West Bengal intends to provide Veterinary Services in rural & interior areas, especially in tribal dominated areas of Jangalmahal, Sundarban Islands, Hills & Dooars of North Bengal. Factors adversely influencing delivery of veterinary services through existing Veterinary institutions are distance of remote villages from existing veterinary institution & natural barriers to reach such pockets, lack of inadequacy in public transportation system. Therefore, it is felt essential to provide desire veterinary services in these said interior pockets so as to enable the livestock owners to avail the opportunity of animal health care services (both preventive & curative) to consider animal resources development as a livelihood option and maximize profit through livestock sector. It is envisaged to provide preventive, curative as well as breeding facilities in the said inaccessible & difficult areas normally become uncovered in general, through qualified Veterinarians & modern facilities. Mobile Veterinary Clinic (MVC) would be operated as an alternative model of rural animal health care delivery system for a specified area with earmarked team of Veterinary Professionals along with supporting equipments & medicine, etc. Objective: 1. To provide ‘On Spot’ free diagnosis & treatment of ailing animals & birds in remote areas of the State. 2. Arrangement of vaccination of livestock & birds against economically important diseases. 3. Correction of fertility problems of livestock & awareness generation regarding Breeding & Fertility management. 4. To detect the common diseases prevalent in the area. 5. Each MVC will operate 20 days in a month and conduct at least one health & awareness camp per day covering two villages for a period of 3 years. 2. Fixed day & Fixed time of Visiting schedule will be prepared and to be circulated. 3. Each MVC consist of one Veterinary Doctor, one Paravet and one Attendant. 4. Inputs like Vaccine, Frozen Semen Straw, etc. may be provided by ARD Department. 5. The MVC will operate under the guidance of the concerned Deputy Director, ARD&PO & Block Livestock Development Officer. 6. Regular monitoring of the service of Mobile Veterinary Clinic (MVC) by the concerned BLDO/Veterinary Officer of the block. 7. Manpower towards operation of MVC may be arranged through hiring/outsourcing. Expected Output & Outcome: 1. Vaccination coverage will be increased, treatment facilities will be extended. Subsequently mortality rate of valuable animals & birds will be minimized and production of milk, meat & egg will be augmented. 2. Majority of livestock in remote areas will be brought under scientific management, treatment & Vaccination coverage. 3. Provide better monitoring & control of animal diseases as well as zoonotic diseases. 4. Production hampering diseases like Infertility, Parasitic infestation & Malnutrition will be managed in a better way. 5. Awareness generation among formers. Monitoring &Evaluation: This will be arranged involving state level, district level & block level officers under Directorate of AR&AH, West Bengal. Each E.O.I. should be supported by: 1. The SECOND PARTY will operate Mobile Veterinary Clinic (MVC) in the areas of the Blocks mentioned in the schedule hereinafter, as an alternative model of Rural Animal Health Care Delivery System with an earmarked team comprising of one Veterinary Doctor, one Para Vet Worker & one Attendant along with supporting equipments & medicines as per the list provided in the schedule annexed to this agreement. 2. The SECOND PARTY through its Mobile Veterinary Clinic will provide on the spot free diagnosis, treatment of livestock and birds, conducting health and awareness camps in the villages under the specified Blocks stated in the schedule. 3. The SECOND PARTY will take all out efforts for arrangement of procuring vaccines of livestock and poultry against economically important diseases as per availability and policy/guidelines meant for Government Unit from the FIRST PARTY for achieving desired successes of such venture. 4. The SECOND PARTY will take such steps for correction of fertility problems of livestock & awareness generation with regard to breeding and fertility management. 5. The SECOND PARTY will detect diseases prevalent in that area (if there be any) and will inform the Deputy Director, Animal Resources Development & Parishad Officer (herein after referred to as DD, ARD & PO) of the concerned District as well as the FIRST PARTY to take such steps so that the desired surveillance job may be taken up on priority basis. 6. The SECOND PARTY will endeavor to create mass awareness on scientific animal husbandry practices among the farmers of remote areas of the Blocks mentioned in the schedule hereinafter. 7. The FIRST PARTY will provide necessary financial backup as per availability directly to the account of the SECOND PARTY and the original bill, vouchers etc. will remain to the SECOND PARTY. The SECOND PARTY will get his accounts periodically audited by authorized auditors and produce the Audited Utilization Certificate with Statement of Expenditure to the FIRST PARTY. The certified true copy of the bill, vouchers etc. shall be submitted to the FIRST PARTY as and when required and the SECOND PARTY will implement the scheme for providing MVC accordingly in conformity with the DPR which shall form a part of this Agreement. 8. The will maintain all relevant records including inventory appropriately, which may be produced before the FIRST PARTY as and when required. The SECOND PARTY may utilize the assets of the Units after the project period is over for the same purpose, if they are interested to do so on mutually agreed terms and conditions which may be specified by the FIRST PARTY otherwise the assets will be handed over to the DD, ARD & PO of the concerned district. 9. The SECOND PARTY will be liable to return all assets including equipments and other inputs including Medicine and Surgical Requisites to the concerned DD, ARD & PO, if the project is discontinued. 10. The SECOND PARTY will operate Mobile Veterinary Clinic for at least 20 number of health camps per month. Clinic venues for a specified month will be fixed by the concerned DD, ARD & PO and will be communicated to the SECOND PARTY well ahead. Clinic hours will be fixed in a participatory mode with the villagers and be communicated to the end users (herein after referred to as farmers) well ahead by the SECOND PARTY. 11. The SECOND PARTY will arrange for on the spot diagnosis and treatment of livestock and poultry free of cost in their assigned area of operation. 12. The SECOND PARTY will collect pathologic samples, if required, and will take such steps to send those samples to the Block Animal Health Centers/ Additional Block Animal Health Centre on priority basis. 13. The SECOND PARTY will take all endeavors to coordinate with the local Veterinary Officers posted at Block Animal Health Centre/ Additional Block Animal Health Centre/Block Livestock Development Office as and when required especially in case of organizing health camps. 14. The SECOND PARTY will use one suitable vehicle for each Block assigned, having proper documents &/or Mechanized Boat, on hire basis, for carrying out the work towards rendering health care services, (herein after referred to as “MVC”). The said MVC will be marked with “Mobile Veterinary Clinic-A RKVY Project”. Apart from this, the same thing will be written in local language as “ï¡jÉj¡e fË¡Z£¢Q¢Lvp¡ -L¾cÊ” which will be clearly visible from a distance. 15. The SECOND PARTY will store medicine with surgical requisites and furniture at a suitable place under its control with proper care for its safety and security. Necessary cost for the same may be incurred from the miscellaneous fund placed for this purpose. The DD, ARD & PO will take accordant action towards supply of vaccines and medicines to the SECOND PARTY at the cost for such vaccines and medicines (if there be any) as may be fixed by the FIRST PARTY for the purpose. User Charges, if any, collected on account of vaccination shall be deposited to the Block Livestock Development Office of the Block where the SECOND PARTY is providing health care/M.V.C. 16. The SECOND PARTY will procure equipments, furniture, medicines and surgical requisites etc. for each district as per need in conformity with norms followed by the SECOND PARTY at the rates on being approved by the DDARD&PO of that respective district. 17. The SECOND PARTY will engage at its own cost one Veterinary Doctor registered with The West Bengal Vety. Council, one Para Vets (having qualification as prescribed by the FIRST PARTY) and one Attendant (minimum educational qualification-class VIII passed) for each unit for this purpose. 18. The FIRST PARTY through its representatives will arrange, from time to time, monitoring and evaluation of the activities of the Mobile Veterinary Clinic. 19. The SECOND PARTY will submit monthly report in soft copy as per the format provided by the FIRST PARTY regarding performance of Mobile Veterinary Clinic to the concerned DD, ARD & PO with copy to the FIRST PARTY through e-mail, within the 10th day of the following month. 20. The FIRST PARTY through its representative will have power to make inspection and they will have access to all the documents/records/inventories lying with the SECOND PARTY relating to Mobile Veterinary Clinic. 21. This Agreement will remain in force for six months from the day month and year first above-written. Depending upon the performance, it will be lawful on the part of the FIRST PARTY to extend this Agreement for a period of next six months and this way it can be extended up to a maximum period of three years. 22. The FIRST PARTY reserves the right to cancel this Agreement at any time without assigning any reason & after giving thirty (30) days notice to the SECOND PARTY. 23. On any breach of any of the terms of this agreement the FIRST PARTY shall be entitled to terminate the agreement without giving thirty (30) days notice to SECOND PARTY. 24. If it is observed that the SECOND PARTY willfully and deliberately misuse and /or waste the assets and /or consumables created through this scheme then the FIRST PARTY will have right to recover such loss from the amount receivable by the SECOND PARTY from the FIRST PARTY apart from any other penal measure as the FIRST PARTY may think fit and proper. 25. Any dispute/difference arising out of this Contract will be referred to the Secretary, Animal Resources Development Department, Government of West Bengal who will act as the sole arbitrator. The arbitrator will have the power to pass any order in terms of The Arbitration & Conciliation Act, 1996 and the said order shall be binding upon both the parties to this agreement.
