design or equivalent.
1.2 Experience in urban planning and sound understanding of strategic land use planning.
1.3 Sound understanding of NSW Planning Legislation and statutory requirements with respect to the preparation and implementation of planning proposals and development controls.
1.4 Ability to manage work and carry out assigned tasks to agreed standards and timeframes.
1.5 Computer literacy (including Microsoft Office and geographical information systems).
1.6 Good communication skills and ability to prepare detailed reports, correspondence and presentations on complex planning matters within established timeframes.
1.7 Good inter-personal skills with the ability to address and deal effectively with the community, developers, elected representatives and government departments.
1.8 Ability to work in a team environment, contribute and provide assistance.
Desirable Criteria :
1.8 Experience in reviewing rezoning proposals and preparing planning proposals.
1.9 Experience in heritage planning or infrastructure contributions planning.
1.10 Experience with document design programs such as Adobe InDesign and Acrobat.
1.11 Experience working in a team environment.
1.12 Class C vehicle licence.

3. Principal Responsibilities
3.1 Urban Planning and Plan Preparation
Undertake research and analysis; review land use planning and urban design; and develop planning strategies, plans, controls, standards and policies.
Complete strategic review of rezoning proposals and associated infrastructure to provide sound advice and achieve sustainable strategic objectives within timeframes.
Prepare and implement planning strategies, planning proposals and development controls.
Oversee the preparation of modelling and envelope testing and implementation into plans.
Make judgements and interpretations by examination of information which is often not readily available, and where analytical and creative thinking is necessary.
3.2 Project Management
Manage small projects and take responsibility for tasks and outcomes to ensure that work is completed to a high standard within established timeframes.
Seek input of team members to ensure creative and analytical thinking, efficiency and quality outcomes.
Engage and coordinate consultants in the preparation of technical studies and reviews, including infrastructure and facilities, to achieve objectives within timeframes and budget.
Fulfil the legislative requirements of the LEP plan making and development control plan
(DCP) processes in a timely manner, as well as Heritage, Local Government Act and other legislative functions.
3.3 Communication and Consultation
Prepare Council reports, correspondence and presentations to ensure effective communication of information.
Engage with team and other relevant sections of Council to achieve innovative and wellrounded solutions to complex planning matters.
Assist with community consultation for projects to enable understanding and input.
Respond appropriately to enquiries regarding a wide range of strategic planning issues.
3.4 Contribution to Team Effectiveness
Represent the Department and/or Council in dealings with external customers or groups.
Provide advice and assistance to others in the team and the organisation.
Contribute to the development and achievement of work plans and assist with other duties relevant to the function of the section as required by the Coordinator or Manager.
Exercise a range of delegated authority functions, including duties such as arranging or attending meetings and briefings.
Be responsible and accountable for decisions made in the delivery of services and advice in accordance with the responsibilities of the position.
4. Risk Management
Worker Risk Responsibilities
Staff are required to act at all times in a manner which does not place at risk the health and safety of themselves or any other person in the workplace. Staff should provide input into various risk management activities. Staff are responsible and accountable for taking practical steps to minimise Council’s exposure to risks including contractual, legal and professional liability in so far as is reasonably practicable within their area of activity and responsibility.

Comply with all Council safe work policies and procedures and any reasonable safety instructions given by your Manager or supervisor.

Only undertake tasks that you have been appropriately trained in, and are qualified and competent to undertake in accordance with Work Cover requirements.
Participate and assist in achieving set WHS targets and target completion times.
