SERVICE TO OUR CLIENTS
Recognizing that timely response, dependable service, and accurate data are the critical
elements of any testing program; these elements are the hallmarks of Quality Engineering
Services, Inc. In the construction industry time is money; delays in testing can have a tremendous
impact on subsequent activities, and the resulting project completion date. Our firm can provide
same-day FAX reports to all customers for all laboratory and field-testing evaluations.
Service will be provided for the customer's convenience on a twenty-four hour basis in order
to promote timely construction. The structural integrity and ultimately the safety of the general
public are dependent on accurate testing results. Quality Engineering Services, Inc. has instituted
a strict system of checks and balances and a program for quality control for all testing procedures in
order to insure that the customer may have complete confidence in the services provided.
QES MANAGEMENT and TEAM MEMBERS
The President/Principal Engineer of the firm, John P. Oliver, III, holds an AS in Engineering, and
a BS and a Masters degree in Civil Engineering. He is a Registered Professional Engineer in the State of
Mississippi and has forty years experience in construction planning, execution, supervision, quality control,
and management. As a retired U. S. Navy, Civil Engineer Corps Officer, he has been responsible for
quality control of shore side and waterfront construction projects in Europe, Asia, and in the continental
United States. John is certified by the American Concrete Institute in field and laboratory testing of
concrete and concrete aggregates and is MDOT Level 3 (concrete mix design) certified. He is also nuclear
moisture/ density gauge certified and is experienced in asphalt testing and mix design formulation. In
addition, he is a member of the American Society of Civil Engineers.
Business Manager, Angela Bowell, has a Bachelor of Science degree in Business Management
from the University of Southern Mississippi and is responsible for all office management, administrative,
and human resources for the firm.
Senior Technician/Laboratory Manager/Radiation Safety Officer, Thomas Randazzo, has been
trained and is experienced in asphalt, soil, and concrete testing and has been with QES for nearly 14
years. He is certified as a qualified operator for nuclear moisture/density gauges, and has completed
American Concrete Institute training and is ACI certified for field, laboratory, aggregate, and concrete
strength testing. In addition he has many years of experience in inspection of both bolted and welded
structural steel, reinforcing steel, and in masonry inspection. His vast experience in soil technology has
resulted in a proven ability to solve soil fill and compaction problems for both owners and contractors.
Senior Technician, Calvert Ben Smith has been trained and is experienced in soil (lab & field)
and field concrete testing. Ben has over 12 years of construction materials testing experience and is
presently pursuing a degree in civil engineering in his off-duty time. He is certified as a qualified operator
for nuclear density gauges, and has completed American Concrete Institute training and is ACI certified for
field, laboratory, aggregate, and concrete strength testing. In addition he has many years of experience in
inspection of both bolted and welded structural steel, reinforcing steel, and in masonry inspection.
Drilling Supervisor, William Shellnut is a licensed well driller in the State of Mississippi and he
has over 40 years of Geotechnical and Environmental drilling from locations throughout the continental
United States. Mr. Shellnut has also been trained in soil and concrete testing.
Technician Pool: QES has other technicians on staff with various levels of certifications. These
technicians are experienced in concrete and soil testing as well as all are experienced in pile load testing
and pile installation verification and monitoring. In addition we have part time technicians on-call as
needed.
TWIC CARDS: All QES employees (including part time employees),
with the exception of our Business Manager, have TWIC cards allowing
access to all port facilities.
