Introduction The seminar is the 4th and last of the series of house-warming seminars for our new office at Quarry Bay. The topic is really a timely and important one. The Wenchuan 5.12 Earthquake is a massive catastrophe which left about 70,000 thousand dead and 20,000 missing. There are several millions of victims who lost their homes, workplaces, schools, villages and townships. The victims need to rebuild their family, home, settlement. More important, they have to regain their livelihood, schooling, social network and renew their heart and spirit. It is a common understanding that comprehensive planning must take the lead before restoration and redevelopment proceed. Of the devastated areas, Dujiangyan is the most important city. It is both a world cultural and natural heritage site. The Institute is honoured to have many members having involved in the restorative planning exercise for Dujiangyan, which has been given an early start and world-wide attention. From the beginning, we had prepared summaries of important planning documents of Tai Wan 921 Earthquake and the Kobe Earthquake and sent the summaries to our counterparts in Mainland for their information. Subsequently, at the request of the Chengdu Planning Bureau and Planning Design Institute, Mr Derek Cheung, Miss Erin Young, Mr Edward Li, Mr David Tam and Ms Teresa Chu had gone to Chengdu and Dujiangyan to help with the restorative planning exercise. Our present and former president, KK Ling and Andrew Lam, represented HKIP in the experts’ conference to review the study findings submitted by the 10 consultancies voluntarily participating in the restoration planning study of Dujiangyan. Mr. David Tam, Honorary Secretary, HKIP, who was a volunteer to help Dujiangyan Planning Authority, actively researches into the mainland restoration planning policies for the earthquake devastated areas, will introduce to us the general conditions of devastated areas and the policy and planning framework and procedures for restorating the devastated areas. Mr Stanley Yip, Immediate Past President of HKIP, has led the global multi-disciplinary team of Ove Arup & Partners to participate, on a voluntary basis, in the post-earthquake restoration planning exercise for Dujiangyan. He will share the challenges confronted in post-earthquake planning and the different planning approaches adopted by the Arup team during the preparation of the planning proposals. Issues such as property rights, geo-hazard risk assessment and land use planning, earthquake mitigation planning, and redevelopment institutional mechanisms will be covered. Mr. Derek Cheung, who stayed 2 weeks in Chengdu/Dujiang as a volunteer from late May to mid-June, will share with us important messages from his personal experience. Derek has felt the shaking of ground. Mr. Lawrence Chau, as the co-convenor, will give a brief report on the work of the HKIP Sichuan Concern Group. About the Speakers Mr. Stanley Yip is a town planner, land economist and landscape architect by training. He is currently the Director, Planning & Development responsible for the development and management of the planning practices of Ove Arup & Partners in Asia and China, with a focus on sustainable development planning. He served as the Advisor to the Department of Construction of Jiangsu Province, Senior Advisor to the Planning Committee of the City of Harbin, Senior Advisor to the City of Zhuzhou, and also Special Honorary Professor of the Zhejiang Tourism College. Stanley receives interviews by press and regular invitations to speak at major conferences on sustainable development, climate change, sustainable design, ecological planning and land development issues in China. Mr. David Tam, the Honorary Secretary of HKIP, a town planner with the Cross Boundary Infrastructure & Development Studies Unit of the Planning Department. He is committed to research into restorative planning policies and practices of the devastated areas and he is the main major information source for the HKIP Sichuan Earthquake Concern Group. Mr. Derek Cheung, a senior town planner with the Cross Boundary Infrastructure & Development Studies Unit of the Planning Department. He attended an exchange programme in Shanghai in 2007 for two months and is familiar with the Mainland planning system. Mr. Lawrence Chau, a senior town planner with the Planning Department. He is a council member of HKIP and the co-convenor of the Mainland Liaison Committee. He is also the co-convenor of the HKIP Sichuan Concern Group.
