Purpose of Job:
Job Description
The Vital Youth Programme Co-ordinator will take a lead role in implementing Vital
Regeneration’s award winning creative learning programmes. He/she will assist the Vital
Youth Programme Manager in managing the Vita Youth team, which currently includes a
Vital Youth Programme Advisor and a Vital Youth Administrator, as well as artists, tutors,
youth workers, and volunteers. He/ she will be responsible for planning and delivering
Vitals’ suite of creative learning projects including Create+ Digital Skills and FreqOUT.
Introduction to Vital Regeneration’s Creative Learning Programmes
Vital Regeneration’s suite of creative learning programmes for Young People is largely aimed
at 14-25 year olds who are not in employment, education or training (NEET) or at risk of
becoming NEET. These programmes are currently delivered in the top 20% most deprived
wards in Westminster and Hammersmith & Fulham. Our learning programmes for young
people use creative subjects such as music, film and new media, to ‘hook’ young people into
practical training courses that:

help them enjoy learning & Creativity;

help them gain qualifications & practical skills for life and work;

help them express themselves and their thoughts creatively on issues they care
about;

develop transferable work and life skills;

teach them about the practical applications of communication skills in their careers
and lives;

boost self-esteem and confidence;

allow them to develop professional-standard products and portfolio, which they will
be proud of;

Result in positive progressions into jobs, further training, apprenticeships and work
experience.
Due to the successful impact our creative learning programmes have made in reducing
numbers of young people who are NEET since 2006, Vital Regeneration is scaling up the
reach of these programmes over the next 5 years to maximise this impact.
Purpose of Role:
The Vital Youth Co-ordinator’s role will be to support the Vital Youth Manager with the
operational aspects of the programmes in line with Vital Regeneration’s / funders’ aims and
targets. A significant aspect of this will be to implement programmes that result in more
than 70% of participants being supported into positive progression opportunities.
The Vital Youth Co-ordinator will also work closely with the Vital Youth Advisor and the Vital
Youth Programme Administrator. This team is responsible for delivering the Young People
programmes to ensure the creative technology and media projects are suitably resourced
with up to date equipment / technologies. A key part of the role will be to make sure that
learner data is effectively managed to monitor and ensure impact.

Key Responsibilities
Programme Co-ordination

Support the Programme Manager with reporting against a project plan to meet
deliverables and milestones.

To co-ordinate quality procedures such as course monitoring and evaluations.
Ensuring that all feedback is captured and fed into project evaluation spreadsheet
and team development plans

Work with the Youth Engagement Officer to manage course administration and
programme paperwork.

Carry out administrative tasks to ensure the smooth running of the Vital Youth
Team and the activities and services its delivers.

Ensure all tutors and project staff deliver planned detailed and differentiated
schemes of work and lesson plans for the project delivery curriculum

Make contact and liaise with appropriate businesses and youth organisations to take
part in the vital youth Create+ Digital Skills and FreqOUT! programmes.

Support PM to prepare reports for Funders, the Board of Trustees, Steering Groups
and Senior Management Team

Support the Programme Manager with responding to priorities of stakeholders,
participants, funders, and the government.

Support recruitment of young people onto courses and learning programmes through
both partnership working and direct recruitment methods to ensure that enrolment
targets are met.

Ensure associate staff and learners complete all paperwork in line with Vital
Regeneration quality procedures and funder requirements, thoroughly and by
required deadlines

Arrange tutor team meetings (when appropriate)

Produce and maintain information reports; interpret and evaluate them for funding
and self-assessment purposes.
Staff and Resource Management

Support the Programme Manager with recruitment and supervision of Young
People volunteers and freelancers – including creative professionals, artists, and
tutors, skills for life specialists, youth workers, volunteers and industry mentors.

Work with the Young People’s Programme Administrator to suitably resource
courses with up to date equipment/technologies to meet the individual needs of
learners and arranging transport of resources.

Coordinate the scheduling and planning of the Youth consultancy group
Financial Management

Work within budgets set by Programme Manager to deliver high quality creative
learning projects in a range of settings.

Support the Programme Manager to ensure programmes
successfully within budget and add good value for money.

Monitoring, Evaluating and Reporting




Support the Programme Manager to ensure programmes are monitored and
evaluated in accordance with stipulations set by commissioners, funders,
inspectors and auditors and programmes continuously improved.
Support the Young People’s Programme Administrator to measure course impact.
Support the Programme Manager with preparing information for reports to
funders and draft reports for fundraising team to review
Manage evaluation and project quality improvement

Work closely with the Youth Engagement Officer to maintain annual monitoring
and evaluation calendar and ensure that all the project outcomes required by
funders are being achieved on time.

Carry out termly reports on all quality and learner data relating to Vital
Regeneration’s learning programmes.

Ensure all our project information systems are fit for purpose and effective
Creative Curriculum Design and Quality Assurance

Support the Programme Manager with on-going development of creative subjects
as ‘hooks’ to attract and engage a diverse cross-section of NEET young people.

Ensure a standardised curriculum framework is implemented and used across
appropriate programme delivery to ensure the consistency of monitoring and
evaluation central to the programme framework.

Manage high-profile showcasing opportunities for beneficiaries to communicate
their work publicly and to grow their confidence in doing so.
Programme Branding and Marketing

Co-ordinate aspects of learning programme showcases and awards ceremonies

Implement effective marketing campaigns to identify, recruit and retain NEET and
at risk of NEET participants in line with ambitious participant engagement targets.

Support the Programme Manager with maintaining the Young People section of
the Vital Regeneration website

Co-ordinate Social media management and marketing development
Partnerships and Beneficiary Progression

Support the Programme Manager to develop relationships and strengthen
partnerships with a diverse range of business and community partners who can
support the programme with beneficiary recruitment, programme delivery and
beneficiary progression opportunities.

Support the Programme Manager with beneficiary recruitment and securing
progression opportunities both from and to other projects delivered by Vital
Regeneration.

Support the Programme Manager with maintaining delivery partnerships.

Build relationships with Employers and Agencies that can promote work
experience

Beneficiary Support

Ensure beneficiaries receive individualised advice and guidance that will help them
address barriers to learning and move into positive progression outcomes.

Develop a comprehensive system of support and incentives for participants to
maximise their participation and the enjoyment and benefit they receive from the
programmes.

Link to progression opportunities for beneficiaries to enable them to progress into
further learning, apprenticeships, voluntary work, internships and sustainable
employment.

Take responsibility for safeguarding all programme beneficiaries, staff and
volunteers.
Organisation-Wide

Actively contribute to the development and implementation of Vital Regeneration’s
policies and procedures.

Work with the team to develop and implement standardised quality assurance and
improvement procedures that will improve the learner experience.

Work with the Development Team to identify fundraising opportunities.

Support the Programme Manager with ensuring policies and procedures are
followed.

Other duties related to Young People provision and Vital Regeneration, as
necessary.
Person Specification
As this is a high profile programme, for which the main client group is particularly ‘hard
to reach’, we are looking for an exceptional candidate with the following:
Experiences:

working with NEET or ‘at risk of NEET’ young people;

Good administration experience and project coordination skills

Good working knowledge of monitoring and evaluation systems

operational, ‘front-line’ delivery; introducing partnership working

working within budgets and deadlines;

co-ordinating a suite of creative projects simultaneously;

supporting the management of a staff team, tutors, artists, youth workers;

curriculum development and quality assurance;

working in London; ideally in Westminster or central London

Working within the creative media/emergent technology/ arts sector.

Terms and Conditions & Staff Benefits

This is a part-time role, fixed term contract for 12 months initially

Office hours are as standard 9.00 am – 5.30pm Monday - Wednesday, although
flexibility will be required to attend out of hours events and meetings

Salary: £22,000 – £26,000 per annum, depending upon experience

Holiday allowance: TBCs per annum, plus statutory holidays, increasing by one
day for each full year of continuous service up to a maximum of 25 days per
annum

