Question
ONE
Evidence
The candidate clearly describes an ethical issue / dilemma.
The ethical issue / dilemma is explained from TWO significant and different perspectives –
ONE for and ONE against.
Note: A significant perspective is more likely to be recent, recognised within the public arena, and representative of a wider range of groups (eg religious doctrine), rather than one specific interest group.
The chosen issue MUST clearly focus on the health aspects .
The explanation of the ethical issue / dilemma is balanced
(does not present a one-sided argument).
The explanation should also be balanced with neither perspective over- or underrepresented.
The candidate should provide responses that:
- explore the most significant or major perspectives of the issue / dilemma
- use evidence from current and credible sources to explain the debate and developments.
Achievement
Achievement with Merit
A1
Provides a clear explanation of the foundations
(attitudes, beliefs, and values) the groups have about the health issue.
The explanation for EACH perspective may be lacking in clarity or detail.
May be some identification
AND / OR links between the perspectives of the groups and the principles in
Resource A (may be implicit).
Note: The summary of attitudes, beliefs, and values MUST be valid and clear for at least ONE group of people from EACH perspective.
M1
Provides a clear, reasoned explanation for
EACH perspective, supported by valid and detailed evidence .
Identifies some links between the perspectives of these groups and the principles in
Resource A (may be implicit but shows some valid understanding of the principle).
Note: The candidate should provide a valid summary of the attitudes, beliefs, and values for TWO groups of people from EACH perspective.
Achievement with Excellence
E1
Provides a comprehensive explanation . This means a wider range of more detailed attitudes, beliefs, and values are explained for
EACH perspective of the health issue
/ dilemma.
A well-reasoned argument is provided. This will include significant perspectives of the issue / dilemma
(there should be no major or obvious omissions from the discussion) and the expression of the well-reasoned argument should be valid and accurate in its representation.
EACH perspective has valid links between the perspectives and the principles in
Resource A and is well-supported with valid evidence.

TWO
For the selected health issue / dilemma, possible implications of EACH perspective for well-being are analysed for
EACH of the following:
the individuals directly affected by the issue
the community OR society as a whole .
The examination of the implications should include a relevant combination of the effects on:
human rights or personal safety (individuals directly affected and those indirectly affected)
societal culture, or opportunities for health promotion (the community).
Responses are consistent with and reflect the underlying concepts of hauora, health promotion, a socioecological perspective, and the attitudes and values of:
a positive and responsible attitude to the well-being of self
respect for the rights of others
care and concern for other people in the community
social justice.
A2
Analysis of the implications for well-being of
BOTH perspectives includes a relevant combination of potential short-
AND / OR longterm effects.
Identifies sectors of society affected, but may lack specifics, or may be weak in some areas of explanation.
Note: The question is specifically asking the candidate to consider the implications that the differing perspectives can have on others, regardless of current
(legal) practice, ie the impact on the well-being of individuals, others, and society as a result of the differing views, for and against the issue.
M2
Analyses, in depth , the implications for well-being by focusing on the more important and relevant combination of potential short-term AND /
OR long-term impacts for EACH perspective.
Shows some understanding of the significance or importance of the implications for all sectors of society
(may be implicit).
Links are made to the relevant ethical principles from
Question One
(may be implicit) and / or valid supporting evidence is provided (if applicable).
E2
Perceptively analyses the implications for well-being. This will be demonstrated by focusing on the most important and relevant combination of short-term AND long-term impacts for EACH perspective.
A perceptive analysis will provide thoughtful responses to the significance or importance of the implications for individuals and society.
