GDS 1: PART 7: 1999 FOREWORD 0.1 The benefits obtained by the use of pesticides are apparent to everyone. However there are distinct health risks to persons who handle them, use them, or come into contact with them. Similar risks also apply to animals, which come into contact with them. 0.2 It is therefore necessary that there is readily available information on the precautions to be followed in the use of pesticides, on the treatment of pesticide poisoning, and on the precautions needed in handling pesticides. 0.3 In addition, to protect workers who handle these substances during transportation or storage, standardized warning phrases, statements and symbols are required to convey easily and simply read information on risks and hazards associated with pesticides. 0.4 Manufacturers and packagers of pesticides are advised that the net contents of consumer packs should be stated in SI (metric) units with the Imperial or avoirdupois equivalents in parentheses. 0.5 This standard is to be read in conjunction with other standards on labelling, in particular, GDS 1 : Part 1 : 1990 and GDS 57 : 1999 Classification of Pesticides and other Toxic Chemicals. 1.0 SCOPE 1.1 This standard specifies the information to be included on labels of pesticide packages intended for the retail trade and the information to be included in the instructions printed on any leaflets accompanying the packages. 2.0 DEFINITIONS 2.1 For the purpose of this standard the following definitions shall apply. 2.1.1 Accompanying Instructions means any document containing instructions or information on the use of a pesticide, which is supplied on or with a package of a pesticide. 2.1.2 Active Ingredient means any substance which, included in a pesticide, is claimed to act on a pest. 1 GDS 1: PART 7: 1999 2.1.3 Appropriate Authority means a person, officer, or authority administering a law controlling the labelling, packaging, exportation, importation, transportation, storage, use or sale of a pesticide. 2.1.4 Common Name in relation to an active ingredient means the name assigned to such an ingredient by the International Organization for Standardization (ISO), or assigned by the appropriate authority in Grenada. 2.1.5 Corrosive pesticides are those which may destroy living tissues when in contact with them. 2.1.6 Explosive pesticides are pure liquid pesticides or solid pesticides or their preparations which are themselves capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to surroundings. 2.1.7 Flammable liquid pesticides are those with a flash point of up to 65.60C (open cup method)*. 2.1.7.1 Flammable solid pesticides are those which are readily combustible or may cause or contribute to fire through friction or liable to spontaneous heating on contact under normal conditions of transport or to heating on contact with air and being liable to catch fire or those which, by interaction with water, are liable to become spontaneously flammable or to give off flammable gases in dangerous quantities. 2.1.8 Harmful pesticides are those which, if they are inhaled or taken internally or if they penetrate the skin may involve limited health risks. 2.1.9 Hazard includes any harm or risk to the health or safety of a person or animal, which may arise when the pesticide is handled or used. 2.1.10 Irritant pesticides are non-corrosive pesticides, which through immediate prolonged and repeated contact with the skin or mucous membrane can cause inflammation. 2.1.11 Label means any legend, work, mark, symbol or design applied to or attached to, included in, or affixed to any packaged of pesticide. 2 *ASTM 1310 : 1972 – Flash Point by Open Cup Apparatus GDS 1: PART 7: 1999 2.1.12 Main Panel means that part of a label normally intended to be presented to the consumer or intended to be most conspicuous to the consumer at the time when the pesticide to which the label relates is offered or exposed for sale. 2.1.13 Manufacturer means the person or organization actually engaged in or being principally responsible for manufacturing or producing pesticides. 2.1.14 Package includes anything in which a pesticide is wholly or partly contained, placed or packed. 2.1.15 Packager means the person organization actually engaged in or being principally responsible for packaging pesticides for the retail trade. The packager may not necessarily be the same as the manufacturer. 2.1.16 Pest means any insect, bird, rodent, fish, mollusk, nematode, fungus, weed, alga, micro-organism, or virus, and any other kind of plant or animal life that is injurious, troublesome, or undesirable to any crop, stored, produced, food, feed, wood, clothes, textiles, or other fabric and any other inanimate objects, or which are objectionable from the point of view of public health or hygiene or aesthetics, and includes any ectoparasite of man and endoparasite of animals, but excludes any pest specifically exempted or excluded by the appropriate authority. 2.1.17 Pesticide means any substance which, by itself or in combination with other substances, is proposed, represented or used for destroying or controlling pests, but does not include an antiseptic, disinfectant, drug or preservative used in food. 2.1.18 Prepackaged means goods packaged in advance of sale in the final pack in which it is intended for retail sale, and in which it may be sold, purchased or used without further repackaging. 2.1.19 Retail Package includes a package in which a pesticide is sold or intended for sale in the retail trade. 2.1.20 Sell includes: (a) offer for sale, expose for sale, have in possession for sale; (b) display in such a manner as to invite an offer to treat. 3 4 GDS 1: PART 7: 1999 2.1.21 Toxic (or poisonous) pesticides are those which if they are inhaled or taken internally or if they penetrate the skin may involve serious acute and chronic health risks even death. 2.1.22 Warning Mark means one of the symbols or marks shown in Appendix B of this standard. 2.1.23 Warning Phrase means the work, phrase or phrases accompanying each warning mark as in Appendix B and any other warning phrase given in this standard. NOTE: 3.0 The warning mark with its accompanying warning phrase(s) indicates the kind and degree of hazard of the pesticide, which the user is likely to encounter. REQUIREMENTS FOR THE LABELLING OF RETAIL PACKAGES OF PESTICIDES (a) The labels on all retail packages of pesticides that are offered for sale, or sold shall comply with the following requirements. (b) On every package of pesticide shall be affixed a label which shall carry on its main panel the following information: a. the statements READ INSTRUCTIONS BEFORE USE”; and “KEEP OUT OF THE REACH OF CHILDREN”, shall be in bold type, and be in a larger print than other statements on the label; b. the brand name or trade name of the pesticide; c. the common names of all active ingredients and the physical form of the pesticide; d. a statement of the concentration of each active ingredient in the pesticide, in terms of percentage by weight for solids or semi-solid pesticides, or in terms of weight in volume for liquid pesticides; e. a statement of the net contents of the package in terms of SI units of mass (weight) or volume, or in terms of number of pieces, as applicable; and 5 GDS 1: PART 7: 1999 f. 3.2.1 an indication by warning marks and warning phrases of the appropriate hazard class of the pesticides in accordance with the Classification of Pesticides and other toxic Chemicals. The label/instruction which is affixed to the package of pesticide shall also bear the following information: a. for a pesticide manufactured or packaged in Grenada, the name and address of the manufacturer or packager; b. for a pesticide imported into Grenada in a prepackaged form, the name and address of the manufacturer; c. adequate directions to the manner of use of the pesticide; d. the safety precautions required for the storage, transportation and use of the pesticide; and e. a statement indicating the methods of safe disposal of unused pesticide and of the used package, and a warning in the words “DO NOT RE-USE THIS PACKAGE”. 3.2.2 The information required in 3.2 and 3.2.1 shall be included in any instructions which accompany the package of pesticide. 3.3 Where possible the information required by 3.2.1 (c), (d), and (e) shall be given by one of the standardized phrases set out in Appendix A. 3.4 Information to be included on Labels and Accompanying Instructions 3.4.1 The directions for use required in 3.2.1 (c) may include, as appropriate: a. directions for mixing b. directions as to the method of application and the stages of life cycle of a plant or animal when the pesticide is recommended to be applied; c. an indication of any special equipment needed for application; d. indications of incompatibility with other pesticides or substances; e. indications of any possible adverse effects on the crop or animal for which the pesticide is recommended; 6 GDS 1: PART 7: 1999 f. indications of the pests which can be controlled with the pesticide, giving names which are commonly used in Grenada, but not to the exclusion of other names for the pests; g. a statement of any precautions to be observed to protect workers in contact with crops or animals on which the pesticide has been used; h. a statement of any precautions to be used to protect consumers from harm from any crop or animal on which the pesticide has been used; i. a statement as to any type of protective clothing or protective device recommended to be worn during mixing or application of the pesticide. 3.4.1.1 Where possible the statements required by 3.4.1 (g), (h) and (i) shall be given by one of the standardized phrases set out in Appendix A. 3.4 Where a pesticide is toxic, explosive, flammable, corrosive, harmful or irritant an indication of these risks shall be given by the appropriate warning marks together with the accompanying warning phrases as given in Appendix B. NOTE: 3.4.3 Where the pesticide poses more than one hazard the most serious one should take priority for labelling. Sometimes it shall be necessary to use two or more warning marks depending upon the seriousness of the hazards. Where a pesticide is included in Hazard Class Ia, Hazard Class Ib and Hazard Class II, (Refer to GDS 57 : 1999, Classification of Pesticides and other Toxic Chemicals), the following shall be included on the label and in any accompanying instructions whcn printed in Grenada: a. a statement of common symptoms arising from poisoning; b. directions for first aid or medical treatment, and a statement of any antidotes recommended for use in cases of poisoning by the pesticides; 7 GDS 1: PART 7: 1999 c. a statement of any restriction on use required to avoid occurrence of any residues on foods exceeding limits or tolerances set by law or by Food and Agricultural Organization (FAO) and World Health Organization (WHO); c. the warning phrases and warning marks assigned to the Hazard Class in 3.6; and d. any official registration number or symbol assigned to the pesticide by the appropriate authorities in Grenada or the Commonwealth Caribbean. 3.4.3.1 Where possible, the statements required by 3.4.3 (a), (b) and (c) shall be given by one of the standardized phrases set out in Appendix A. 3.5 Presentation of Information 3.5.1 Crops and animals shall be indicated by the names, which are commonly used in Grenada, but not to the exclusion of other names. 3.5.2 In describing proportions for mixing or diluting a pesticide with other substances before application, reference shall be made to any measuring devices accompanying the retail package or sold with it. 3.5.3 Rate of application shall be indicated as follows: a. for dilution for spraying – in g/10 litres or ml/210 litres; b. for dusting – in kg/hectare, and in other permitted SI units; c. for fumigation – in g/cubic metre, or ml/cubic metre, and other permitted SI units; d. for soil fumigation – in g/square metre of surface, and/or other permitted SI units; and e. in other cases, as appropriate (g per animal, g per nest, etc), in SI units. 3.5.4 Warning Marks and Warning Phrases to be used with pesticides in Hazard Classes Ia, Ib, II and III 3.5.4.1 The main panel of the label and any accompanying instructions applying to every retail package of pesticide in any of the four hazard classes Ia, Ib, 8 GDS 1: PART 7: 1999 II and III, shall carry the warning marks of Appendix B and warning phrases as indicated in Table 1. NOTE 1: Where two or more warning marks are to be used, they shall be printed alongside each other horizontally, the most serious of the different types of hazards being indicated by the mark first from the left hand side. NOTE 2: The use of a rhomboid surround for warning marks instead of the square surround, is optional and acceptable. The warning phrase on every label or accompanying instructions shall be printed closely below the warning mark or marks and shall be conspicuously prominent by its size and colour. The height of each letter 9 GDS 1: PART 7: 1999 shall be not less than 3 mm or the height of the largest letter (see note) on the label, whichever is greater. NOTE: For compliance with this sub-sub clause the heights of the letters of the brand name and manufacturer of the pesticide may not be included for comparison. 4.0 CONFLICT WITH OTHER STANDARDS AND LAWS OF GRENADA 4.1 Wherever there appears to be a conflict between the requirements of this standard and any legal requirements according to laws and regulations of Grenada, the legal requirements shall take precedence. 4.2 Wherever there appears to be a conflict between requirements of this standard and the requirements of any other Grenadian Standard, the requirements of this standard shall take precedence. 10 GDS 1: PART 7: 1999 APPENDIX A STANDARDIZED PHRASED FOR STATEMENTS A-1 GENERAL A-1.1 The labels of pesticides should contain only essential information concisely expressed. To this end the following standardized phrases have been prepared, their number and length being kept to a minimum consistent with clarity and purpose. A-1.2 The aim in using standardized phrases is to ensure uniformity of warning when they appear on labels of different formulated products presenting similar risks. A-1.3 Standardized phrases or parts of standardized phrases, should be used exceptionally for special products or uses or where suitable standardized phrases do not exist. Their use should be kept to a minimum, thus maintaining the effectiveness of standardized phrases. Do not enter/greenhouses/glasshouses/mushroom house/warehouse/ship’s hold within (interval) of treatment unless wearing/full protective clothing/respirator.
